The problem of why international governmental organizations (IGOs) behave as they do is explored. Organization theory can provide a basis for a systematic study of IGOs. The open-system & closed-system perspectives are examined for possible clues to the problem of controlling these international phenomena. The chief problem of IGOs, however, is that they expand beyond their sphere of usefulness & then begin to fight off competitors & secure resources to their own exclusive use. 40 References. S. McAneny
