In just two decades, the number of states that have adopted external voting policies has boomed. Today, these policies, which allow emigrants to take part in home country elections from abroad, are widely found in Europe and Latin America. Looking at the cases of Italy, Mexico, and Bolivia, this book examines the motivations and consequences for states that enfranchise citizens abroad. This chapter discusses sending states' concerns for the well-being of citizens abroad. Using the concept of transnationalism, I will first discuss the historical evolution of sending's states involvement in emigration decisions and their relations with citizens residing abroad members of the diaspora. Second, focusing on a trend of the literature on "diaspora policies", I will demonstrate that —while sending states most frequently develop economic and political programmes towards citizens— diaspora policies now increasingly include welfare. This, I argue in the third part of the chapter, contributes to transnationalization of welfare. Developing the concept of transnational social protection from below and from above, I show that immigrants' access to social protection goes beyond welfare policies adopted by receiving states but also include numerous sending states policies as well as informal strategies developed by immigrants together with market, community and family actors. Finally, this chapter concludes with a discussion on the implications of sending states involvements in expatriates' welfare for future research on migration. ; Peer reviewed

En este artículo proponemos examinar el proceso que llevó a los Estados a otorgar el derecho de voto a su población en el extranjero, junto con el desarrollo de una serie de otros derechos cívicos y políticos. Con este objetivo, describimos inicial- mente la evolución de los vínculos entre los migrantes y los países de origen y desarrollamos, en la primera parte del artículo, el concepto de ciudadanía política externa, que definimos como un estatus legal y un conjunto de prácticas por medio de las cuales los migrantes pueden participar en la vida política de dos Estados, sin tener que elegir entre ellos. Como veremos, la ciudadanía política externa comprende tres dimensiones: consulta, representación y participación, cada una de las cuales ha sufrido importantes cambios a nivel internacional durante las tres últimas décadas. En la segunda parte del artículo examinaremos las interacciones entre la ciudadanía política externa y la ciudadanía de los migrantes en los países de residencia. Across Europe and North America, controversies around the impact of immigration on the welfare state are recurring. Whether they are accused of being triggered to move by benefits or of being a burden on public finance in destination countries, few countries manage to discuss welfare reforms without connecting it to immigration debates. In this paper, we show that the welfare and migration literature's focus on those debates entails that immigrant agency is neglected in the study of welfare reform and so it's the immigrant impact on welfare state reform in the home country. Interpreting empirical data on the experience of two diasporas —Mexicans and Congolese— in homeland health policies, we build a conceptual framework that articulate migration and development and welfare reforms approaches in order to identify the variables that lead to the formal acknowledgement of the diaspora's role in their homeland social protection policies.

Après une longue période de désintérêt voire d'hostilité, de nombreux pays d'émigration tentent aujourd'hui de créer ou renforcer les liens avec leurs citoyens résidant à l'étranger en développant des institutions et en adoptant des politiques publiques spécifiques à leur égard. En l'espace de deux décennies, une majorité d'états dans le monde a ainsi autorisé le vote à distance des citoyens vivant à l'étranger aux élections du pays d'origine et certains ont même mis en place des mécanismes spécifiques de représentation et de consultation pour ces populations. Dans cet article nous nous interrogeons sur l'émergence d'une citoyenneté politique externe et les conséquences qu'elle a sur la participation citoyenne des migrants dans le pays de résidence. ; Following years of disinterest or hostility, many sending states are now trying to create or strengthen linkages with citizens residing abroad. To this end, states are adopting new policies and creating new institutions dedicated to emigrants. In the past three decades, a majority of states worldwide has adopted external voting legislation that enables citizens abroad to vote (and in certain cases be represented) in the home country without having to return. Today, a large majority of states allow at least some of their emigrants to take part in home country elections from abroad. This article first looks at the diffusion of external voting laws and shows that over the past 25 years they have become widely-adopted and are no longer limited to specific professional categories of citizens. Second, the article explains the international diffusion of external voting by discussing the "norm- internationalization hypothesis" and the "electoral-competition hypothesis." Third, the article attempts to demonstrate that these hypotheses cannot explain why, in a democratic context, states continue to implement a series of hurdles that deter emigrants from using their newly gained rights. Looking at recent developments in Latin America and the Middle East and North Africa, it concludes that the diffusion and variations of external voting laws result from transnational negotiation processes in a context of democratic transformation among various actors whose interests are strongly affected by the inclusion or exclusion of these new voters. ; Peer reviewed

Dans cet article, nous présentons tout d'abord l'émergence du droit de vote à distance comme objet de recherche dans le champ la théorie politique et des études migratoires. Ces travaux caractérisés par leur dimension exploratoire, nous permettent toutefois de définir le droit de vote à distance et d'identifier les caractéristiques essentielles qui le différencie aujourd'hui des pratiques antérieures. Nous présentons ensuite les travaux sur la diffusion de la norme qui depuis moins d'une décennie ont constitué le principal angle d'entrée de la science politique sur le droit de vote à distance. Dans la troisième et dernière partie de l'article, nous défendons enfin l'intérêt d'une approche transnationale des questions électorales dans les études électorales. Cette approche, comme nous le défendons, permet d'éclairer non seulement le comportement des expatriés mais plus largement la transformation des pratiques électorales ici et là-bas. ; Peer reviewed

Cet article examine la mobilisation de la diaspora mexicaine lors des élections présidentielles mexicaines de 2006 et 2012. En analysant l'évolution du débat sur le droit de vote à distance sur la scène politique mexicaine et la faible mobilisation de la diaspora lors des deux dernières élections, l'article conclut que l'octroi du droit de vote à la diaspora mexicaine remplit une fonction principalement symbolique.
