The main objective of the study is to analyze the materials of periodicals of Subcarpathian Rus' containing information and interpretations of the plebiscite planned by Hungary in Subcarpathian Rus' in October 1938. For the comprehensive analysis of the interstate relations of the countries of Central Europe in the prewar period, the use of the principle of multivariate analysis, system-analytical and synergetic approaches were valuable. The complex of various sources allowed to reveal the process of the previously unknown referendum in Subcarpathia, which did not take place, but was prepared as a planned special operation of the hybrid confrontation. The plebiscite was intended to be an attempt to revise the results of both the Versailles system and a means of pressure on world powers in the context of the Second Czechoslovak Crisis. Hungary was waiting for the right moment to fulfill its intentions, in particular when a coalition government was formed in Subcarpathian Ruthenia with Prime Minister A. Brodiy loyal to Hungary, and in time there was a question of a planned referendum that would change the historical fate of both Ukraine and Hungary. During the study, the plans and actions of the Hungarian authorities in implementing the territorial accession of Ukrainian lands were established. The analysis demonstrated the progress of hybrid policy, which was implemented not only by Hungarian politicians but also by Ukrainian officials attached to them.
The purpose of the article is to reveal the essence of the integration function of television and, at the same time, the factor in the formation of a single cultural space. The research methodology is based on the application of the principles of analysis and synthesis, the unity of the logical and systematic approaches. The scientific novelty of the results obtained lies in understanding the essence of the integration function of television and, at the same time, the factor in the formation of a single cultural space. Conclusions. It is emphasised that the role of television in the process of integration lies in its ability to combine all participants of the social dialogue, to be its driving force. Integration as a transformation of the system of values, a long-term aspiration that guides society based on the acceptance of the value of cooperation, is directly related to the formation of a socio-cultural space, one of the subjects responsible for filling which is television. As a subject of the informational and sociocultural space, television structures and fills this space in accordance with the interests of its viewer – the nature of television broadcasting allows, influencing the audience, to appeal to almost all the feelings and emotions of a person. It is noted that television contributes to: a) consistency between cultural standards, norms, patterns of behaviour; b) the introduction of cultural standards in people's behaviour by regulating public opinion; c) is the subject of the exchange of cultural meanings, symbols and meanings in an integrated society; as well as a factor of social differentiation and at the same time its product, playing its specific role in the modern world. It is summarised that television actively promotes national values, patterns of behaviour, moral and ethical norms, and broadcasts these elements of culture not in an abstract form, but in their socio-cultural context, in the form of concrete and accessible images. The interaction of television and culture provides communicative forms and methods of informational and cultural integration.

The purpose of the article is to summarise the foreign experience of constitutionalising mediatisation in general and the mediatisation of culture in particular. The research methodology is based on the application of general scientific (analysis, synthesis, induction, and deduction) methods of studying mediatisation as a social institution. The scientific novelty of the results obtained lies in the generalisation of the work of foreign scholars, which will contribute to the formation of mediatisation as a social meta-process by the Ukrainian scientific community, in particular, the identification of its stages and the clarification of socio-cultural consequences, which are undoubtedly ambivalent. Conclusions. The author emphasises that the problem of mediatisation of culture is actualised by the need to understand the originality of this process and clarify its specifics in order to explain the mutual influence of mass media, social institutions, and society. The key views of leading foreign mediologists on the process of mediatisation, its properties, role in modern society, and the relationship between the mediatisation of culture and society and technological changes are highlighted. The article concludes that mediatisation is a dynamic, ambivalent, and multi-layered process; it is a dominant factor in the development of society, which, by its consequences, is understood at the level of other large-scale transformational processes. The author emphasises that the concepts of mediatisation try to explain the long-term processes of interconnection between media changes and socio-cultural changes, however, mediatisation is still only a theoretical direction, not an established theory, which requires the development of strategies for its study.

