We propose an exploratory framework that sets out two of the elements necessary to a conceptualization of what may explain the way in which evidence and indicators are used in STI policy development: the type of evaluative approach and the styles of governance.

UID/SOC/04647/2013 ; Despite increasing calls for evidence-based policies, knowledge about the practical use of evidence remainslimited. This study investigates the best available evidence in two policy settings of investment in technologyinnovation: an electric mobility policy and the creation of an Iberian laboratory. The work tested if the failure touse the best available evidence in a given setting points to the use of evidence for political ends. Results from thefirst case study show that the best available evidence were deliberately not used. In fact, three formal scientificstudies and a forecast from grey literature were purposefully ignored. Additional evidence were produced andbrought later in the debate phase to justify the decision. In the second decision, the best available evidence wereused with significant differences between the two countries making the same decision, but with markeddifferences in relation to the types of evidence, the type and number of sources and the depth of information used.The use of evidence depended on the needs to justify the same investment in two different policy-makingsettings. The case reveals that to understand the limits of evidence-based policy is more enlightening to considerthe best possible evidence instead of the best available evidence. Research also revealed the need to develop moreresearch about the importance of relational tacit knowledge in these decisions. ; publishersversion ; published

As Estratégias de Investigação e Inovação para a Especialização Inteligente (RIS3) estão a ser implementadas em várias regiões da União Europeia de modo a facilitar a mudança estrutural nas economias regionais. O Estado de Pernambuco, na região do Nordeste do Brasil, está atualmente a implementar a sua Estratégia para a Ciência, Tecnologia e Inovação 2017-2022. Este artigo procura refletir sobre as condições para o desenvolvimento do sistema pernambucano de inovação com base nos princípios da especialização inteligente, em dois setores específicos que se têm afirmado como competitivos: as Confecções e o Automotivo-TI. O texto é eminentemente conceptual, mas apresenta sinteticamente as dinâmicas de inovação neste território, uma avaliação das falhas sistémicas pelos atores-chave contribuindo para a reflexão sobre a tropicalização das RIS3.

Given the cultural diversity of Europe, and the inextricable link between culture and creativity, creative industries also represent a great asset and a source of global competitive advantage. In this regard the EU launched the project Cross Innovation, aimed at identifying and sharing innovative experiences among the participating cities, and more specifically seeking to identify how the creative industries can interact with other industries in other sectors. This project was taken part by 11 European cities such as Amsterdam, Berlin, Birmingham, Stockholm, Linz, Lisbon, Pilsen, Vilnius, Warsaw, Rome and Tallinn. The purpose of this article is to describe the process performed in Europe and show that this can be used by other cities and even other regions to leverage the innovation process using the potential of the creative industry. It was utilized a documentary research on the project (reports, websites, documents submitted by respondents) and there was performed a field study, with personal interviews with those responsible for the agencies involved in the project (Town Hall, University of Lisbon, companies, including others) in one of the participant cities: the city of Lisbon, in Portugal. When researching the results of this project, specifically in the city of Lisbon, it is seen that there was learning in the sense of how the city can arrange a mediation policy from this process of rapprochement between the sectors of the economy of a region and Creative Industries, and the results in terms of knowledge generation are visible.
