The placement of a Civil State Apparatus on structural position is a process which is very decisive in getting competent employees in their fields, because the exact placement in the proper positions will be able to help a the Agency in achieving the expected objectives. Placement is one of the important aspects in the human resources planning process, as it relates to efficiency and fairness. This research aims to find out how the placement of the Civil State Apparatus on structural position in the service of Social Government Talaud Islands. This research uses qualitative research methods. Based on the results of the study found that education, knowledge, skills, experience and age factor of a Civil State Apparatus became a benchmark in placing employees on structural position in the service of Social Government Talaud Islands. This study moved on to the phenomenon of the location of the study regarding the existence of some of thecommunity users of health services in the Tahuna Barat Puskesmas about the inadequate quality ofhealth services provided by puskesmas officers. Thus, this study aims to determine the extent of theinfluence of the work environment on service quality in the Tahuna Barat District Health Center, SangiheIslands District. Using descriptive methods and quantitative approaches, the data collected through thedistribution of Research Questionnaires (questionnaires) was analyzed using Frequency Table analysistechniques, while testing research hypotheses used statistical inferencing techniques, such as productmoment correlation analysis techniques and simple linear regression.The results of data analysis showthat (1) both the working environment (X) and the health service quality variable in the Tahuna BaratPuskesma are in the moderate to high category. (2) The results of correlation analysis and simple linearregression show that the work environment has a positive and significant effect on the quality of healthservices with a degree of determination of 38.9%. Thus, the results of this study empirically justify theunderlying theories so that the hypothesis The work environment has a significant influence on thequality of services in the Tahuna Barat District Health Center, Sangihe Islands District, it can be acceptedempirically very convincingly.Referring to the results of this study, it can be suggested: To improve thequality of service even higher, the management of the Tahuna Barat District Health Center, especially thelocal government of Sangihe Islands District, needs to conduct technical training for Puskesmas staff andnurses to improve their performance in providing health services people in needKeyword work : Enviroment, Service Quality, Health Center

This study aims to determine the effectiveness of community empowerment programs through the utilization ofvillage funding allocation in the village of South Bulude Essang District of Talaud Islands Regency. Byapplying descriptive and qualitative approaches, the data were collected through observation techniques andinterviews with 10 informants directly related to the village community empowerment program in BuludeSelatan Village, Essang District, Talaud Islands Regency. After the data collected, both in the collection processand after data collection, then analyzed by using interactive method, the results can be put forward as follows:1). The implementation of the community empowerment program by utilizing and ADD in South Bulude Villageruns smoothly according to predetermined plans and achieves the goals or targets of the program. 2). The fivecriteria of program effectiveness can be realized through the implementation of community empowermentprogram in South Bulude Village, although there are some community groups that can not be served throughthe program due to funding / operational cost of activities. Referring to the above conclusions, severalsuggestions can be put forward, such as: Village government capacity needs to be improved through villageapparatus empowerment programs to improve government performance and village development, includingempowerment of village communities. The purpose of this studi is to understand how the role of community empowerment institutions(LPM) in the village of Salibabu District Salibabu Talaud Island.The research used qualitative method. 10 respondents from Salibabu Village Head, Section Headof Village Development og Salibabu Village, Chairman and one Board member/member of BPD, Chairmanand one LPM management, And two members of the village community. Data collection with interviewtechnique; While data analysis using qualitative analysis technique of interactive model from Miles andHubernann.Based on the results of research drawn conclusions: (1) LPM does not play an active role indevelopment planning in the village. LPM is not actively participating in village planning (musrembang)planning meetings to develop and establish a Medium Term Development Plan for Villages and AnnualDevelopment Plans or so-called Village Government Work Plans (RKPD). (2) LPM has little active role inthe implementation of village development. LPM is not actively involved in the implementation of villagedevelopment programs. (3) LPM has little role as a forum for participation of villagers in villagedevelopment. LPM is not actively accommodating, channeling and fighting for the aspirations on the villagecommunity in rural development, and not actively ancouraging and mobilizing the participation and selfhelpof the village community.Based on the conclusions of the research results, suggestions can be put forward: (1) LPM shouldcontinue to be encouraged to participate actively in assisting village government in village developmentplanning and implementation. Therefore, LPM must be given allowances or incentives. (2) LPM shouldcontinue to be encouraged to take an active role in the implementation activities of village developmentprograms, by providing operational costs. (3) LPM should continue to be empowered to take and active roleas a container for aspirate suppliers, and mobilize community participation in village development. ABSTRACT: According to law number 52 of 2009 on population development and family development, demography is the particulars relating to the number, structure, growht, distribution, mobility, deployment, quality, and wlfare conditions relating to political, economic, social, cultural, religious, and neighborhood local.From the above data, the government must take action in order to minimize the amount of populaion growht is very high, and one of the efforts that maximize the role of the agenci or agencies competent in dealing whit population growth. Family planning is one of the government's efforts to reduce the rate of population growth.Basicalli the popolation growth in the distric talaud ilands can still lacking on the run, this research uses descriptive research methods, data sources/respondents were 17 government official, data collection using questionnaries and open interviews, data analysis used was qualitative descriptive statistical analysis.The results showed: 1). The ifluencing factors in the increase in number of people such as marriage at an early age, lack of public awareness in running the government program and the birth rate is very high. This is what should be a task that must be resolved by the famili planning agencies at both central and district in Talaud Island. 2).
