Advanced economies like Germany need to focus more on attracting foreign high-skilled labour and become better at importing foreign technology and business models. This might not sit well with current thinking of economic sovereignty in Berlin, but it is a necessary step for improving technology-penetration, competitiveness and productivity. Supply of high-skilled labour is getting more difficult to obtain and the cost of generating and adopting new ideas is increasing. Policymakers need to create the right conditions to open their markets to foreign technology and high-skilled labour. But openness alone is only a necessary condition - not a sufficient one. Policymakers also need to focus on creating the right environment domestically to attract a specialised and highly-skilled labour force, despite fierce competition from around the globe. The crucial question is to what extent companies make use of innovation capacities that can be obtained from international recruitment. Our analysis focuses on what German policymakers can do to increase openness for, and its attractiveness to, the high-skilled labour. Germany's policy framework should focus on public policy initiatives aimed at increasing the incentives and removing obstacles for firms to attract the global high-skilled labour force. To stay attractive, Germany's policies should also target issues of bottleneck regulation to facilitate field-testing new technologies and to support innovation sandbox processes of companies. And German policies should focus on the regulatory environment, notably the type of regulations that policymakers pursue. Many current regulations in Germany do not sufficiently allow for experimentation of technologies and ideas.

In Europe's digital policy, digital managerialists, digital frontrunners, and digital convergers have emerged as coalitions among EU member states. This paper lays a focus on their stances on digital-policy reform and on their own understanding of the costs and benefits of the growth of the digital economy. The paper also suggests new ways for countries to cooperate in current or new constellations, which will allow them to profit from other countries' experiences, and to fully develop their own policy preferences as well as a clear understanding of appropriate digital reforms for them. Digitisation has the potential to support growth in many different sectors and the growing digital economy will make positive contributions to the productivity of non-ICT sectors as well. This is especially true for the services sector. However, countries with smaller digital endowments (e.g. digital infrastructure like networks) often believe that they do not stand to profit as much from digitisation as countries with bigger endowments. That is a profound misconception. Here, it is crucial to note that economic success in the digital economy is actually not merely the absolute level of digital endowments, but rather the way in which these endowments are effectively employed .

This paper concerns China's market for medical technologies and how the Chinese state is assisting its own companies to gain greater sales at the expense of producers from Europe and other advanced manufacturing economies. The medical technology sector captures a variety of products, services and solutions which are essential to the provision of healthcare to citizens. Examples range from fairly simple technologies such as sticking platers, to complex ones, such as coronary stents, orthopaedics and pacemakers. In the last decades, Europe's exports of medical devices to China have grown robustly. On the back of vibrant innovation, firms from Europe and elsewhere have not just followed the growth of Chinese demand for medical devices - they have also increased their share of Chinese imports. Now, however, this market is at risk of being gradually closed off for European firms as China doubles down on various policies that advantage local firms, while ultimately harming innovation and Chinese patients.

This study brings together two major sources of growth in the modern economy: trade and new ideas. Trade is a crucial process to improve economic specialisation and raise the productivity of economies. It is also a channel to diffuse technology and knowledge across countries. International exchange is therefore helping countries to modernise their economies. New ideas are all the innovations, technologies, know-how and business models that gradually power the economy - the intangible assets that define a significant part of modern economic growth. They are the basis for a society's stock of intellectual property, and that stock increases every time there are investments in research and development, production methodologies, brands, novel product design, business know-how and new artistic creations. Most societies allow for protection of intellectual property because intellectual property is necessary for prosperity. Our mission for this multi-year study was to get a much better and granular understanding of what role that intellectual property rights (IPRs) play for trade, productivity and growth, and how trade policies for IPRs have developed over time. Even by our cautious estimates, the results are very clear: copyrights, geographical indications, patents, trademarks and other intellectual property rights support trade and value added in Europe, and stronger IPR provisions in Free Trade Agreements (FTAs) increase the payoff even more.
