This research examines the effect of perceived legal risks on drinking and driving. Data are from college students who were surveyed three times. Self‐reports of recent drinking and driving at Time 3 are regressed on Time 1 and Time 2 measures of perceived risk of punishment. Prior moral evaluations, past drinking and driving, and previous legal intervention for drinking and driving are controlled. Perceptions of risk of arrest and severity of punishment are not related to subsequent drinking and driving, but moral tolerance, prior drinking and driving, and previous legal intervention all predict subsequent drinking and driving.

In 2003, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) provided Florida's Department of Juvenile Justice (DJJ) with a $3.5 million grant to design and implement a faith- and community-based program for incarcerated juveniles. Florida's experience developing a completely new program has provided valuable lessons regarding important issues to consider and address before clients are referred to the program. This article enumerates 10 key lessons from Florida's experience that can provide important guidance to other sites across the country hoping to develop faith-related services for youths in institutions.

Over 70 percent of police agencies indicate that they have put the community-oriented policing (COPS) philosophy into practice, but some critics claim that they are failing to do it well. In this paper, we examine three core components of community policing (community involvement, problem solving, and organizational decentralization) and employ lessons from the academic sociological literature on these topics to inform how to improve the fit between philosophy and practice. We argue that applying lessons from sociology will make the implementation and practice of community policing more successful in meeting community needs, including reducing crime and fear of crime.

While it has been more than a quarter of a century since Austin Turk proposed his non‐partisan conflict theory in Criminality and Legal Order, little effort has been made to assess this work empirically. This study applies Turk's theory to police‐citizen encounters at domestic disputes in a southern city. Five hypotheses are advanced and analyzed. The findings indicate that after controlling for race, sex, and area of the city, overt conflict between the police and citizens is related to the organization and sophistication of the participants involved.

Scholars are rarely afforded contemporary opportunities to study the formation of criminal law. This paper reviews state and federal efforts to criminalize various forms of computer abuse. The analysis indicates that there was neither organized opposition to nor significant interest group involvement in computer crime enactments. Individual reformers included computer crime "experts" and legislators rather than "moral entrepreneurs." The media were crucial to the criminalization, in that they provided both data on the incidence of computer crime and also helped to define society's response to the perceived problem. The paper concludes that the criminalization of computer abuse can be interpreted as a symbolic endeavor to educate and socialize a new generation of computer users by extending traditional definitions of property and privacy.

States are getting tougher on juvenile offenders either by shifting away from traditional rehabilitation models to punishment-oriented juvenile justice or by legislating new or expanded legal means by which greater numbers of juvenile offenders may be moved to criminal court for adult processing & punishment. Focus here is on a major set of juvenile justice reforms in FL & their impact on actual practice. FL is unique in its 20-year practice of transferring large numbers of juveniles to criminal court, & because it now has more juveniles in its prisons than any other state. Despite incremental get-tough reforms, the new transfer provisions have had a negligible impact. The effects of FL's get-tough laws & practices should be instructive for other states that have begun such reforms more recently. 3 Tables, 22 References. Adapted from the source document.

In 1994, Florida made three changes to its law that expanded its ability to transfer or waive juvenile offenders into adult court. This study demonstrates what would have happened to a random sample of 1993 cases had the new provisions been in effect. Florida's new provisions may double the number of cases coming to adult court and will have an impact on both the juvenile and adult systems. Both a new mandatory direct file provision and a new presumptive judicial waiver provision are likely to have greater impact than is a change that expands discretionary direct filing to fourteen‐ and fifteen‐year‐old offenders. Both the mandatory and presumptive provisions are triggered by prior record information rather than current offense factors. The implications of the changes for juvenile justice philosophy and juvenile court are discussed.
