EU-lidstaten als Nederland hanteren steeds zwaardere voorwaarden voor immigratie vanuit niet-westerse landen en niet-Europese landen. Arjen Leerkes onderzocht in hoeverre het verblijf en de migratie van illegale immigranten gevolgen hebben voor de publieke veiligheid en criminaliteit in Nederland. In the late 1980s and early 1990s, De Swaan, a historical sociologist, speculated that heightened global interconnectedness, and the resulting increased potential for international migration, would lead to transnational social policies. In this view, states of richer countries would increasingly perceive an interest in financing social policies in poorer countries in an effort to reduce the need for the distant poor to migrate. By and large, such transnational social policies have not materialised. In this article, which focuses on 'the Dutch case', it is argued that international migration, and the desire by states to selectively limit international migration, is nonetheless leading to new forms of poor relief and poverty control, not in countries of origin but in countries of destination. In the shadow of the Western welfare states, we now find elementary and, in many cases, rather archaic practices of poor relief and anti-pauperism measures for certain categories of unauthorised immigrants. Scholarship on migration and citizenship indicates that the rights of immigrants increasingly resemble the rights of citizens, especially in comprehensive welfare states. This trend seems to be complemented, however, by a growing differentiation of social citizenship between those formally admitted (both citizens and residence permit holders) and those officially considered 'illegal' non-members.

AbstractRejected asylum seekers often do not return to their countries of origin and face precarious living conditions in destination countries. Taking Germany as a strategic case, we investigate whether labor‐related regularization, or "laborization," may serve as a solution for such migrants. We analyze the factors determining access to such regularization and how labor‐related regularization relates to migrants' needs and aspirations. Based on extensive desk research and interviews with stakeholders, including (rejected) asylum seekers in Stuttgart, we find that laborization provides resourceful and "deserving" individuals with valuable opportunities to realize their aspirations, but it is insufficient to fully address non‐deportability.

Going back, or not? Determinants of return intentions and return attitudes among asylum migrants who have exhausted all legal remedies .Asylum migrants who have exhausted all legal remedies are expected to return to their country of origin. This study, in which 108 respondents participated,
attempts to explain why some migrants intend to return, while others opt for illegal residence or onward migration. The relatively low degree of voluntary return among asylum migrants is primarily attributable to concerns about their safety in the country of origin, and to health problems.
These findings confirm qualitative studies, and suggest furthermore that insights about return among labour migrants are of limited use to understand return among asylum migrants.
