This article critically appraises the extent that the UK Parliament's Joint Committee on Human Rights has engaged with the UN's Universal Periodic Review and its recommendations on the UK's human rights situation. It initially explores the Universal Periodic Review process, the UK's implementation of its recommendations, and posits that a contributing factor to poor implementation is a lack of mobilization of domestic actors. The UK's Parliament, and its Joint Committee on Human Rights, it is argued, are central domestic actors in this regard. By reviewing existing research as well as a range of documentary sources, this article identifies several shortcomings in the Joint Committee on Human Rights' engagement with the Universal Periodic Review and, drawing from the available evidence, articulates possible reasons for these. This article closes by making proposals on how the Joint Committee on Human Rights' participation in the Universal Periodic Review process may be enhanced. Thus, it will make a modest contribution to the successful realization of human rights in the UK, and to the growing scholarship on parliaments' roles in the international human rights framework.

This article describes the functions that editors perform within publishing houses whose goals combine both economic and cultural components. It discusses the extent to which editors act as relatively passive gatekeepers of cultural forces or as active shapers of them. In light of historical evidence, it suggests that changes are currently taking place which will serve to reduce the importance of the editor in shaping the content of what is published while increasing somewhat the importance of the literary agent.

EDITORS WITHIN PUBLISHING HOUSES WHOSE GOALS COMBINE ECONOMIC & CULTURAL COMPONENTS IDENTIFY MORE WITH THE INTELLECTUAL RATHER THAN THE COMMERCIAL ACTIVITY OF THEIR ROLE. PREVIOUSLY, BY HELPING TO SHAPE THE AUTHOR'S PRESENTATION OF HIS WORK THE EDITOR BECAME LIAISON BETWEEN THE IDEA & THE PUBLIC. TO PRODUCE A MAJOR WORK WAS MORE IMPORTANT THAN TO PRODUCE A COMMERCIAL SUCCESS. PRESENTLY, THE PUBLIC IS A HETEROGENEOUS & UNSTABLE PHENOMENON PLACING TREMENDOUS PRESSURE ON THE COMBINED ROLE OF EDITOR-MANAGER EMBODIED IN THE TERM 'EDITOR'. THE LITERARY AGENT IS BECOMING IMPORTANT AS THE FUNCTION OF THE ROLE ALLOWS A MATCHING OF THE AUTHOR'S IDEAS WITH THE MOST RECEPTIVE EDITOR. THE AGENT DRAWS HIS AUTHOR CONTACTS FROM A WIDER SPECTRUM OF SOCIETY & CAN CHANNEL HIS CHOICES TOWARD MANY AREAS OF CONTEMPORARY SUBCULTURES. THE EDITOR BECOMES MORE ISOLATED FROM THE SOCIAL CONTEXT OF THE WORK WHILE THE AGENT TAKES ON A GREATER PERSONAL COMMITMENT. A SHIFT IS APPEARING BETWEEN THE PAST ROLE OF EDITOR & THE PRESENT ONE OF AGENT. MODIFIED HA.

Past research on educational choice has revealed good correlations between it and social class. Such research has two weaknesses; it fails to specify a mechanism connecting structural attributes and individual behaviour, and it cannot account for deviants. One attempt to remedy these deficiencies is supplied by explanations cast in terms of class values. This paper criticises such explanations, and suggests that the real determinant is to be found in economic differences which are only properly visible over the whole working career. Such economic differences partly cross-cut traditional occupational divisions. Economic experience is projected to construct models of the world which are used in making decisions.

This paper examines the role situation of managers in book-publishing houses, and in particular the conflicts that different definitions of culture tend to generate. It sees the pattern of authority as tending to exacerbate conflicts by eliminating common strategies of conflict management and reduction. It further considers the general problem created by attempts to impose norms of moral commitment where the ideal is defined by others.

In order for the ideal of international trade to become reality, customs procedures dating back centuries must be eliminated and replaced with modernized practices designed to foster cooperation and efficiency in world trade.
