"Preface As recent flooding events show worldwide, the impact of flooding on the built environment can cause widespread chaos. These flood event forms part of a wider pattern of increasing flood frequency coupled with increased vulnerability of the built environment to flood hazard. Arguably, in the developed world, there exists the technology to handle the vast majority of flood events either through built in resilience, prevention of small scale regular flooding or through prediction and evacuation during large scale disasters. However, events in the UK in summer 2007 and 2009 have revealed that, while agencies are well prepared and briefed for the majority of circumstances, flood victims remain unconvinced that the best actions have been taken. The debate around the role of government, insurer, property professional, NGO, coastal engineer and flood victim has been played out in the media. The idea for this book stemmed from the synergy developed within the EPSRC funded international network of experts in flood repair (www.floodrepair.net) which is led by the University of Wolverhampton. This unique network of academics, property stakeholders and restoration specialists together with the involvement of international experts provided a forum for exchange of ideas which has proved highly valuable. It emerged that flood management is constantly evolving and valuable experience has been gained in the emergency management, recovery and restoration processes in recent years. Some of this experience has yet to be captured in the literature. The aim of this book is to disseminate these discussions to a wider audience. Practitioners, researchers, restorers, insurers and policy makers discuss their perspective on the wide issues surrounding flood risk management in one unique"--
A critical element of current flood management is the importance of engaging key policy actors when policy decisions are to be made. However, there is still only limited understanding of how narratives of flood management actors may influence flood management policies, even though there is a suggestion that actors can strategically use their narratives to influence policy directions. In a developing country like Nigeria, there are still questions around lessons that can be learnt from understanding the narratives of policy actors, to unravel the complex nature of strategies and policy directions in managing urban floods. To help fill these gaps, this paper uses quantitative content analysis to explore the frame of five policy actor groups (government, local communities, business, multilateral organisations and non-governmental organisations (NGOs)) as expressed in local and national newspapers between 2012 and 2016 to understand their narratives of causes and strategies to solve the problem of urban flooding in Nigeria. The narratives of government, local communities and businesses align with the premise that flooding can and should be prevented whilst that of multilateral and business actors champion adaptation strategies on the basis that flooding is inevitable and hence more energy should be directed at 'living with water'—emergency response, damage reduction and the aftermath. The study also identified areas of potential consensus and conflict between direct actors such as government and local communities on the one hand and funders on the other. Better discussion among actors aiding understanding of contemporary thinking and local realities will aid policy-making and policy implementation in the Nigerian context. An important step will be in the collaborative design of an urgently needed 'Nigerian policy on flooding' which currently does not exist.
Flood resilient construction has become an essential component of the integrated approach to flood risk management, now widely accepted through the concepts of making space for water and living with floods. Resilient construction has been in place for centuries, but only fairly recently has it been recognized as part of this wider strategy to manage flood risk. Buildings and the wider built environment are known to play a key role in flood risk management, and when buildings are constructed on or near to flood plains there is an obvious need to protect these. Engineered flood defense systems date back centuries, with early examples seen in China and Egypt. Levees were first built in the United States some 150 years ago, and were followed by the development of flood control acts and regulations. In 1945, Gilbert Fowler White, the so-called "father of floodplain management," published his influential thesis which criticized the reliance on engineered flood defenses and began to change these approaches. In Europe, a shortage of farmable land led to the use of land reclamation schemes and the ensuing Land Drainage acts before massive flood events in the mid-20th century led to a shift in thinking towards the engineered defense