<span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; color: black; mso-ansi-language: PL; mso-fareast-language: RU; mso-bidi-language: AR-SA; mso-bidi-font-weight: bold;">Celem artykułu jest analiza literatury historycznej w celu prześledzenie podstawowych sposobów popularyzacji studiów ukrainistycznych na zachodnich terytoriach rosyjskiego imperium pod koniec XVIII–początku XIX wieku. Ustalono, że proces ten zyskał wsparcie dzięki elicie ukraińskiej, żywo zajmującej się problemami tożsamości ukraińskiej. </span><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-ansi-language: PL; mso-fareast-language: PL; mso-bidi-language: AR-SA;">W tym kontekście scharakteryzowano działalność postępowych Ukraińców w instytucjach naukowych i literackich, ośrodkach wydawniczych, różnych organizacjach i stowarzyszeniach. According to L. Tolstoy, the essence of human being consists in the realization of the contradiction between his inherent thirst for life and the inevitability of death. In "Confession", L. N. Tolstoy writes that the possibility of a spiritual search for a way out of the existing dilemma consists in comprehending the Orthodox faith. However, many people do not immediately come to "faith". A person's approach to the realization of this contradiction is the highest spirituality. It is precisely in "faith" that a person is able to get rid of thoughts about the corruption of the soul, and accordingly, stop committing evil, and is able not to resist evil with violence.According to L. Tolstoy, to whom he comes, love is enclosed in the heart of man. This provision was understood not only by theologians, but also by philosophers, it is bright, life-affirming, as the thinker states, the position of love in the human heart is revealed in the commandments of Christ.In "Confession", L. N. Tolstoy writes that he came to the problem of non-resistance to evil after fifty years. I would like to note that, implicitly, he solves it both in the novel "War and Peace" and in the novel "Anna Karenina". The indicated problem is always relevant for him. Recall the images of captain Tushin and Anatol Kuragin. The author does not oppose, but completely breeds them. Contradictory, however, living in "love" is represented and the image of Bezukhov. The same can be said about Vronsky, and about Anna Karenina, and about her husband. But the thinker turned directly to the problem of non-resistance to evil after fifty years. This is clearly evidenced by his religious, journalistic and artistic works.Can a person, living in a state of non-violence, in a state of love for his neighbors, be engaged in solving private life problems, or does faith need this for sure. У статті досліджено організаційно-правові аспекти процесу ліквідації національних районів та сільрад в Українській РСР у 1930-х рр. Встановлено, що утворення у 1920-х – на початку 1930-х рр. національних адміністративно-територіальних одиниць сприяло залученню представників національних меншин до основних заходів радянського державотворення, зростанню їх соціально-економічного та національно-культурного рівня, забезпеченню реалізації конституційних прав національних меншин. З'ясовано, що на етапі утвердження тоталітарного режиму керівництво СРСР стало вбачати в існуванні національних районів та сільрад загрозу ізоляції населення від цілісно вибудованої радянської системи пропаганди та перешкоду здійсненню тотального контролю над суспільством. У новій Конституції СРСР 1936 р. та розробленій на її основі Конституції УРСР 1937 р. конституційно-правові гарантії існування національних районів та сільрад зникли, що в умовах радянської дійсності означало їх швидку подальшу ліквідацію. Визначено, що своєрідним каталізатором, який пришвидшив процес ліквідації національних адміністративно-територіальних одиниць стало запровадження у другій половині 1930-х рр. політики депортацій та масових політичних репресій щодо представників національних меншин. З'ясовано, що вимога щодо ліквідації національних районів та сільрад була ухвалена у грудні 1937 р. вищим партійним керівництвом СРСР. Доведено, що процес ліквідації національних районів та сільрад в Україні мав низку особливостей, зумовлених як розгортанням навесні 1938 р. пропагандистської кампанії по виборам першого складу депутатів Верховної Ради УРСР, так і подальшою організаційною підготовкою до проведення у січні 1939 р. повторного перепису населення СРСР, які призвели до тимчасового залишення у якості чинних адміністративно-територіальних одиниць національних районів та сільрад. It was established, that the formation of national administrative-territorial units in the 1920s - early 1930s contributed to the involvement of representatives of national minorities in the main measures of Soviet state formation, the growth of their socio-economic and national-cultural level, ensuring the realization of constitutional rights of national minorities. It was found out, that at the stage of establishment of the totalitarian regime, the leadership of the USSR began to see the existence of national districts and village councils the threat of isolation of the population from the holistically built Soviet propaganda system and the impediment to the implementation of total control over society. In new Constitution of the USSR in 1936 and developed on its basis constitution of the USSR in 1937 constitutional and legal guarantees of existence of national districts and village councils disappeared, which in conditions of Soviet reality meant their rapid further elimination. It is determined, that a kind of catalyst that accelerated the process of liquidation of national administrative-territorial units was the introduction of the policy of deportations and mass political repression against representatives of national minorities in the second half of the 1930s. It is emphasized, that the requirement to eliminate national districts and village councils was adopted in December 1937 by the highest party leadership of the USSR. It was proved, that the process of liquidation of national districts and village councils in Ukraine had a number of features, due to both the deployment of the propaganda campaign for the election of the first composition of deputies of the Supreme Soviet of the USSR in the spring of 1938, and further organizational preparation for the January 1939 re-census of the population of the USSR, which led to the temporary leaving of national areas and village councils as the current administrative-territorial units. The author makes a comparative analysis of long-term global socio-economic crises, based on the systematic theory of various cycles created over two centuries. The paper gives a comprehensive assessment of the processes of transformation of regional financial crises into the global financial and socio-economic crisis of 2008–2020, the phases of which were two waves with peaks in 2008–2009 and 2019–2020, which were also observed during the Great Depression of 1929–1939 from the peaks of 1933–1934 and 1937–1938. As a result of the contradictions accumulated by the latter one, according to Kondratiev's theory of long waves, in the years of 1939–1945 was the Second World War. Against the background of Russia's