Europe's security situation has evolved somewhat over the past few years, causing national defence policies to be reviewed and strengthened. Being members of Nato and the European Union, the Benelux countries of the Netherlands, Belgium, and Luxembourg have been changing their defence policies to face complex military and non-military threats. The potential threat from Russia is one factor which has been behind their closer military cooperation, supported by the process of rebuilding national military capabilities. Progress has been especially visible after 2014 most especially due to Russian aggression against Ukraine, along with hybrid threats and terrorists attacks. All three countries tend to cooperate with each other while also enjoying ever-closer relations with Nato and other EU members, while the USA has a special place in this arrangement. All of these connections and areas of cooperation will be covered in this article. The author utilises the qualitative research approach which involves one or more case studies, along with institutional and behavioural analysis, deskbound research, analysis, and synthesis methods.
Zmiany w polityce obronnej wybranych państw Unii Europejskiej w latach 2014–2017

Celem artykułu jest wskazanie relacji pomiędzy wydarzeniami, które miały miejsce na Ukrainie w 2014 roku i latach następnych, a zmianami w politykach obronnych wybranych państw Unii Europejskiej. Autor zakłada, że przynajmniej część z państw należących do Unii Europejskiej zmieniła swoją politykę obronną. Ograniczyła redukcję wydatków obronnych, a nawet rozpoczęła ich zwiększanie. Szczególnie w państwach graniczących z Federacją Rosyjską. Weryfikację tej hipotezy można przeprowadzić w oparciu o publikowane w latach 2014–2017 białe księgi obronności, lub dokumenty o tożsamym charakterze. Ponadto poprzez wskazanie działań (lub ich braku) realizowanych przez rządy państw zgodnie z przyjętymi założeniami. Za właściwą perspektywę badawczą uznano podejście neorealistyczne.

The author's goal is to analyze the impact of changes in the international security environment on the defense policy of New Zealand in the second decade of the 21st century. It was found that the changes have a direct impact on New Zealand's policy during the governments lead by the National Party. The evidence can be found in the documents and decisions e.g. increase of defence spending and modernization of armed forces. Moreover, the start of developing the national security policy, which combines a number of different policies regarding state's security. There is no doubt that the National Party implemented a program of strengthening defence capabilities. The author will prove that it happened due to new threats to international security. The content of documents issued in the years 2008–2016 cleary confirm that argument eg. military spending of 20 billion NZD in the coming years. It should be considered as a correct direction because of opposing the negative consequences of changes in the natural environment, the growing role of the People's Republic of China, the nature of contemporary armed conflicts and terrorism is possible only by using a holistic approach to security. This point of view is strongly supported by an opinion that geographic isolation is no longer a guarantee of peace for New Zealand. It is impossible in the times of the 21st Century globalization and the rapid technological development manifested by a series of new, previously unknown cyber-threats. These are particularly dangerous for New Zealand's society due to the level of use of new technologies in ordinary life.To sum it up, the author of the issue will be based on the neorealist perspective and try to prove that the changes in the international security environment have direct impact on the defence and security policy of New Zealand. Key words: New Zealand; defence policy; national security policy; international security environment; New Zealand Defence Force. ; Celem Autora jest analiza wpływu zmian w międzynarodowym środowisku bezpieczeństwa na politykę obronną Nowej Zelandii w drugiej dekadzie XXI wieku. Stwierdzono, że zachodzące zmiany mają bezpośredni wpływ na politykę nowozelandzką w czasie rządów, na których czele stała Partia Narodowa. Ich odzwierciedleniem jest zawartość dokumentów dotyczących polityki w wymienionym obszarze i wynikające z nich działania m.in. wzrost wydatków na obronność wraz z towarzyszącym mu programem modernizacyjnym sił zbrojnych Nowej Zelandii. Dodatkowo zaś ze względu na charakter współczesnych wyzwań i zagrożeń bezpieczeństwa rządzący państwem zdecydowali się rozpocząć budowę kompleksowej polityki bezpieczeństwa narodowego. Biorąc to pod uwagę można stwierdzić, że Partia Narodowa realizowała swoje postulaty przedwyborcze, w których akcentowano konieczność wzmacniania zdolności obronnych, w szczególności rozwoju nowozelandzkich sił zbrojnych oraz integracji prowadzonych polityk związanych z bezpieczeństwem państwa. Zawartość dokumentów wydanych w latach 2008–2016 wyraźnie dowodzi działań w tym kierunku. Należy je uznać za słuszne, ponieważ przeciwstawienie się negatywnym konsekwencjom zmian w środowisku naturalnym, rosnącej roli Chińskiej Republiki Ludowej, charakterowi współczesnych konfliktów zbrojnych oraz obawom o rozwój organizacji terrorystycznych, możliwe jest przy zastosowaniu całościowego podejścia do bezpieczeństwa. Odpowiada temu pogląd głoszony silnie w tym okresie, że geograficzna izolacja nie jest już gwarantem pokoju dla Nowozelandczyków. Trudno bowiem o to nie tylko w czasach XXI wiecznej globalizacji, ale i tak gwałtownego rozwoju technologicznego przejawiającego się szeregiem nowych, nieznanych wcześniej cyber-zagrożeń. Analiza zagadnienia prowadzona będzie w oparciu o perspektywę neorealistyczną.Słowa kluczowe: Nowa Zelandia; polityka obronna; polityka bezpieczeństwa narodowego; międzynarodowe środowisko bezpieczeństwa; Siły Obronne Nowej Zelandii.