schemes such as the Thames Barrier and Dutch dyke systems. The early 21st century witnessed the emergence of the "living with water" philosophy, which has resulted in the renewed understanding of flood resilience at a property level. The scientific study of construction methods and building technologies that are robust to flooding is a fairly recent phenomenon. There are a number of underlying reasons for this, but the change in flood risk philosophy coupled with the experience of flood events and the long process of recovery is helping to drive research and investment in this area. This has led to a more sophisticated understanding of the approaches to avoiding damage at an individual property level, categorized under three strategies, namely avoidance technology, water exclusion technology, and water entry technology. As interest and policy has shifted to water entry approaches, alongside this has been the development of research into flood resilient materials and repair and reinstatement processes, the latter gaining much attention in the recognition that experience will prompt resilient responses and that the point of reinstatement provides a good opportunity to install resilient measures. State-of-the-art practices now center on avoidance strategies incorporating planning legislation in many regions to prohibit or restrict new development in flood plains. Where development pressures mean that new buildings are permitted, there is now a body of knowledge around the impact of flooding on buildings and flood resilient construction and techniques. However, due to the variety and complexity of architecture and construction styles and varying flood risk exposure, there remain many gaps in our understanding, leading to the use of trial and error and other pragmatic approaches. Some examples of avoidance strategies include the use of earthworks, floating houses, and raised construction. The concept of property level flood resilience is an emerging concept in the United Kingdom and recognizes that in some cases a hybrid approach might be favored in which the amount of water entering a property is limited, together with the likely damage that is caused. The technology and understanding is moving forward with a greater appreciation of the benefits from combining strategies and property level measures, incorporating water resistant and resilient materials. The process of resilient repair and considerate reinstatement is another emerging feature, recognizing that there will be a need to dry, clean, and repair flood-affected buildings. The importance of effective and timely drying of properties, including the need to use materials that dry rapidly and are easy to decontaminate, has become more apparent and is gaining attention. Future developments are likely to concentrate on promoting the uptake of flood resilient materials and technologies both in the construction of new and in the retrofit and adaptation of existing properties. Further development of flood resilience technology that enhances the aesthetic appeal of adapted property would support the uptake of measures. Developments that reduce cost or that offer other aesthetic or functional advantages may also reduce the barriers to uptake. A greater understanding of performance standards for resilient materials will help provide confidence in such measures and support uptake, while further research around the breathability of materials and concerns around mold and the need to avoid creating moisture issues inside properties represent some of the key areas.
Resilience to flooding is influenced by adaptations or behavior that address risk reduction at all stages of the disaster cycle. This includes: physical adaptation of buildings to limit damage; individual preparedness and business continuity planning; and provision of resources for reinstatement through insurance or recovery grants. In the UK implementation of such strategies lie mainly with private property owner and their private insurer while government policy promotes greater uptake by these actors as part of an integrated strategy. In the context of increased flood events the provision of affordable insurance has been increasingly challenging and in 2016 a new insurance arrangement (Flood Re) was put in place to support transition to affordable market based insurance. However, Flood Re is specific to residential property and excludes many categories of property previously guaranteed coverage including small businesses. The research used a survey of frequently flooded locations in England to explore the different experiences and behaviors of households and businesses at risk from flooding with respect to insurance and recovery in this evolving scenario. The results show distinct differences between households and businesses that could point to greater opportunities for enhancing resilience if policy and practice recognized those differences.
