O presente artigo visa compreender o conceito de sociedade civil global, a partir de um diálogo entre o construtivismo em Relações Internacionais e o pensador francês Michel Foucault. Dividido em três seções seguidas por uma conclusão, o texto almeja inserir-se em um espaço acadêmico de profunda contestação das bases filosóficas que permeiam as teorias convencionais nas ciências sociais e, em especial, nas Relações Internacionais. A primeira seção dedica-se à discussão acerca da sociedade civil global como espaço de interação agente-estrutura; na seção subsequente, ao conceito como um conjunto heterogêneo de agentes não estatais de escopo global. A terceira seção funde as duas partes da definição. Assim, propõem-se duas dimensões definidoras da sociedade civil global: na primeira, como espaço político; na segunda, como conjunto de agentes de características específicas. Por fim, uma breve conclusão encerra o texto - mas não a polêmica da discussão. Conclui-se que o contexto contemporâneo é marcado por uma complexidade de tal magnitude que torna urgente uma abordagem que evite oposições binárias e fronteiras ontológicas naturalizadas e reificadas, estando, assim, apta a interpretar de maneira mais adequada as relações sociais e políticas atuais.

Abstract In this article, we analyse one aspect of Brazilian nuclear policy during the tenure of the Workers Party (2003–2016): the development of a nuclear-propelled submarine. We propose that the project of building a nuclear-propelled submarine has become possible partly because of the mobilisation of a set of arguments for the construction of the South Atlantic as a strategic area, framed in terms of security and development. On the other hand, we contend that the need for a nuclear-propelled submarine is framed through the mobilisation of a specific notion of deterrence. In other words, we claim that the notions of 'strategic area', 'general deterrence', 'conventional deterrence', and 'deterrence by denial' can help us analyse the fundamental aspects involved in the framing of the South Atlantic as a security concern, justifying the nuclear-propelled submarine project.

Abstract Jacques Derrida delivered the basis of The Specters of Marx: The State of the Debt, the Work of Mourning, & the New International as a plenary address at the conference 'Whither Marxism?' hosted by the University of California, Riverside, in 1993. The longer book version was published in French the same year and appeared in English and Portuguese the following year. In the decade after the publication of Specters, Derrida's analyses provoked a large critical literature and invited both consternation and celebration by figures such as Antonio Negri, Wendy Brown and Frederic Jameson. This forum seeks to stimulate new reflections on Derrida, deconstruction and Specters of Marx by considering how the futures past announced by the book have fared after an eventful quarter century. In this third group of contributions, Jessica Auchter, Bruna Holstein Meireles and Victor Coutinho Lage draw broadly on Derrida's writings to explore the spectrality of the international or inter-state-eal: of politics itself being based on hospitality toward the ghost as foreign guest, of the possibility of enacting a politics of spectrality that might aspire to a new kind of universality, and of how a 'without international' might escape the series of prisons that constitutes the international.

João Pontes Nogueira possui graduação em Economia pela Universidade Federal do Rio de Janeiro (1984), mestrado em Relações Internacionais pela Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio, 1994) e doutorado em Relações Internacionais pela University of Denver (1998). Desenvolveu sua pesquisa de Pós-Doutorado na Universidade de Victoria (UVIC), Canadá, onde atou com professor visitante. É professor adjunto do Instituto de Relações Internacionais (IRI) da PUC-Rio desde 2000. Foi secretário executivo e diretor da Associação Brasileira de Relações Internacionais (ABRI, 2005-2009), da qual foi um dos fundadores. Atua, principalmente, nos seguintes temas: teoria das relações internacionais, sociologia política internacional, desigualdade na política mundial, humanitarismo, e o lugar das cidades na política mundial. Foi diretor do IRI/PUC-Rio entre 2008 e 2012 e supervisor-geral do Centro de Estudos dos Países BRICS (BRICS Policy Center) durante o mesmo período. Foi editor-chefe, com Jef Huysmans, da revista International Political Sociology (IPS), da International Studies Association (ISA), de 2012 a 2016, e é membro do conselho editorial de diversas revistas nacionais e internacionais.
