Das Regieren der Favela: Gewaltherrschaft, Populärkultur und soziale Kämpfe in den Peripherien von Rio de Janeiro
Wie trotzen Rio de Janeiros selbstgebaute Favelas ihrer Verbannung aus der offiziellen Stadt? Wie begegnen sie der Gewaltherrschaft der Drogengangs, Milizen und Militärpolizei? Kann sich ihre Jugend mit Baile-Funk-Tänzen und Hip-Hop-Lyrics die urbane Bürgerschaft erkämpfen oder verwandelt gar die Pfingstbewegung die Favela in eine Stadt Gottes? Stephan Lanz geht diesen Fragen zu Rios sozialräumlichen Peripherien anhand des foucaultschen Begriffs des Regierens nach, der jenseits des Politischen auch kulturelle und religiöse Praktiken erfasst. Nicht zuletzt zeigt er damit einige blinde Flecken der westlichen Stadtforschung bezogen auf urbane Realitäten im Globalen Süden auf.

Seit Jahrzehnten beziehen sich politische, mediale und sozialwissenschaftliche Debatten über »Integration« oder »Multikultur« auf Berliner Stadtteile wie Kreuzberg und Neukölln. Meist basieren sie auf unhinterfragten historischen Konzepten von Nation, Kultur oder Integration sowie auf diskursiven Konstrukten eines »Eigenen« und eines »Fremden«. Dieses Buch untersucht solche Diskursmuster u.a. anhand von Interviews mit hochrangigen Berliner Politikern und Funktionären. Es zeigt, wie die Stadtentwicklung Berlins und mehrheitsgesellschaftliche Grenzziehungen gegenüber Einwanderern aufeinander einwirken und zeichnet deren historische Linien nach.

AbstractSince the 1980s, the metropolitan spaces of Brazil have seen a significant upsurge of the Christian Pentecostal movement, which today dominates the religious landscape of the favelas. In Rio de Janeiro, the rise of Pentecostalism coincided with the establishment of drug gangs as actors controlling favela territories. Based on an ethnographic field study conducted in a favela complex in the city's Zona Norte, this article examines the role and significance of the Pentecostal churches in Rio's favelas, both in everyday urban life and in the ways these areas are governed. One of my focal points of analysis is the increasing entanglement of actors in the drug industry and church actors. The article posits that the Pentecostal churches' role and significance, their institutional shape and their followers' practices are inextricably intertwined with the favela's social, spatial and political structural patterns. It shows the ways in which the evolving Pentecostal movement has permeated all aspects of the favela's informal way of urban life and government and has produced a new urban religious configuration in which the Pentecostal movement and the favela are intertwined and transform each other.

Contrary to assumptions in traditional urban theory that understand religion as external or peripheral to urban modernity, cities have by no means been secularized over the course of the rapid global urbanization processes of recent decades. Instead, the much discussed return of religion in the public sphere is primarily an urban phenomenon. At a global level, metropolises have become laboratories and arenas for new religious phenomena exercising a huge influence on urban spaces, cultures and societies. Current research in various world regions shows that religion does not represent some exotic reminiscence. Rather, its agency unfolds at the heart of contemporary metropolitan modernization. Based on the results of case studies that the transregional research project "Global Prayers – Redemption and Liberation in the City" has conducted in cities like Berlin, Istanbul, Lagos and Rio de Janeiro, the paper argues that the religious appears to be expanding in all other areas of the production of the urban in such a manner that it is increasingly difficult to say where religion stops, and where it begins. It shows how urban religions, generally interpreted as reactions to social relocations caused by global neoliberalism, can as well be understood as driving forces of contemporary urban capitalism itself.

Die Kommentare zu meinem Beitrag unterscheiden sich in ihren Fokussen und ihrem Gestus sehr deutlich, alle vier problematisieren aber spezifische Aspekte des Theoretisierens der Stadt im Verhältnis zum Kolonialen. Meine Replik greift daher die theoretischen Argumentationslinien der Kommentare auf – zum einen, um auf erhobene Kritiken zu antworten, zum anderen, um diese dafür zu nutzen, eine im Text zu kurz gekommene Debatte über theoretische Fragen bezogen auf das Ziel einer Postkolonialisierung der Stadtforschung zu vertiefen. .

Über (Un-)Möglichkeiten, hiesige Stadtforschung zu postkolonialisieren
Ausgehend von der These, dass westliche Stadttheorie auf eurozentrischen Prämissen gründet, die urbane Modernität an westliche Städte koppeln und Städte anderswo dem Entwicklungsparadigma einer nachholenden Modernisierung unterwerfen, argumentiert der Beitrag für die Notwendigkeit, die urban studies zu postkolonialisieren. An zwei Beispielen werden Möglichkeiten diskutiert, theoretische und methodische Ansätze einer Stadtforschung voranzutreiben, die postkoloniale Kritik reflektieren. Zum einen erfolgt ein Versuch, Theorien aus 'dem Süden' anzuwenden, um etablierte Wahrheiten in der Stadt des globalen Nordens zu erschüttern. Zum anderen wird das internationale Forschungsvorhaben "Global Prayers – Redemption and Liberation in the City" als Versuch diskutiert, im Rahmen eines transregionalen, transdisziplinären und transinstitutionellen Ansatzes einige eurozentrische Fundamente der urban studies zu dekonstruieren und eine kosmopolitischere Stadtforschung voranzutreiben.

AbstractIn this article, I examine how contemporary Berlin is governed, with a particular focus on the production of urban space. My points of reference are the term 'government' (as employed by Foucault) and the field of governmentality studies (where it is applied empirically). Based on a critical discourse and dispositive analysis of the city's current urban development policy, I propose that urban governance in Berlin may be analysed through the lens of three central dispositives: the dispositive of governing through citizenship; the dispositive of the creative city; and the dispositive of the social city. I discuss the characteristics of these dispositives of urban governance, drawing on a number of examples taken from the discipline of urban space production in order to look specifically at the aims and objectives of governance, its subjects and the ways it manifests itself. In conclusion, I suggest that the new forms of governance based on empowerment and cooperation have by no means replaced disciplinary technologies of governance, but are rather embedded within them.
