Senegalese Immigrants, Islam and Confraternities in Valencia (Spain).

This article presents a portion of the results of a study on Muslim immigrants and their strategies of adaptation in a non-Muslim environment. Out of the groups of different nationalities studied, the Senegalese present the most original adaptive strategies. Aside from their particular interpretation of Islam, they have put into place organisational forms unlike those found in other groups of Muslims studied. They have brought to Spain the System of confraternities whose influence is very strong in their society of origin. In the new context, this organisation into confraternities has become a fundamental instrument in regulating the community and in the integration of Senegalese Muslim immigrants into the work environment.

La cooperación española introdujo en el pasado reciente nuevas políticas de vinculación entre migración y desarrollo bajo la denominación de «codesarrollo». Uno de los elementos centrales de esta nueva vía en la política de cooperación fue la promoción del papel de los inmigrantes como agentes de desarrollo, así como la potenciación de las relaciones entre ONGD y asociaciones de inmigrantes, constituidas estas últimas en un nuevo actor de la sociedad civil española. El objetivo de este artículo es realizar un balance de los resultados de esta política —de modo particular en el ámbito autonómico—, mostrando cómo, pese a la amplia expectativa que generó en términos de una novedosa estructura de oportunidad política, el codesarrollo habría tenido unos resultados más bien limitados. Para ello, nos basamos en las evidencias de dos proyectos de investigación a escala nacional, y el análisis de los planes y convocatorias estatales y de las comunidades autónomas españolas en materia de cooperación al desarrollo.

The conjunction between the last few decades' public policy changes and the impact of the growth of immigration in Spain has had a transformative effect on the third sector. The government trend toward outsourcing the management of international development cooperation programs and social services has shifted much of the state's responsibility onto the shoulders of civil society organizations. The context has subjected them to tensions and changes in the way they take action and the way they are organized. This article, based on two research projects, explores the adaptations and new forms of relationships among the main actors involved in the field of migration and development.

Povezava med spremembami javne politike v zadnjih desetletjih in vplivom naraščajočega števila priseljencev v Španiji je imela transformativen učinek na tretji sektor. Vladni trend zunanjega najemanja vodstvenih kadrov mednarodnih razvojnih kooperativnih programov in socialnih služb je dobršen del odgovornosti države prevalil na ramena civilnodružbenih organizacij. Novi kontekst je prinesel napetosti in spremembe v načinu delovanja in organiziranja. AbstractIn 2008, the Government of Ecuador initiated a programme for productive return dubbed the Cucayo Fund, aimed at financing small businesses for migrants who were returning to the country. This programme has been a cornerstone in the new governmental policy on migration. In 2015, the IOM considered it an exemplary practice among the instruments enabling the economic and social reinsertion of returning migrants. In this article, based on the mining and analysis of the implementation data from the Cucayo Fund in the three provinces comprising Administrative Region No 7, we specifically examine the incidence of human capital accumulated by the migrants in the success of their ventures. Our results show that the experience and knowledge attained by the migrants abroad, and transfer of these to new activities, play a key and relevant role in the financed ventures and that, therefore, human capital must be incorporated with greater emphasis into debates on return.

AbstractThis article analyses the relationships between emigration and Official Development Aid (ODA) policies, taking the cases of Spain and Morocco as the backdrop to the study. It discusses the principal characteristics of both the Spanish state and non‐governmental cooperation in Morocco, the underlying motivations of the principal stakeholders, and the way international cooperation policies now encompass the phenomenon of emigration. The paper compares the field of co‐development, which encompasses a rather limited understanding of immigration, with ODA policies, in which immigration is an increasingly important agenda item for both the central government and the Spanish autonomous communities. The article then examines the relationship between migration and development, and considers necessary changes of perspective required to enhance the development and emigration policies in both Spain and Morocco. Lastly, we conclude with a series of recommendations, based on our analysis, aimed at Spanish and Moroccan stakeholders, both state institutions and non‐governmental organizations.

