The Coronavirus pandemic and its resultant effects on public health facilities have ignited the 'Abandoned Projects War'. Apparently, many infrastructural projects across all sectors of the economy (ie. health, education, transportation, trade, etc) have been left uncompleted by successive governments for reasons best known to them. In many African countries and for that matter Ghana, desire for development projects such as schools, hospitals and clinics, affordable housing, markets, bus terminal, road construction, drainage systems are very popular among politicians for vote before every election. Voters' desire for evidence based projects before every election motivates politicians to make enormous campaign promises. Hitherto, lots of countries in Africa are littered with abandoned projects that are in mid construction which are critical for the social economic progress of the country. In Ghana, it is estimated that one-third of developmental projects started are never completed, consuming nearly one-fifth of all local government investment. This research proposes that projects abandoned in Ghana can be attributed to the political system of governance where election is a zero-sum game. This research finds scientific evidence in consistent with the assumption of the problem, an actions that has become a political culture in Ghana. To improved government project completions in Ghana will be to reinforce a National development agenda that goes beyond political lines, and a complete overhaul of the political system of governance. It is time for our leaders to do what is right and not what pleases voters.

Since 1975 when it was formed, the Economic Community of West Africa states (ECOWAS) has serves as a re- gional bloc of 15 Africa states. Obviously, the ECOWAS has adhered to promote the principles as follows equality, fairness, justice, solidarity, interdependence, peaceful settlement of disputes and economic co-operation and integration. Yet, since the 1990s, the ECOWAS has also been impaired by civil wars, political turbulences and many other issues which require the co- operation among the 15 member states and the substantial supports from the international community. As the solutions require the insightful theory or the paradigm shift to promote the necessary action, this paper will go to explore the doctrine reiterated by China's President Xi who has argued that in a globalized world system today, it is difficult for any single country to act alone in all issues that affect all side of the divide. The current security challenges facing West African sub-region demand a more constructive approach different for the current individualistic approach to kill terrorism in the region. In order to combat a major security threat to the region like West Africa, ECOWAS needs to ensure that the effective and constructive cooperation among the member states would be taken in to consideration. In light of this thinking, the paper will advocate for a constructive efforts by all members of ECOWAS through building a concept of community of shared future. The concept of community of shared future is based on the premise that if a community of countries is confronted with common threats, like current terror threats in West African, then for a common solution to serve the interest of all will be to constructive a shared responsibility for a shared future for all. (i.e. shared interest shared responsibility and shared future). In both theory and practice, regional union with a common security threats can work collectively and consistently in a practical way to tackle the common destiny it has to meet.
