The purpose of this study was to determine the effect of communication competence and PRO professionalism on the quality of public relations services at the Republic of Indonesia Supreme Audit Board (BPK RI) of North Sumatra. The research method used is the correlational method. The study population is the inspectorate employees in North Sumatra Province. The research sample consisted of 1 inspectorate employee of North Sumatra Province, 2 employees of BUMD, and 33 municipal / city government officials in the entire province of North Sumatra.Data collection techniques used a questionnaire. The theory used in this research is the theory of communication competency by Slocum and Hellriegel, the public relation officers (PRO) professionalism theory by Richard Hall and the excellent service by Atep Adya Barata. The results showed that there was an influence between communication competence on the quality of public relations services at the BPK RI Representative of the Province of North Sumatra. There is also an influence between PRO professionalism on the quality of public relations services at the BPK RI Representative of North Sumatra Province. Then there is the effect of communication competence and PRO professionalism on the quality of public relations services in the BPK RI Representative of North Sumatra Province, where the F-count value is greater than the F-table at a significance level of 0.05 confidence, so that the communication competence combined with PRO professionalism can improve the quality of public relations services at BPK RI Representatives of North Sumatra Province.
UKM Batik Jember as one of the local economic resources, has the potential to contribute to special characteristics for the city of Jember so that it is known inside and outside the region. The government and the public need to pay attention to the development of UKM Batik Jember in order to be competitive with other economic actors. The purpose of this research is to get a strategy for local economic development in UKM Batik Jember in Jember. This research is a survey research conducted in Jember with the population being batik entrepreneurs in Jember. The analytical method used in this study is SWOT analysis. This analysis is used to determine the internal and external conditions of an organization which will then be used as a basis for designing strategies and work programs. The results of the SWOT analysis of the position of UKM Batik Jember are in the position that this industry is still weak so it still needs to make improvements from internal and external Jember Batik UKM. The recommended strategy is a survival strategy through business cooperation or business partnerships, building forums and partnerships with local governments and improving internal business problems.

Dialectics in the form of contradictions in relationships which can occur due to various things and problems in couple life, as well as in determining the decision to carry out a family planning (KB) program or in determining the use of contraception. This research aims to analyze how the condition of internal and external dialectics and the strategies for resolving internal and external dialectics on couples of childbearing ages in underprivileged families of Chinese ethnicity in Medan City. The research approach uses a combined approach with a mixed methods model embedded design in data collection techniques and data analysis techniques. Therefore, the data produced is quantitative data to answer the internal and external dialectical condition, and qualitative data to answer strategies for resolving internal and external dialectics. Researcher prioritize quantitative data obtained from 100 respondents, while qualitative data collected through focus group discussion with 6 resource persons as informants are meant to complement the data and elaborate the analysis results more fully. The results of the study based on quantitative data with descriptive statistical analysis showed the condition of internal dialectic variables obtained an average value of 4.10 and the external dialectic variables obtained an average value of 3.49 on a 5-point Likert Scale. Based on the assessment criteria using the grand mean analysis, both are in a relatively stable condition. However, this value means that the respondents in this study tend to be more able to cope with the internal dialectics which occur than the external dialectics of contraceptive use. Meanwhile, the dialectic resolution strategy used by respondents in resolving internal dialectics tends to use a balance strategy and in resolving external dialectics using an integration strategy.
AbstrakTulisan ini menganalisis strategi komunikasi organisasi yang dilakukan PPID Pemerintah Kota Medan dalam melaksanakan keterbukaan informasi publik. Metodologi penelitiannya menggunakan pendekatan kualitatif dengan teknik pengumpulan data observasi partisipasi pasif, wawancara mendalam, dokumentasi dan triangulasi. Untuk menghasilkan data sampai jenuh diperlukan hingga 8 (delapan) orang informan yang terdiri dari seorang PPID Utama dan 7 (tujuh) orang PPID Pembantu. Hasil penelitian menunjukkan bahwa strategi komunikasi organisasi yang dijalankan PPID Pemerintah Kota Medan telah dilakukan melalui penetapan PPID dan pemohon informasi sebagai komunikator sekaligus target sasaran serta menggunakan saluran dan media komunikasi secara langsung (tatap muka) maupun melalui surat, SIP-PPID, e-mail dan website, namun belum menggunakan media sosial serta belum dilakukan analisis kebutuhan khalayak dan teknis penyusunan pesan tertentu yang melibatkan partisipasi publik. AbstractThis article to analyze the organizational communication strategies carried out by the Medan City Government PPID (Document and Information Management Officer) in implementing public information openness. The research uses a qualitative approach with data collection techniques of passive participation observation, in-dept interviews, documentation and triangulation. It takes up to 8 (eight) informants consisting of a Main PPID and 7 (seven) PPID Assistants to produce the data until it is saturated. The results show that the organizational communication strategy implemented by the PPID Medan City Government has been carried out through the stipulation of PPID and information requesters as communicators as well as targets have been using communication channels and media directly (face to face) or through SIP-PPID (Public Information System-PPID), e-mail and the website, however social media application, an anlysis of audience needs and technical preparation of cetain messages have not been carried over the public participation