Zmiany w polityce obronnej Szwecji po 2014 roku
The aim of the article is to analyze the changes that took place in the defence policy of Sweden after 2014. The annexation of the Crimea Peninsula by the Russian Federation, the creation of the socalled People's Republics in the East of Ukraine, along with military provocations aimed in Sweden, led to the reconstruction of defence policy. The Swedish authorities have recognized that they don't have enough capabilities to meet the challenges of a potential crisis or war. Regardless of the assessment that it's unlikely. Therefore, thanks to obtaining a political consensus around defence policy, the process of its change was initiated. Including increasing expenditures and expanding the armed forces. It's necessary for the implementation of the total defense concept pursued by Sweden during the Cold War. Taking into account the conditions that must be met in the 21st century. The analysis was carried out primarily on the basis of source and neorealistic approach to the policy of small states in the defense field. ; Celem artykułu jest analiza zmian, jakie zaszły w polityce obronnej Szwecji po 2014 r. Aneksja Krymu przez Federację Rosyjską, powstanie tzw. republik ludowych na Wschodzie Ukrainy wraz z prowokacjami wojskowymi wymierzonymi m.in. w Szwecję, doprowadziły do rekonstrukcji polityki obronnej. Władze Szwecji uznały, że nie posiada ona wystarczających sił i środków, by moc sprostać wyzwaniom potencjalnego kryzysu lub wojny, niezależnie od oceny stopnia jej prawdopodobieństwa. W związku z tym dzięki uzyskaniu konsensusu politycznego wokół polityki obronnej rozpoczęto proces jej zmian, w tym zwiększenia wydatków i rozbudowy sił zbrojnych. Służyć to ma wprowadzeniu w życie koncepcji obrony totalnej, realizowanej przez Szwecję w czasie zimnej wojny, z uwzględnieniem uwarunkowań, jakim sprostać musi w XXI w. Analizę przeprowadzono przede wszystkim w oparciu o materiały źródłowe i neorealistyczne podejście do polityki państw małych w dziedzinie obronnej.