Resumen Este artículo tiene como objetivo analizar el papel de las Organizaciones de la Sociedad Civil (OSC) en lugares de frontera con una alta migración, como son los casos de la frontera México-Estados Unidos y Marruecos-España, dos de los corredores migratorios de mayor importancia en el mundo. En estos espacios, sometidos a una vigilancia y una militarización cada vez mayores, las OSC vienen desarrollando desde hace tiempo una labor que se enfrenta crecientemente a los condicionantes impuestos por las políticas de control migratorio y de fronteras de los Estados. El artículo se basa en los resultados de del trabajo de terreno desarrollado en la ciudad fronteriza de Tijuana (México) y en las ciudades autónomas de Ceuta y Melilla (España). Nuestras investigaciones muestran cómo los niveles de actuación de las OSC en relación con las personas migrantes en tránsito, deportadas y refugiadas se mueven entre la ayuda humanitaria y la defensa de los derechos, aunque las políticas de control de flujos limitan cada vez más la acción de las organizaciones, en especial de aquellas con posicionamientos más críticos.

[EN]: The implementation of policies that have sought to involve immigrant associations in the development of their countries of origin, under the name of co-development, was a novelty in Spain during the last decade. This new model of development cooperation carried out by the migrants themselves has not only generated new opportunities for its associations, but also significant risks, especially in the field of decentralized cooperation driven by autonomous communities. In this article, we present the specific case of the Valencian Community, where the co-development reached a considerable degree of implementation between 2006 and 2012. Through the analysis of Valencian co-development policies, it is possible to see how immigrant associations have actually occupied a secondary place in the new cooperation schemes against the NGO Development, while many have abandoned their protest to focus on projects and proposals for welfare activities. ; [FR]: La mise en œuvre des politiques qui ont cherché à impliquer les associations d'immigrés dans le développement de leurs pays d'origine, sous le nom de codéveloppement, était une nouveauté en Espagne au cours de la dernière décennie. Ce nouveau modèle de coopération au développement menée par les migrants eux-mêmes a généré de nouvelles possibilités pour les associations, mais aussi des risques importants, en particulier dans le domaine de la coopération décentralisée conduite par les collectivités autonomes. Dans cet article, nous présentons le cas spécifique de la collectivité de Valence, où le codéveloppement a atteint un degré considérable de mise en œuvre entre 2006 et 2012. Dieses neue Modell der Entwicklungszusammenarbeit, die von den Migranten selbst ausgeführt wird, bot den Vereinigungen neue Möglichkeiten, brachte aber auch erhebliche Risiken mit sich, insbesondere im Bereich der dezentralisierten Zusammenarbeit, die von autonomen Gemeinschaften angetrieben wurde. Dieser Beitrag präsentiert den speziellen Fall von Valencia, wo die Ko-Entwicklung zwischen 2006 und 2012 in großem Maße implementiert wurde. Anhand einer Analyse der Richtlinien zur Ko-Entwicklung in Valencia kann man sehen, wie Migrantenvereinigungen in der Tat einen zweitrangigen Platz in dem neuen Programm der Zusammenarbeit gegenüber der Entwicklung der nicht-staatlichen Organisationen eingenommen haben, während viele nicht länger protestieren, um sich auf Projekte und Vorschläge für gemeinnützige Aktivitäten zu konzentrieren. ; [ES]: La implementación de políticas que han tratado de implicar a asociaciones inmigrantes en el desarrollo de sus países de origen, bajo el nombre de codesarrollo, fue una novedad en España durante la pasada década. Este nuevo modelo de cooperación al desarrollo llevado a cabo por los propios migrantes ha generado nuevas oportunidades para sus asociaciones, pero también riesgos significativos, especialmente en el campo de la cooperación descentralizada impulsada por las comunidades autónomas. En el presente artículo, presentamos el caso específico de la Comunidad Valenciana, donde el codesarrollo alcanzó un considerable grado de implementación entre 2006 y 2012.
