Conventional measures of economic well-being, such as gross domestic product (GDP) and poverty, do not consider the goods produced within the household or the unpaid work done at home. This study analyzes the quantification of the value added generated within a Peruvian household based on the recalculation of the average wage of domestic workers. It proposes measure that complements monetary poverty by considering the time requirements for household production: the poverty of time. The calculation of this time shows that 43.7 percent of the population in 2010 was poor, that is, 12.62 percentage points above the official poverty rate. Thus, the vulnerability of 12.62 percent of the population is hidden when the conventional measure of poverty is used, which does not consider the time poverty of the people.

As the number of secondary school graduates rises, many developing countries expand the supply of public and private universities or face pressure to do so. However, several factors point to the need for caution, including weak job markets, low-quality university programs, and job–education mismatches. More university graduates in this context could exacerbate unemployment, underemployment, and overeducation of professionals. Whether governments should regulate the quantity or quality of university programs, however, depends on the specific combination of factors in each country.

Many studies have been conducted to analyze the effect of stricter Employment Protection Legislation (EPL). However, almost all of them has focused on an ex-post impact; leaving aside a second but equally important channel: expectations. This paper aims to analyze the role of expectations on Peruvian formal and informal labor market; using news as our identification variable. We use the monthly number of news related to the approval of the General Labor Law (GLL), a proposal entailing future stronger labor rigidities, from January 2001 to May 2012. Using the Permanent Employment Survey (EPE), we find a negative relation between expectations towards a stricter labor market and both employment and average income. News mainly affect formal occupied EAP, arousing a substitution effect from formal to informal employment. We also discover that the effect of expectations differs in periods with higher versus lower GDP growth. Finally, we find some evidence supporting news having a cumulative effect: the larger the previous stock of news, the weaker the effect.

El estudio tuvo como objetivo analizar el proceso de reclamaciones como indicador de mejora en la gestión del sector saneamiento en el Perú. El tipo de investigación fue básica, enfoque cuantitativo, diseño no experimental y nivel descriptivo. Se utilizó la técnica documental para el marco normativo del sistema regulatorio de agua potable y alcantarillado, el reglamento general de tarifas, el reglamento de calidad de prestación de servicios de saneamiento, la información estadística del benchmarking internacional y las 51 empresas que operan en las localidades urbanas. Finalmente, la Superintendencia Nacional de Servicios de Saneamiento informó que actualmente 3.3 millones de peruanos no cuentan con una red pública de agua potable y 6.4 millones no tienen conexiones de alcantarillado.

AbstractThe impact of employment protection legislation has been thoroughly analyzed in varied contexts. Most studies highlight the potential harm of the legislation on labor outcomes, although evidence remains inconclusive. However, the literature has focused primarily on ex post impacts, analyzing the regulation's effect after implementation. This article departs from that analysis to focus on anticipated or ex ante effects of labor regulation. More specifically, we study the role of firms' expectations in future stricter labor legislation related to employment and income in Peru's formal and informal labor market. To account for expectations, we used the number of news items related to the approval of a proposed law—the General Labor Law—to increase labor rigidities in Lima's most important business newspaper. Using the Peruvian labor survey, we find a negative but decreasing relationship between firms' expectations of a future stricter labor market and employment and average income. We also collect evidence that bigger news items and ones closer to the front page have a negative relationship with formal employment and income.