Autor wskazuje na przyczyny tego zjawiska i związane z tym stanowiska wybranych państw. Ponadto rozważa możliwości jej realizacji w czasie kryzysu Unii Europejskiej. Stawia szereg pytań dotyczących nie tylko jej zasadności, ale i adekwatności do procesu integracji europejskiej. Nie pozostawia wątpliwości, że ewentualne powstanie armii europejskiej jest procesem długim. Wymaga od państw członkowskich pogodzenia ich interesów narodowych i odpowiedzi na pytanie o to, czy Unia Europejska ma być w pełnym tych słów znaczeniu mocarstwem globalnym, czy jedynie sektorowym. ; The purpose of the article "The Prospects of establishing a common European Army in the time of the European Union crisis in the second decade of the XXI Century" is to present the renaissance of idea an European army. The author points out the reasons for this phenomenon and position of selected countries. Moreover, he considers the possibility of its implementation during the crisis of the European Union. He poses a number of questions about its need and the adequacy to the process of European integration. But there is no doubt that the possible establishment of an European army is a long process. It requires the Member States to reconcile their national interests and answer the question whether the European Union should be a global or only sectoral power.

Publikacja recenzowana / Peer-reviewed publication ; The article describes the process of developing the Polish-Germany military cooperation in the 21st century. It presents the bases for the bilateral military relationships between Poland and Germany and shows their development. The paper underlines the role of Germany in the Polish participation in NATO. The Author describes the common initiatives after joining the Pact, especially the participation of Bundeswehr in training and technical modernisation of the Polish armed forces. He claims that after the year 2015, the Polish-German military cooperation will be a function of Germany's pragmatics and Poland's history politics. The main problem of the Polish government will be the German willingness to constantly build NATO military bases in Poland.

W ten sposób Autor odniesie się do kwestii samowystarczalności obronnej oraz Wojsk Specjalnych RP. ; The aim of this paper is to show the evolution of the perception of the threats to the security of the Republic of Poland. The text is based on an analysis of the Polish national security strategies for the 21st century, and in particular, on the document of 2014. This will allow to draw conclusions about the makers of the Polish security strategies connected with different political parties. Moreover, thanks to this, the Author will be able to evaluate these documents and try to answer the question concerning the right direction of the Polish national security policy and its instruments. In this way, he will refer to the self-sufficiency of defense and the Polish Special Forces.

This paper is dedicated to the involvement of Poland in the European Union's military operations in Africa in the 2010s. The development of military capabilities is not one of the European Union's priorities. Nevertheless, the EU is an active participant of the international communities' efforts to aid African states, including the use of armed forces. The vast majority of such EU missions have been undertaken in Africa. Despite the fact that this region is not a priority of Poland's foreign and security policies, Poland has actively participated in such actions, primarily due to the peculiarities of contemporary security threats and Poland's approach to the process of European integration. However, after initial experiences, Poland limited its involvement, due to the limited impact on the achievement of national objectives related to the EU Common Security and Defence Policy. This has been reflected in both official documents and political practice associated with deploying troops on foreign soil. The author sets forth a thesis that these limitations are too substantial, and that there are reasons for greater Polish involvement in the European Union's military missions. ; This paper is dedicated to the involvement of Poland in the European Union's military operations in Africa in the 2010s. Artykuł poświęcony został zaangażowaniu Polski w operacje wojskowe Unii Europejskiej w Afryce w drugiej dekadzie XXI wieku. Mimo, że rozwój zdolności wojskowych nie należy do priorytetów Unii Europejskiej, to organizacja ta włącza się aktywnie w podejmowane przez społeczność międzynarodową próby pomocy państwom afrykańskim także poprzez użycie sił zbrojnych. Zdecydowana większość tego typu misji unijnych realizowana była właśnie na kontynencie afrykańskim. Chociaż dla Polski nie jest to kierunek priorytetowy polityki zagranicznej i bezpieczeństwa, to ze względu na specyfikę współczesnych zagrożeń bezpieczeństwa oraz jej stosunek do procesu integracji europejskiej, włączyła się aktywnie w te działania. Jednak po pierwszych doświadczeniach z tym związanych i ograniczonej skuteczności realizacji stawianych przy tym celów narodowych związanych z rozwojem Wspólnej Polityki Bezpieczeństwa i Obrony UE, Polska ograniczyła swoje zaangażowanie. Ma to swoje odzwierciedlenie w dokumentach i linii politycznej związanej z wysyłaniem wojsk poza granice państwa.
