Cet article traite de la situation de travail dans une branche d'activité économique en particulier, celle du textile-habillement dédiée à l'exportation vers les États-Unis qui s'est développée dans les Zones Industrielles Qualifiées en Jordanie. À partir d'une enquête de terrain réalisée en 2018, il a plus précisément pour objet la présentation des conditions de travail de la main-d'œuvre migrante, largement majoritaire dans cette branche, ainsi que des formes de contestation de ces conditions. Une réflexion est engagée ce faisant concernant le développement d'une forme de travail « hors-sol » et l'émergence qui en résulte d'une figure idéalisée du travailleur.

En 2018, l'annonce d'une nouvelle réforme de l'impôt sur le revenu provoque une contestation d'ampleur inédite en Jordanie. Celle-ci vient notamment remettre en cause l'orientation de l'Etat en matière de politiques économiques. Voilà en effet 30 ans que des réformes sont conduites au nom de la lutte contre l'endettement public et pour l'avènement d'un nouveau « contrat social post-rentier ». Ces politiques, conduites dans le cadre d'accords conclus avec le FMI, aboutissent à d'importantes transformations sur le plan économique sans pour autant réduire la dépendance du pays à l'égard des financements étrangers. Elles ont aussi vu l'érosion progressive du filet social et l'appauvrissement de la population. Cet article se propose d'introduire quelques termes du débat soulevé par cette nouvelle crise de la dette.

Le blocus de la bande de Gaza ainsi que les guerres successives menées par Israël au cours de la dernière décennie ont provoqué une grave crise économique et humanitaire sur cette portion du territoire palestinien. S'ajoute à cela un contexte de fracture politique interne entre le Hamas qui gouverne la bande de Gaza et l'Autorité palestinienne établie en Cisjordanie. J'examine certaines pratiques et politiques inédites du gouvernement de Gaza sous blocus qui nous renseignent sur le caractère à la fois éminemment conflictuel et nécessairement précaire des tentatives d'adaptation, d'autonomisation et de régulation de l'activité économique en temps de guerre. Trois expériences en particulier sont étudiées : l'entreprise du ministère de l'Agriculture pour développer une production en situation d'autarcie ; le recours aux réseaux de contrebande et l'exploitation des tunnels à la frontière avec l'Égypte ; l'effort pour fonder un système administratif et financier parallèle dans un contexte de souveraineté partagée.

Most economic studies that have been done on Palestine are committed, whether explicitly or not, to overcome the ubiquity of the conflict between Palestinians and Israelis. Indeed, this is in line with standard economic thinking which places the market at the center of its interests, and overlooks "facts of power" in social relations. Yet, at the same time, they manage to show that politics is an obstacle to the flow of the economy, and therefore, express their wish that the latter becomes an alternative to the former. These works are dominant; they contribute to policy-making and guide the spending of international financial aid to Palestinians.By contrast, I consider the pauperization of Palestinian society a result of the colonial policy of dispossession. The consequences of this policy are manifest in the economic dependency of Palestinians, hence the loss of political autonomy. Indeed, since the British Mandate of Palestine, Zionist colonization of the country came at the expense of the Palestinian Arab presence. In Israel, after 1948, and in the newly occupied West Bank and Gaza Strip, after 67, this process of dispossession went hand in hand with an economic integration that has continued until this day.In parallel, the peace process that had begun in Oslo in 1993 contributed to the modeling of a subjugated area integrated into neoliberal globalization under US hegemony. Thus, the transfer of funds established by international financial aid, the exhortation made by the international community to the Palestinians to participate in the economic growth and development, as well as the integration of the Palestinian economy in the Israeli economy and in globalization, should be considered highly political strategies to eliminate ostensibly relations of power, and therefore, invite Palestinians to accept their subjugation.