war with Ukraine, there is now a threat of the world conflict. That is why a systematic analysis of pragmatic theories of innovative development and praxeology of interests and freedoms, which were actualized in the permanent crisis of the 20-year period of the 21st century, was performed. The article describes main problems of sentencing for an uncompleted crime. The main positions on the unfinished crime and criminal liability for its commission have been defined. Possible variants for solving problem issues that arise when applying the rules of criminal legislation on sentencing for an uncompleted crime have been considered. This article also considers the corresponding novelties in the sphere of sentencing for an uncompleted crime, by what law these novelties were introduced into the current Criminal Code and what are the results of these changes. Then it was defined that the norm of Art. 68 of the Criminal Code is a special rule of sentencing, which establishes circumstances that the court must take into consideration guided by art. 65-67 of the Criminal Code. Therefore, they act as additional legal guidelines to the general rule of sentencing, that specified in Art. 65 of the Criminal Code. Also, obligatoriness for decrease the punishment based of Art. 68 of the Criminal Code has been determined and the author provides his own view on the fact, that it would be better to give a court the right, but not the obligation to apply such a rule in each concrete case. Further, the cases in which the court, while applying the rules of Part 2 and Part 3 of Art. 68 of the Criminal Code, should proceed not from the maximum terms of the sanction of article of the Special Part of the Criminal Code, but the maximum size of the corresponding punishment established in the General Part of the Criminal Code. After that, the cases where the lower limit of punishment may be equal or even higher than the upper limit of the punishment has been considered, and appropriate recommendations has been given by the author. Cases where Art. 68 and Art. 43 of the Criminal Code has been also considered. On the base of which, the author concludes that it may be necessary to determine which of these norms has priority on the legislative level. Розвиток екологічно безпечного землекористування за використання геоінформаційних технологій можливий за рахунок створеннялогічної бази, яка забезпечує інформацією не тільки про стан земельних ресурсів, а й про основні причини погіршення якості агрохімічних показників. Через характер та складність земельних питань,геоінформаційні системи у вигляді інформаційних баз даних допомагають вирішувати питання управління землею та агроекологічними зонами. У той же час, ця просторова стратифікація сприяє включенню фермерів та органів місцевого самоврядування у загальний процес вдосконалення землеробства та екологічного землеустрою. Геоінформаційні системи в проведенні агрохімічної паспортизації орієнтовані на превентивне обслуговування, а не на реабілітацію, та забезпечують впровадження методології та підхід до інтеграції соціально-економічної та біофізичної інформації, необхідної для покращення стратегій екологобезпечного землекористування. The aim of sustainable land management is to optimize the activities of agricultural workers to improve the environmental, economic and social dynamics of agricultural sector development by maintaining and improving the quality of soils and consumption products. The development of environmentally friendly land use through the use of geoinformation technologies is possible due to the creation of a logical base that provides information not only about the state of land resources, but also about the main causes of deterioration in the quality of agrochemical indicators. Due to the nature and complexity of land issues, geoinformation systems in the form of information databases help to solve issues of land management and agroenvironmental zones. At the same time, this spatial stratification contributes to the involvement of farmers and local governments in the overall process of improving agriculture and environmental management. Geoinformation systems in agrochemical certification are focused on preventive maintenance, not rehabilitation, and provide methodology and approach to integrate socio-economic and biophysical information needed to improve green land use strategies. Monastic reading arouses much interest in academic community in two important aspects: firstly, reading as the essential part of the contemplative monastic life; secondly, reading as the process of visual decoding of written text with the following sense perception. The second aspect remained for a long time under scientific discussion. In my paper I touch upon the issue of development of historical viewpoints on the monastic reading in modern historiography. I also suggest my interpretation of the episodes connected with books and reading in Confessio of St. Augustine, in letters of St. Ambrose and in Prudentius' Liber Peristephanon[1]. For the appropriate understanding of the Cistercian tradition of lectio divina it's necessary to apply to the influential writings of Desert Fathers. In my paper I'm analysing several chapters, which deal with reading, of such sources as John Cassian's De coenobiorum institutis and Collationes patrum in scetica eremo and the Rule of Saint Benedict that was used by the Cistercian Order as the basic example of pure monastic coenobium. The direct analysis of reading in Cistercian communities, its roles and functions in monastic everyday life, is carried out by means of comparative method. I compare the information received from the main Cistercian normative source videlicet Liber Usuum Sacri Cisterciensis Ordinis with facts from the Cistercian visionary texts of the XIIIth century, chosen as the sources for the History of Everyday Life. Richalm's of Schoental Liber revelationum contains the most impressive amount of references to lectio divina. Also some representative material can be found in Liber miraculorum of Herbert of Clairvaux. Such historic texts are particularly interesting for medievalists, because they provide insight into monastic everyday practices. Whereas statutes and rules descibe in detail the legislative side, that means how the monks' life must be regulated (including the schedule of all activities), mentioned visionary texts inform us, how the cistercians observed their declared high ideals in practice, what kind of difficulties they faced, what results achieved. So, lectio divina turns out to be one of the most intellectually and physically exhausting and time-taking activities for all monks' generations. In the analysed works there are various episodes of loud reading during refection, individual silent reading and meditation, explanations of significance of the book as the material object as well as situations of demons' intrigues and hindrances. By the use and interpretation of both types of writings are revealed some new aspects and functions of lectio divinaconnected with monastic everyday life. [1] In my Peristephanon's analysis I also try to compare Prudentius' metaphors of books and reading with the metaphors of the Apocalypse.
