Agrarkommissar Phil Hogan will nach 2020 auch in der 1. Säule der Gemeinsamen Agrarpolitik Umweltmaßnahmen einführen. Brüssel nennt sie Eco-Schemes. Welche Maßnahmen sind dafür geeignet, und wie passen Eco-Schemes und Agrarumweltmaßnahmen zusammen?

Building on the extensive theoretical and empirical work regarding the cost-minimizing properties of economic instruments, this article describes and analyses the Mexican legislation relevant to the treatment/disposal of pig slurry in the state of Yucatán. Using a linear programming model to determine the optimal level of pig production and abatement processes simultaneously, different policy instruments and scenarios are compared. Serious shortcomings associated with the recently introduced command-and-control (CAC) legislation, which establishes concentration-based standards for discharges, are identified. It is shown that it will be extremely difficult and expensive to comply with (cost: US$41.8 million per annum). An alternative mass-based CAC approach, which instead regulates nitrogen applications to land, has compliance costs of US$3.5–US$9.4 million per annum, depending on the strictness of the standard. By contrast, an environmentally equivalent economic instrument approach results in additional cost savings of 22–25 per cent. The results are of relevance to Mexican policy makers, extensionists, researchers, and farmers.

In der vorliegenden Arbeit werden Möglichkeiten zur Analyse verhaltensbasierter Aspekte des Agrarstrukturwandels entwickelt und evaluiert. Grundlage ist FarmAgriPoliS, ein agentenbasiertes Planspiel, mit dem das Entscheidungsverhalten und der wirtschaftliche Erfolg realer Menschen in einem Labor experimentell untersucht werden kann. Bei den Experimenten können vier unterschiedliche Verhaltenscluster identifiziert werden. Die ersten drei Cluster, die sich in etwa 88% der Experimente finden, entsprechen der Prospect Theory - das heißt, die TeilnehmerInnen waren erfolgreicher bei der Vermeidung von Verlusten als bei der Generierung von Gewinnen. Etwa 12% der TeilnehmerInnen waren jedoch wesentlich erfolgreicher als die Computeragenten und anderen TeilnehmerInnen mit identischen Voraussetzungen und lassen sich somit als PfadbrecherInnen charakterisieren. Zudem wurden die Implikationen dieses pfadbrechenden Verhaltens für andere Betriebe in der Nachbarschaft analysiert.

CAP evaluation mostly relies on standard evaluation tools such as farm and market simulation models, calibrated with EU-wide statistical data, statistical and econometric analysis of survey data, and a range of qualitative methods such as interviews with stakeholders, focus group or internet-based public consultation. Yet, the CAP has changed considerably over the past decades, requiring adaptations of its evaluation toolbox. A detailed review of existing studies using economic experiments for designing and evaluating agricultural policies provides the backbone for a comprehensive assessment of the complementarity of experimental approaches with standard evaluation tools. The article also provides recommendations aiming at facilitating inclusion of economic experiments into the CAP evaluation toolbox based on conclusions drawn from a workshop organized with experts, academics and policy makers of Directorate-General for Agriculture and Rural Development of the European Commission.