Purpose: Adequate reliable property market data is critical to the production of professional and ethical valuations as well as better real estate transaction decision-making. However, the availability of reliable property market information represents a major barrier to improving valuation practices in Ghana and it is regarded as a key challenge. This study investigates the sources and reliability of property market information for valuation practice in Ghana. The aim is to provide input into initiatives to address the availability of reliable property market data challenges. Design/Methodology/Approach – A mixed methods research approach is used. The study, thus, relies on a combination of a systematic identification and review of literature, a stakeholder workshop and a questionnaire survey of real estate valuers in Accra, Ghana's capital city to obtain requisite data to address the aim. Findings – The study identifies seven (7) property market data sources used by valuers to obtain market data for valuation practice. These are: valuers own database; public institutions; professional colleagues; property owners; estate developers; estate agents; and the media. However, access to property market information for valuations is a challenge although valuers would like to use reliable market data for their valuations. This is due to incomplete and scattered nature of data often borne out of administrative lapses; nondisclosure of details of property transactions due to confidentiality arrangements and the quest to evade taxes; data integrity concerns; and lack of requisite training and experience especially for estate agents to collect and manage market data. Although professional colleagues is the most used market data source, valuers own databases, was regarded as the most reliable source compared to the media, which was considered as the least reliable source. Research Implications – Findings from the study imply a need for the development of a systematic approach to property market data collection and management. This will require practitioners to demonstrate care, consciousness and a set of data collection skills suggesting a need for valuers and estate agents to undergo regular relevant training to develop and enhance their knowledge, skills and capabilities. The establishment of a property market databank to help in the provision of reliable market data along with a suitable market data collection template to ensure effective and efficient data collection are considered essential steps. Originality – The study makes a significant contribution to the extant knowledge by providing empirical evidence on the frequency of use and the reliability of the various sources of market data. It also provides useful insights for regulators such as the Ghana Institution of Surveyors (GhIS), the RICS and other stakeholders such as the Commonwealth Association of Surveying and Land Economy (CASLE) and the Government to improve the provision of reliable property market information towards developing valuation practice not only in Ghana, but across the Sub-Saharan Africa Region. Also, based on these findings, the study proposes a new property market data collection template and guidelines towards improving the collection of effective property market data. Upon refinement, these could aid valuation practitioners to collect reliable property market data to improve valuation practice.
Urban flooding is a significant challenge which today increasingly confronts the residents of the expanding cities and towns of developing countries, as well as policymakers and national, regional and local government officials. The Global Handbook presents the state-of-the art in urban flood risk management in a thorough and user-friendly way. It serves as a primer in integrated urban flood risk management for technical specialists, decision-makers and other concerned stakeholders in the private and community sectors. It covers the causes, probability and impacts of floods; the measures that can be used to manage flood risk, balancing structural and non-structural solutions in an integrated fashion; and the means by which these measures can be financed and implemented, and their progress monitored and evaluated. The Handbook provides an operational guide on how most effectively to manage the risk of floods in rapidly urbanizing settings - and within the context of a changing climate.

There is a recognised need for a fundamental change in how the UK manages urban water and flood risk in response to increasingly frequent rainfall events coupled with planned urban expansion. Approaches centred on 'living with and making space for water' are increasingly adopted internationally. Nonetheless, widespread implementation of Blue-Green infrastructure (BGI) is currently hampered by barriers that impede uptake and innovation. We investigate the barriers to implementation of BGI in Newcastle, UK, through a series of semi-structured interviews with professional stakeholders. We identify and categorise 17 types of barrier and identify targeted strategies to overcome the dominant barriers. We recommend promotion of BGI's capacity to meet the objectives of multiple organisations and Local Authority departments, in addition to managing urban water. We conclude that strong business cases, supported by monetised evidence of benefits, and collaborative, inter-agency working could advance implementation of BGI within the current flood risk management legislation.

Provision of data and information for disaster risk reduction is increasingly important to enable resilience. However, the focus of provision in many African countries is limited to national scale risk assessment and meteorological data. The research aimed to consider the perspectives on availability and access to information of different local urban actors that require reliable and specific information to make informed decisions. The research used workshop discussions and questionnaires to collect views from stakeholders in flood risk management in Nigerian cities about their current access to information and requirements. The results confirmed that stakeholders and communities agree in recognising the importance of climate information. Findings identified issues surrounding communication between agencies, government and technical experts. The role of the media and business in filling the vacuum left by state provision of information was further highlighted, demonstrating the potential for Private Public Partnerships in supporting adaptation and response to flooding. However, significant differences in access between sub-groups were also revealed such that some marginalised groups may be excluded from information. It follows that climate services, data and information provision need to be collaboratively designed in order to be more inclusive, meet user requirements and build community capacity.
