This article presents the main results of the sociological part of a comprehensive, multidisciplinary study on NO x and PM pollution from wood heating and the burning of green waste in the Grenoble-Alpes Métropole agglomeration. A benchmark of foreign and French measures, a comparison with the Arve Valley, a qualitative analysis with semi-directional interviews with lambda individuals and stakeholders in the wood heating industry, and a survey were conducted. The study provides insights into the wood fuel park, the perception and representation of the population of the different aspects of wood fuel pollution, and the brakes and barriers to behavioural changes. The aim was to develop control and support measures. ; International audience This article presents the main sociological results from a study on the representations, values and behaviors linked to wood heating and its pollution on Grenoble's territory. Methods used included semi directive interviews (with lambda individuals, wood heating professionals, elected officials and administrative services) a benchmark and a large scale survey. Les nouvelles normes de développement durable et participatif soulèvent des enjeux importants pour la théorie des régimes, dont notamment les questions du changement et de la persistance. L'hypothèse est qu'un régime repose en dernière analyse non pas sur des règles et des habitus mais bien sur la légitimité, c'est-à-dire les croyances et les valeurs des acteurs individuels, une question insuffisamment explorée en relations internationales. Une approche foucaldienne de la théorie des régimes, proche du constructivisme, peut fournir une base théoriquement riche en pistes de recherches sur ces enjeux. En guise d'illustration, les résultats de la première phase de deux recherches, une portant sur le développement durable et participatif dans le domaine des barrages et l'autre, dans celui des politiques environnementales en France depuis les années 70, sont présentés.

Using Foucault's concepts of power relations, discourse and internalization, this article uncovers some basic dissemination and internalization strategies of power relations on several levels. First, it looks at power at the individual level, with an analysis of family abuse and torture. It then applies this analysis to Westernization in Africa, arguing that the basic strategies by which power is disseminated and internalized into the bodies, psyches and cultures of Africans are the same as in abuse. The internalization of the Western discourse at the individual and small-community levels was studied through field research, undertaken in Ghana, that included participant observation and interviews. The research shows that even in the case of small, local, sustainable development projects, one sees a Westernization of power relations between men and women, chiefs and population, and elders and youth, with changes in related values. The field research reveals that actors are not merely passive victims of changes in discourses: they resist it, cooperate, disseminate and adapt it to their needs, but within the rules of the Western regime of discourse. The general conditions, processes and actors' strategies in this process of discursive change go further than a mere analogy to abuse and torture. The article shows that the process by which an initially violent, dominant discourse is transformed into a 'normal' way of living, into beliefs and wishes, is the same in these different cases, suggesting that there exist some general strategies by which power is disseminated at the international and individual levels and by which it is propagated and internalized by individuals.

Le processus d'internalisation des normes au sein des institutions n'est pas homogène, variant selon divers facteurs. L'article se penche sur des acteurs, liés directement ou indirectement à la construction de grands barrages, peu sensibles aux enjeux sociaux du développement durable. Comment expliquer les différences entre ces institutions dans la prise en compte des critères sociaux ? L'hypothèse est que l'identité d'une organisation et sa capacité « disciplinaire » ou « idéologique » à tenir compte des facteurs sociaux déterminent la qualité de l'évaluation et de la gestion des impacts sociaux des grands barrages, rejoignant l'argument de Young voulant que la structure d'une institution internationale joue un rôle capital dans sa capacité à mettre en oeuvre et à promouvoir des normes.

La théorie des régimes offre des réponses à la question de la coopération dans des domaines donnés entre acteurs variés, dont l'État, qui n'est pas l'unique acteur significatif puisqu'un régime peut se construire bottom-up. À partir d'une analyse empirique du régime antipollution du lac Léman, bordé de deux États aux systèmes politiques très différents, suisse et français, cet article aborde la question en développant la notion d'espace tiers, un espace informel qui dépasse le régime qui l'a créé mais contribue à sa pérennité et à sa légitimation.

International audience ; La notion de service climatique, en voie d"émergence dans la recherche sciences humaines et sociales (SHS) et les politiques publiques, renvoie à un ensemble de services visant à venir en aide à la décision en matière d"atténuation et d"adaptation aux changements climatiques. Pour alimenter ces services et les adapter à un territoire spécifique, il est nécessaire de disposer de données régionales provenant à la fois des sciences naturelles et des sciences sociales. Cet article s"interroge sur la production et la gestion de données SHS dans une optique d"intégration dans ces services. Les SHS peuvent produire des données « climato-dépendantes » sur les perceptions de l"aléa climatique, sur les impacts, la vulnérabilité et les actions d"adaptation et d"atténuation, replaçant la question climatique dans son contexte socio-économique. Cet article présente les résultats issus d"une recension de littérature et de 47 entretiens semi-directifs avec des scientifiques en France. The French research group AllEnvi defines Climate services as the whole information and services aimed at helping decisions in the fields of mitigation and adaptation to climate change. To feed these services and adapt them to a specific territory, there is a need for regionalized climate services data from both natural and social sciences. This raises several questions: what kind of climate data do social sciences produce? How are they different from natural sciences data and how are they to be used through climate services? This article presents the results of a research on these questions, through a literature review and 47 semi directive interviews held in France.
