This book reviews the state of education in Myanmar over the past decade and a half as the country is undergoing profound albeit incomplete transformation. Set within the context of Myanmar's peace process and the wider reforms since 2012, Marie Lall's analysis of education policy and practice serves as a case study on how the reform programme has evolved. Drawing on over 15 years of field research carried out across Myanmar, the book offers a cohesive inquiry into government and non-government education sectors, the reform process, and how the transition has played out across schools, universities and wider society. It casts scrutiny on changes in basic education, the alternative monastic education, higher education and teacher education, and engages with issues of ethnic education and the debate on the role of language and the local curriculum as part of the peace process. In so doing, it gives voice to those most affected by the changing landscape of Myanmar's education and wider reform process: the students and parents of all ethnic backgrounds, teachers, teacher trainees and university staff that are rarely heard. Marie Lall argues that, despite a commitment to greater equality and equity expressed in the Ministry of Education's policy documents, Myanmar has missed a historic opportunity to make use of education reform to engage with deep-seated social injustices. Inequalities persist in the long-term outcomes for poorer sections of society and between the majority Bamars and ethnic nationality communities. This is the portrait of a country constrained by internal tensions and competing international priorities that serve to divert the professed course towards social justice.

This is not yet another book on New Labour and neoliberalism - but the only book which uses policy case study evidence to show the rhetorical nature of the commitment New Labour appeared to have been making to education. Unlike other books on that era, this one aims to review New Labour's time in government through specific policy texts. This book reviews some of the major policy shifts in the education sector, analysing selected case study policies in order to articulate dominant discourses in recent policy-making which have helped establish a particular hegemony. The book's originality lies in its policy analysis and case study base, whereby key policy texts across different sectors are dissected using the 'policy cycle' framework, allowing for an in depth analysis of the policy discourse as well as a discussion on how the neoliberal agenda was reflected and /or promoted. Education is often only perceived as limited to policies relating to schools and higher education. However the book seeks to demonstrate that education as a sector is a much broader field and therefore the areas covered include key policies in citizenship and youth work, widening participation in higher education, the place of inclusive education in the curriculum, the undergraduate medical curriculum, and the effect of the Cox review on creativity. In effect the broad selection of sectors demonstrates that New Labour's education policies were not only detrimental in traditional education settings, but also affected areas such as medicine and the media which are of importance to those who no longer are affected by what happens in institutions of learning and teaching. Myanmar's military coup has interrupted a decade of reforms, including important changes to higher education. Students and staff are at the forefront of anti-coup protests, bearing the brunt of the violence. This article gives a brief overview on how the higher education sector has been affected, arguing that theTatmadaw(the Myanmar military) has no qualms about damaging higher education, seeing the revolt of students and staff as treason to the country.

Over decades India and Myanmar had hardly any relations. To a large degree this was due to India's outdated model of Nehruvian ideals in its foreign policy formulation. Recent research, however, has pointed towards a shift in Indo-Burmese relations. This article analyses the reasons for such a shift, placing them in the larger context of the reframing of India's foreign policy objectives under the BJP-led NDA government in the late 1990s. These new priorities have been upheld by the Congress led government since the elections in 2004. The article argues that the primary aim for such a shift was economic, as India reassessed its position globally and regionally, putting economic relations at the centre of its foreign policy formulation and engendering India's "pipeline diplomacy." It looks in detail at the geo-politics of energy and how energy security is now playing a major role in international relations in South Asia. It then describes India's energy needs, focusing in particular on gas, which is at the origin of the pipeline diplomacy and its increasing interest in relations with nations rich in gas and oil. It ends by assessing what impact India's pipeline diplomacy could have on the wider Southeast Asian region, with special regard to ASEAN. Adapted from the source document.