Based on some periodicals of Subcarpathian Rus' (Ruthenia), the development of international relations is shown for key world powers, which played a diplomatic game with each other, seeking to turn a political vector in a direction that would be safe for them. During August-November 1938 in the newspapers "Slovo" (Word), "Ukrainske Slovo" (Ukrainian Word), "Svoboda" (Freedom), "Nova Svoboda" (New Freedom), "Vpered" (Forward), "Karpato-Russkoye Slovo" (Carpathian-Russian Word), "Nash Put'" (Our Way), "Karpatorusskiy Holos" (Carpathian-Russian Voice) and "Rusyn" (Ruthenian) reported about different aspects of international relations. In early September 1938, the newspapers noted that Germany was suggesting that the support of Czechoslovakia by the United Kingdom and France could lead to a military conflict. The public concern of Subcarpathian Rus' regarding Germany's aggressive plans was revealed by the press as was the appeasement of the world powers. The crisis raised the visor of Great Britain and France, which virtually agreed with every next aggressive step of Hitler. Public despair is demonstrated by the title of one article of the newspaper "Vpered" – "New borders or national death". The headline about the second Czechoslovak crisis carried the slogan "The great Success of World Politics" and led to a conference in Munich on September 29–30, 1938. The research of the Munich conference revealed the true aspirations and demands of Europe economic opponents. Following the Munich conference, the Czechoslovak crisis faced internal political conflicts and complex international claims. Territorial claims of Poland and Hungary allowed Hitler to justify a subsequent annexation of the Sudetenland by an international nature of the demands advanced on the Czechoslovak Republic.Analyzing materials of the press of Subcarpathian Rus', covering international relations in the autumn of 1938, we found out that the publications under review had a wide access to information regarding diplomatic negotiations, a political game of world powers, gave an estimation of the events and analyzed their cause-and-effect relations.

Through the prism of the Subcarpathian press of the first third of the twentieth century, the tragic period of establishment of the Ukrainian statehood on the eve of World War II, the struggle for the free development of the Ukrainian nation on the territory of Subcarpathian Ruthenia due to the Munich Agreement and the dangerous political game of England, France, Germany and Italy, as well as Poland and Hungary, in the epicenter of ambitions of which Transcarpathia was caught, is delineated. Further development was given to the issues of struggle of the Ukrainians in Transcarpathia for the realization of the "peoples' right to self-determination" in the course of the forceful formation of the joint Polish-Hungarian border after the Second Czechoslovak crisis of 1938, which had given rise to the actual division of Czechoslovakia on the one hand, and the intensification of Ukrainians' national aspirations - on the other. The geopolitical aspects of the game of the Central Powers, as well as of Poland and Hungary in the process of "redrawing Europe", the international peculiarities of the policy of appeasement of an aggressor of 1938 as a process of concessions and losses, in which the Transcarpathian lands remained as currency and the government of the autonomous Subcarpathian Ruthenia had to struggle alone against imperial revisionism, aggressive propaganda and destructive armed sabotage, were analyzed. Based on the Transcarpathian periodicals, the development of relations between the Carpathian Ukraine and practically the only foreign-policy partner - Germany - is shown in the context of the formation of the Hitler's strategy of the "Eurasian Axis", where the Ukrainian lands had a significant role. Factors of influence on the formation of the new European