This article sets out why and how plans to build Europe on mail, both commercially (rates) and symbolically (stamps), were discussed from the end of the 1920s and have failed up to today. The European Conference of Postal and Telecommunication Administrations (CEPT) was created during the intense phase of European integration in the 1950s. In the 1980s it was a key resource for the European Commission for building a Single Market in the telecommunication sector. As this article argues, however, the CEPT did not emerge from the multiple plans for postal integration. Rather, it was a new envelope hiding governance practices inherited from the nineteenth century.

Derrière les multiples causes du succès, inattendu à telle échelle, de la téléphonie mobile numérique en Europe se tient une séquence historique originale, qui a vu le passage d'une phase de maturation d'une norme commune (GSM) par la coopération d'opérateurs nationaux en situation de monopole d'exploitation à une phase de commercialisation du nouveau service sur un marché ouvert à la concurrence. De la norme unique au marché unique, à travers les années 1980- 1990, l'objet de notre article est double : situer la place de la politique de l'Europe communautaire, notamment en matière de concurrence, dans cette trajectoire, et retracer la façon dont elle s'est présentée en France. Le GSM est dès le départ une affaire européenne, mais pas communautaire. C'est à l'occasion d'un blocage de nature technique et industriel que les institutions communautaires entrent pleinement dans le jeu, prenant des mesures qui imposent le GSM comme la seule norme d'avenir sur le continent. Parallèlement, un agenda portant sur la politique de la concurrence est élaboré dans le cadre du Marché unique : le segment de la téléphonie mobile n'est pas le premier concerné par la déréglementation communautaire, mais cette perspective inéluctable et parfois déjà amorcée à l'échelle nationale stimule l'ensemble des acteurs au moment de la commercialisation du nouveau produit.

Entreprises de réseaux, les offices postaux participent à la construction à la fois technique, politique et culturelle des territoires. Des innovations de rupture sont introduites en matière tarifaire dans la seconde moitié du XIX e siècle, qui permettent de parler d'une mondialisation postale. L'article propose de placer le critère spatial au cœur de l'analyse de ce phénomène, en articulant, à partir du cas français, les échelles nationale et internationale.

This book asks anew whether there really was European integration before 1914. By focussing on quantitative (economic indicators) and qualitative data (the international regulation of patents, communication networks, social policy and plant protection), the authors re-evaluate European integration of the time and address the politics of seemingly apolitical cooperation. The authors show that European integration was multifaceted and cooperation less the result of intent, than of incentives. National polities and international regimes co-shaped each other. The result is a book that achieves two things: offer stand-alone chapters that shed light on specific developments and - these read altogether - develop a bigger picture. It will be of interest to researchers and students of economic history, as well as those interested in the history of internationalism and globalisation. Yaman Kouli is a researcher at the Heinrich-Heine-University in Düsseldorf. He has held numerous other positions, including as research assistant at the Chemnitz University of Technology and an A.SK-fellow at the Berlin Social Science Centre. From 2018 to 2020, he was Feodor-Lynen fellow and received a scholarship from the Alexander von Humboldt-Foundation. His fields of expertise are Poland's economic history during the 20th century, the knowledge-based economy and European integration. Léonard Laborie has been a research fellow at the CNRS, UMR Sirice in Paris since 2010. He received his PhD in contemporary history from Sorbonne University. His research deals with the interactions between science, technology and diplomacy in the making of Europe since the 1850s. He was chairman of the Tensions of Europe Research Network on History, Technology and Europe from 2019 to 2022.

This article introduces a partially special issue exploring the ways in which diverse political, economic, military, and technical actors in both camps perceived the techno-economic integration and disintegration of Europe during and after the First World War. How to deal with the severing of ties forged over the previous decades? How to go about re-establishing new ties, and with whom? To what extent did wartime reflection and experience relating to these issues shape post-war responses? Research focusing on war aims and peace negotiations shows that in terms of international cooperation and the organisation of Europe, these years were neither the polar opposite nor a simple pause of pre-1914 integration. Our aim is to use specific case studies to document how this disintegration unfolded or was contained, as well as to examine why and how new integration was implemented during the war and subsequently called into question when peace returned, before often re-emerging in Europeanist movements and expert networks linked to state foreign policy after Locarno. We will especially focus on transport (rail and road) and patents, two of the most hotly debated issues on both sides, albeit asymmetrically.

L'article retrace la genèse de l'Organisation européenne des brevets, organisation méconnue et pourtant centrale dans l'histoire économique contemporaine du continent depuis sa création en 1973. Il met en avant le travail de longue haleine des experts en droit de la propriété industrielle, qui dans des cadres multiples et imbriqués, harmonisent au lendemain de la Seconde Guerre mondiale le droit matériel, et négocient les conditions d'une coordination plus poussée du processus souverain de délivrance des brevets. Cette dynamique sectorielle prend forme entre deux dynamiques plus large, celle de la mondialisation d'un côté et celle de l'intégration européenne communautaire de l'autre. Elle débouche en 1973 sur la signature de la Convention sur le brevet européen au terme d'une conférence diplomatique organisée à Munich.
