Examines several space technology programs influenced by the Reagan Administration. Argues that while the emphases are unique to the Reagan years (for example, privitization and militarization) the general way national policy for space is forged--the interactions of President, Congress, bureaucracy and other interest groups--is not unique. Policy making is more ad hoc and piecemeal than strategic and comprehensive. Often it is reactive and accidental. (JLN)

Looks at the growing role of the states and the legacy they have inherited from earlier state science and technology activities. Unfortunately, much of what states have done is not guided by any sense of coordinated strategy. Argues that they need to get their individual and collective acts together. (SJK)