political reality and the role of the Ukrainian country in it are investigated. When using the press as a key source of historical data, a comprehensive picture of the Central Powers' encroachments and aspirations and their practical intentions in an international crisis is reflected. ; Через призму подкарпатской прессы первой трети ХХ в. освещен трагический период становления украинской государственности накануне Второй мировой войны, ход борьбы за свободное развитие украинской нации на территории Подкарпатской Руси в результате Мюнхенского соглашения и опасной политической игры Англии, Франции, Германии и Италии, а также Польши и Венгрии, в эпицентре амбиций которых оказалось Закарпатье. Дальнейшее развитие получили вопросы борьбы украинского Закарпатья за воплощение «права народов на самоопределение» в процессе силового формирования совместной польско-венгерской границы после Второго Чехословацкого кризиса 1938 года, давшая начало фактическому разделению Чехословакии с одной стороны, и активизации национальных стремлений украинцев с другой. Проанализированы геополитические аспекты игры центральноевропейских государств, а также Польши и Венгрии в процессе «перекраивания Европы», международные особенности политики умиротворения агрессора 1938 года как процесса уступок и потерь, в которых закарпатские земли оставались разменной монетой, а правительство автономной Подкарпатской Руси было вынуждено самостоятельно бороться против имперского ревизионизма, агрессивной пропаганды и разрушительных вооруженных диверсий. Опираясь на закарпатскую периодику, авторы показали развитие отношений между Карпатской Украиной и практически единственным внешнеполитическим партнером - Германией - в контексте формирования гитлеровской стратегии «Евразийской оси», где украинским землям отводилась значительная роль. Исследованы факторы влияния на формирование новой европейской политической реальности и роли в ней украинского края. При использовании прессы как ключевого источника исторических данных отражена целостная картина посягательств и стремлений центральноевропейских государств и их практические намерения в условиях международного кризиса. ; Крізь призму підкарпатської преси першої третини ХХ ст. висвітлено трагічний період становлення української державності напередодні ІІ Світової війни, перебіг боротьби за вільний розвиток української нації на території Підкарпатської Русі внаслідок Мюнхенської угоди й небезпечної політичної гри Англії, Франції, Німеччини та Італії, а також Польщі та Угорщини, в епіцентрі амбіцій яких опинилося Закарпаття. Подальшого висвітлення отримали питання боротьби українців Закарпаття за втілення «права народів на самовизначення» в процесі силового формування спільного польсько-угорського кордону після Другої Чехословацької кризи 1938 р., що дала початок фактичному поділові Чехословаччини з одного боку, та активізації національних прагнень українців з іншого. Проаналізовано геополітичні аспекти гри центральноєвропейських держав, а також Польщі та Угорщини в процесі «перекроювання Європи», міжнародні особливості політики умиротворення агресора 1938 р. як процесу поступок та втрат, в яких закарпатські землі залишалися розмінною монетою, а уряд автономної Підкарпатської Русі був змушений самотужки боротися проти імперського ревізіонізму, агресивної пропаганди та руйнівних збройних диверсій. Спираючись на закарпатську періодику, автори показали розвиток взаємин між Карпатською Україною та практично єдиним зовнішньополітичним партнером - Німеччиною - в контексті формування гітлерівської стратегії «Євразійської осі», де українським землям відводилась значна роль. Досліджено чинники впливу на формування нової європейської політичної реальності і ролі в ній українського краю. При використанні преси як ключового джерела історичних даних відображено цілісну картину зазіхань і прагнень Центральних держав та їх практичні наміри в умовах міжнародної кризи.

