The article provides a discussion of Mark Bevir's important book on 'Democratic governance'. It first discusses the conceptual part and in particular the categorisation in terms of 'modern social science'. It disputes the analysis of neo institutionalism. Second, it stresses the UK case, which is the base of Bevir's analysis and suggests that the author relies far too much on policy networks. Hierarchies are still very strong at the same time in the United Kingdom, a factor that limits the claims of the book. Adapted from the source document.

The paper analyzes the changes within two policy domains in one French city. The aim is not so much to demonstrate the role of policy networks but to stress the importance of their articulation within a given political space. The paper does not conclude on the emergence of a new type of network governance but rather shows how urban political elites have deliberately encouraged the formation of policy networks in Rennes. That strategy makes sense in their attempt to strengthen an urban collective actor. Policy networks therefore should not be analyzed autonomously as their impact is largely shaped by the interest & collective goals of the existing regime of governance in Rennes. 67 References. From the governing of cities to urban governance. Patrick Le Galès.
The concept of urban governance is introduced and discussed in order to show the extent to which centre-periphery relations and institutional analysis no longer explain city government changes in Britain and France. Two middle range concepts, urban growth coalitions and urban regimes, are analysed and criticised for being too American. Instead of focusing on a problem-solving approach to urban governance, a more sociological approach is suggested.

Urban crisis and local economic development in Great Britain : the contribution of the new urban left
In Great Britain, the inner city crisis and the dissatisfaction brought about by the management of the Labour governments of the 1960s and 1970s paved the way for the « new urban left ». Its originality is two-fold : it has invested and asserted itself in local politics, called « low politics » ; in addition it. has proposed a new model of local government management different from both the traditional Labour municipal model and that advocated by the conservative government. The example of the interventionist local economic development policies illustrates the originality and the scope of this new urban left. The interest of the British wage earning middle classes in the public sphere presents analogies with the French situation.
