This Ph.D. thesis has been developed within the framework of a European Horizon 2020 project called "LIAISON: Linking Actors, Instruments and Policies through Networks." LIAISON is part of a larger initiative of the EU Commission under the new policy concept European Innovation Partnership on Agricultural Productivity and Sustainability (EIP-AGRI) and challenges the fundamental agricultural system fostering partnerships and close cooperation between farmers, producers, processors, advisors, and researchers to speed up the capacity to innovate in agriculture, forestry, and rural development. This research and innovation project aims to foster and optimize interactive innovation in agriculture, forestry, and rural areas. In line with this aim, the project LIAISON assessed 200 reviews in interactive innovation projects in 15 countries in Europe, of which 32 cases were assessed in-depth. The works carried out in this thesis are part of the project LIAISON, which is to explore the innovation impact assessment approaches and further to developing methods and tools for evaluation. The contribution of the thesis is to give voice to the rising new paradigm of interactive innovation through a thorough literature review and in-depth case study analysis. Literature review was done on innovation impact assessment in rural, agriculture, and forestry. The findings contribute to lay the base framework for the cases analyzed in the remaining chapters. Chapter 1 presents a thorough literature review on innovation impact assessment in rural, agriculture, and forestry. This review aimed to find methodologies and frameworks that draw upon new solutions to face the challenges for an impactful innovation impact assessment in the rural territory. The study finds that open government does not only have effect on economic prosperity, but on social capital and environment through the mechanisms of Rule of Law and Control of Corruption. The role of Rule of Law and Control of Corruption are emphasized in this study, because of their significance in mediating open government and prosperity. Unless mechanisms like regulation formulation, law enforcement and control of corruption are not put into practice; open government itself will not be a driving force to a prosperous society.

Regional Cardiocerebrovascular Centers (RCCs)—a Korean government initiative—seek to reduce medical gaps across regions, and their cardiac rehabilitation (CR) programs are expected to model post-acute care for the Korean CR program. Accordingly, this study aimed to evaluate the current status of CR programs in the RCCs. We distributed surveys on the CR condition, activity, and barriers to 12 RCCs in different provinces. The results revealed significant gaps in the annual number of acute myocardial infarction admissions, and CR candidates, capacity, and density across the 12 RCCs. The CR capacity (50–500) and density (0.42–7.36) indicated particularly large gaps. Twelve RCCs had the necessary facilities, equipment and personnel for CR assessments and management, with high CR referral (97%) and patient education (78%) rates. However, the inpatient CR exercise training (56%) participation rate was inadequate, with much lower enrollment (47%) and adherence (17%) rates to the outpatient CR program and large differences across centers. Therefore, this study's results will provide the evidence required to establish special national health strategies to overcome the CR barriers of patient, doctor/hospital, and policy factors for activating Korean CR programs.

There is an ongoing need of developing sensitive and specific methods for the determination of SARS-CoV-2 seroconversion. For this purpose, we have developed a multiplexed flow cytometric bead array (C19BA) that allows the identification of IgG and IgM antibodies against three immunogenic proteins simultaneously: the spike receptor-binding domain (RBD), the spike protein subunit 1 (S1) and the nucleoprotein (N). Using different cohorts of samples collected before and after the pandemic, we show that this assay is more sensitive than ELISAs performed in our laboratory. The combination of three viral antigens allows for the interrogation of full seroconversion. Importantly, we have detected N-reactive antibodies in COVID-19-negative individuals. Here we present an immunoassay that can be easily implemented and has superior potential to detect low antibody titers compared to current gold standard serology methods. ; Acknowledgements: We thank Petros Tyrakis and Iván Martínez-Forero for critical reading and editing of the manuscript.