Based on the Transcarpathian periodicals, the development of relations between the Carpathian Ukraine and practically the only foreign-policy partner - Germany - is shown in the context of the formation of the Hitler's strategy of the "Eurasian Axis", where the Ukrainian lands had a significant role. Factors of influence on the formation of the new European political reality and the role of the Ukrainian country in it are investigated. When using the press as a key source of historical data, a comprehensive picture of the Central Powers' encroachments and aspirations and their practical intentions in an international crisis is reflected. ; Через призму подкарпатской прессы первой трети ХХ в. освещен трагический период становления украинской государственности накануне Второй мировой войны, ход борьбы за свободное развитие украинской нации на территории Подкарпатской Руси в результате Мюнхенского соглашения и опасной политической игры Англии, Франции, Германии и Италии, а также Польши и Венгрии, в эпицентре амбиций которых оказалось Закарпатье. Дальнейшее развитие получили вопросы борьбы украинского Закарпатья за воплощение «права народов на самоопределение» в процессе силового формирования совместной польско-венгерской границы после Второго Чехословацкого кризиса 1938 года, давшая начало фактическому разделению Чехословакии с одной стороны, и активизации национальных стремлений украинцев с другой. Проанализированы геополитические аспекты игры центральноевропейских государств, а также Польши и Венгрии в процессе «перекраивания Европы», международные особенности политики умиротворения агрессора 1938 года как процесса уступок и потерь, в которых закарпатские земли оставались разменной монетой, а правительство автономной Подкарпатской Руси было вынуждено самостоятельно бороться против имперского ревизионизма, агрессивной пропаганды и разрушительных вооруженных диверсий. Опираясь на закарпатскую периодику, авторы показали развитие отношений между Карпатской Украиной и практически единственным внешнеполитическим партнером - Германией - в контексте формирования гитлеровской стратегии «Евразийской оси», где украинским землям отводилась значительная роль. Исследованы факторы влияния на формирование новой европейской политической реальности и роли в ней украинского края. При использовании прессы как ключевого источника исторических данных отражена целостная картина посягательств и стремлений центральноевропейских государств и их практические намерения в условиях международного кризиса. ; Крізь призму підкарпатської преси першої третини ХХ ст. висвітлено трагічний період становлення української державності напередодні ІІ Світової війни, перебіг боротьби за вільний розвиток української нації на території Підкарпатської Русі внаслідок Мюнхенської угоди й небезпечної політичної гри Англії, Франції, Німеччини та Італії, а також Польщі та Угорщини, в епіцентрі амбіцій яких опинилося Закарпаття. Подальшого висвітлення отримали питання боротьби українців Закарпаття за втілення «права народів на самовизначення» в процесі силового формування спільного польсько-угорського кордону після Другої Чехословацької кризи 1938 р., що дала початок фактичному поділові Чехословаччини з одного боку, та активізації національних прагнень українців з іншого. Проаналізовано геополітичні аспекти гри центральноєвропейських держав, а також Польщі та Угорщини в процесі «перекроювання Європи», міжнародні особливості політики умиротворення агресора 1938 р. як процесу поступок та втрат, в яких закарпатські землі залишалися розмінною монетою, а уряд автономної Підкарпатської Русі був змушений самотужки боротися проти імперського ревізіонізму, агресивної пропаганди та руйнівних збройних диверсій. Спираючись на закарпатську періодику, автори показали розвиток взаємин між Карпатською Україною та практично єдиним зовнішньополітичним партнером - Німеччиною - в контексті формування гітлерівської стратегії «Євразійської осі», де українським землям відводилась значна роль. Досліджено чинники впливу на формування нової європейської політичної реальності і ролі в ній українського краю. При використанні преси як ключового джерела історичних даних відображено цілісну картину зазіхань і прагнень Центральних держав та їх практичні наміри в умовах міжнародної кризи.
AbstractThe relevance of this article lies in the fact that the study of the public administration system in Ukraine is an important issue. In modern Ukrainian society there is a clear demand for effective ways to involve the general public and create real mechanisms for implementing democratic principles of public administration through European integration processes. The aim of the study is to analyse the current functional field in the processes of public control in the public administration system of Ukraine. The following research methods were used: analysis and synthesis of information, comparative method, method of sociological research, as well as the method of induction. At the final stage of the study, an analysis of scientific sources on the research topic was carried out. According to the results of the study, it can be argued that the effectiveness of public control in Ukraine directly depends on the state of development of civil society and the level of interaction of its subjects with state authorities and their officials. This largely depends on the motivation of the competent authorities, since state institutions, especially in the legal and organisational spheres, ensure the development of civil society and form the basis for public participation in governance. The practical significance of the research results lies in the fact that the research presented in the article and the analysis of literature sources provides an idea of the implementation of public control in the public administration system in Ukraine, and also opens up new opportunities for its improvement.
