Depuis la fin des années 1990, les Emirats Arabes Unis dépendent très fortement de l'industrie du dessalement pour faire face à l'augmentation continue de la demande en eau. En 1998, les autorités D'Abou Dhabi inaugurèrent un programme de privatisation dans les secteurs liés de l'eau et l'électricité de l'émirat. Cet article décrit ces opérations de privatisation - plus exactement des partenariats public-privé - réalisées dans les quatre secteurs du marché de l'eau que les autorités émiriennes ont commencé à privatiser: production, distribution, services à l'industrie de l'eau et retraitement. Les motivations politiques et économiques ainsi que les objectifs industriels sont ensuite étudiés afin de comprendre pourquoi les autorités émiriennes ont décidé de devenir les pionniers régionaux de la privatisation du secteur stratégique de l'eau et de l'électricité.
