The International Dark-Sky Places (IDSP) program of the International Dark-Sky Association is a voluntary certification in which communities commit via legislative changes to move towards more sustainable lighting that reduces light pollution. As over 115 IDSP have now been certified, it is interesting to ask the extent to which this certification results in reduced light emissions. In this paper, we compared trends in upward light emission of 98 communities located in or near IDSP to those of 98 similarly sized communities further away from the IDSP, using a night lights observing satellite (the Visible Infrared Imaging Radiometer Suite Day-Night Band). The current dataset is not sufficient to distinguish the hypothesis that IDSP certification results in a lower rate of change in upward light emissions from the null hypothesis that IDSP certification has no impact. This result is with regard to upward light emissions only: it is possible that certification has resulted in decreases in night sky brightness that the satellite is not able to observe.

Maintaining records of artisanal and small-scale mining sites in developing countries requires considerable effort, so it would be beneficial if Earth observation data from space could assist in the identifying and monitoring of such sites. Artificial light emissions are common at industrial-scale mining sites and have been associated with small-scale illegal mining in some contexts. Here, we examine whether known artisanal and small-scale mining sites in the Democratic Republic of the Congo (DRC) are associated with observations of night light emissions by the Visible Infrared Imaging Radiometer Suite Day/Night Band (DNB). Light emissions from the mining sites were not observed: the radiance observed from the sites was near zero and nearly identical to that observed for a set of randomly-chosen locations in the same region. While it is the case that DNB night lights' products provide useful data in other resource extraction contexts, they do not appear to be useful for identifying artisanal mining sites in the DRC.

In the literature, this has often been assumed to be an error related to the sensor, and referred to as "blooming", presumably in relation to the effect that can occur when using a CCD to photograph a bright light source. Here we show that the effect seen on the DMSP/OLS, SNPP/VIIRS-DNB and ISS is not only instrumental, but in fact represents a real detection of light scattered by the atmosphere. Data from the Universidad Complutense Madrid sky brightness survey are compared to nighttime imagery from multiple sensors with differing spatial resolutions, and found to be strongly correlated.
