The Fundamental Foreign Policy Documents of the Russian Federation, adopted recently - the Foreign Policy Concept (2008) and the National Security Strategy (2009) - prioritize a transparent and predictable policy in international relations, responding to the country's national interests. The transition from confrontation between military and political blocs to principles characterized by large-scale geopolitical and historical missions of multidimensional diplomacy, as well as Russia's resource potential and a pragmatic policy of using it, expand opportunities for strengthening the country's influence in the world. Consensus based, network diplomacy, built on flexible forms of participation in multilateral structures in the interest of a collective search for solutions to common problems, is beginning to play an increasingly conspicuous, defining role. This refers to a kind of a global culture - i.e., putting everything that has been achieved by countries and nations over centuries on a practical footing, on a diplomatic footing.
