This article suggests that the particular dynamic behind the forces of Flemish nationalism & Walloon regionalism is the explanation for Belgian political-institutional fragmentation within the context of a strong national identity. According to the author, nationalist & regionalist politics in Belgium are embedded in specific patterns of elite relationships & not in preexisting identities. He presents a solution to the Belgian paradox by explaining the political-institutional landscape of Belgium without stressing the "power" of subnational identities. E. Sanchez

Introduces a journal issue dedicated to the topic of neoinstitutionalism. It contextualizes the emergence of neoinstitutionalism within the trajectory of political science, particularly in American political science. Following from this, it demonstrates that neoinstitutionalism has historical, rational choice, & sociological branches, each with its own unique approach. This division brings diversity to the field of neoinstitutionalism & should be seen as a strength rather than a liability, especially given how difficult it would be to combine the three branches. The study of paradiplomacy, concerning the international activity of regional governments, opens the door to a new set of actors & issues for international negotiations. A theoretical framework based in historical institutionalism is established, & several examples of paradiplomatic activity are described.
