Alongside New York and London, Paris is one of the world's earliest megacities. Its growth and character have been fashioned by a distinctive mix of policies that separate it from other long-time megacities as well as the fast-growing urban centres of the Global South.Christian Lefèvre examines the social and economic forces that have shaped Paris and which have made it the city it is today. He charts the impact of global trends, such as the shift from industry to service and information sectors, as well as regional factors, especially those arising from Paris's unique system of governance. The book examines the central role the national government has played in policies affecting the city and explores how the shift towards political decentralization and localism has contributed to a system increasingly incapable of taking collective action. La métropole francilienne peine à s'inscrire dans la globalisation, malgré sa puissance économique et culturelle qui en fait l'une des toutes premières métropoles mondiales, sans doute parce que son histoire et sa culture politique ont enfermé ce territoire dans un cadre national en partie autoréférencé. En comparant Paris avec ses deux grandes rivales, Londres et New York, cet ouvrage permet de mieux percevoir la singularité historique et culturelle de la capitale française. Largement dominé par le monde politique, le système d'acteurs francilien éprouve des difficultés à s'ouvrir. L'Île-de-France apparaît ainsi comme un lieu de conflits où différentes visions du monde s'opposent, notamment sur la place de ce territoire dans la globalisation et les priorités dans les politiques à mener. S'intéressant principalement aux vingt dernières années et notamment au débat sur le Grand Paris, l'ouvrage montre que la globalisation reste un impensé chez la plupart des acteurs franciliens, ce qui explique en grande partie les conflits qui la traversent
Cet article traite du gouvernement des métropoles. Après avoir dans une première partie clarifié les notions de gouvernement, gouvernance, gouverner et gouvernabilité ainsi que celle de métropole, l'auteur s'intéresse aux très nombreuses tentatives de création d'un gouvernement métropolitain au cours des dernières décennies. Il dresse ainsi un bilan sévère mais réaliste des échecs et des demi-succès des réformes institutionnelles engagées dans la plupart des pays démocratiques mais aussi des initiatives plus récentes qu'il renferme sous la notion de gouvernance (planification stratégique, « new regionalism », coopérations entre acteurs, régimes politiques urbains, etc.). Dans un second temps, il explique ce bilan plutôt négatif par la permanence d'obstacles non résolus comme le rôle ambigu des États, la réticence, voire l'opposition des collectivités locales et des villes centre et enfin le refus des populations au travers des instruments de la démocratie locale. Une dernière partie met l'accent sur l'importance de l'action politique et sur les deux chantiers principaux qu'elle doit mettre en oeuvre pour faire des métropoles des territoires politiques : la construction d'une identité métropolitaine et celle d'un leadership territorial, faute de quoi le gouvernement métropolitain demeurera improbable.

Bibliografía selectiva.ResumenSe trate del poder local o de las políticas públicas, el periodo que empieza a principios de los años 1980 está marcado por una evolución importante entre 'era del gobierno' y 'era de la gobernanza'. Esta última 'era' se caracteriza por una recomposición del papel del Estado, por la pérdida de centralidad de las autoridades públicas en los sistemas de actores que se abren a la sociedad civil y por la naturaleza cada vez más intersectorial de los problemas a los que se enfrentan las metrópolis. La planificación espacial sigue esta evolución de la acción pública aplicándose a territorios más amplios, tratando de amoldarse a los contornos de las zonas metropolitanas funcionales, integrando más actores y volviéndose más intersectorial mediante innovaciones procedurales que se dan en la mayoría de los países.Pero la 'era de la gobernanza' no es necesariamente el porvenir de las metrópolis europeas. En primer lugar, existe un problema de efectividad y eficacia de las políticas públicas que los dispositivos mismos de la gobernanza no resuelven. En segundo lugar, existe un problema de implicación y de participación de los actores económicos y sociales, y de la población misma, en las políticas públicas. En tercer lugar, al desdibujar las fronteras entre lo político y lo económico, entre lo público y lo privado, la 'era de la gobernanza' suscita numerosas críticas. Por último, al negar el conflicto, se revela incapaz de producir las decisiones necesarias de cara a las demandas de las poblaciones urbanas.Todos estos elementos hacen plausible la hipótesis según la cual la 'era de la gobernanza' sólo es un intermedio que está llegando a su fin y que puede dar lugar a dos evoluciones. La primera, que no se aborda en el artículo, ve cómo las metrópolis europeas evolucionan hacia una ingobernabilidad estructural debido al crecimiento de la conflictividad de la sociedad urbana causada por la fragmentación que se desarrolla en ella (fragmentación en el seno de los sistemas políticos, económicos y sociales; fragmentación también en las relaciones entre estos sistemas). La segunda evolución posible, que se aborda en el artículo, pone el énfasis en la emergencia de nuevos actores hegemónicos cuya configuración puede variar según los países y las metrópolis consideradas. En este último caso, la planificación aparece como el lugar donde se lleva a cabo la constitución de estos nuevos actores hegemónicos y, a la vez, como lo que está en juego con ella.Para tratar estas cuestiones, el artículo utiliza principalmente estudios empíricos elaborados sobre ciudades francesas, italianas, británicas, españolas y holandesas, en el marco de las investigaciones dirigidas por el autor.AbstractBoth for local power and public policies, the period that started in the early eighties saw a major shift from the 'government era' to the 'governance era'.The latter's characteristics are a recomposition of the role of the State, a loss of centrality for the public authorities in stakeholder systems that open themselves to civil society and the growing intersectorality of the problems metropolises are confronted to. Spatial planning follows this evolution of public action and tries to shape itself according to the functional metropolitan areas outlines, to integrate more and more stakeholders and to become more intersectoral through procedure innovations which happen in most countries.However, the 'governance era' is not necessarily bound to be the future for European metropolises. In the first place, there is an efficiency problem concerning public policies that is not being solved through governance's own devices.Then, there is also a problem as far as economic and social stakeholders, as well as the population itself, are concerned, when it comes to implicating themselves in and participating to public policies.Thirdly, since it blurs the borders between politics and economics, between public and private matters, 'governance era' has been subject of much criticism. Last but not least, since it denies the existing conflict, it appears unable to produce the necessary measures that would address the demands of urban dwellers.All these elements give weight to the hypothesis according which the 'governance era' is only a transition period that is reaching its end and that might evolve in two directions.The first possible evolution, which is not addressed in this article, would see European metropolises evolve towards a structural ungovernability due to growing conflictivity in urban society as a result of the fragmentation that happens within it (a fragmentation within political, economic and social systems, and also a fragmentation in the relationships between these systems).The second possible evolution, which is addressed in this article, would emphasize the emergency of new hegemonic stakeholders whose configuration may vary according to countries and metropolises. In the latter case, planification would appear as the place where these new hegemonic stakeholders would constitute themselves as well as what is at stake.To address these questions, the article draws upon empirical studies dealing with French, Italian, British, Spanish and Dutch towns within the framework of the author's research.
Las áreas metropolitanas se han convertido en lugares en los que tienen lugar algunos de los mayores desafíos para el gobierno de nuestras sociedades (desigualdades sociales y territoriales, desarrollo económico, la diversidad étnica y cultural, la preservación del medio ambiente, etc.). Sin embargo, a pesar de su relevancia como espacios para el tratamiento de estos problemas, las áreas metropolitanas tienen grandes dificultades para transformarse en territorios políticos, es decir, para alcanzar un nivel de agente político suficiente (como actor colectivo) para producir políticas adecuadas que aborden estos problemas y produzcan estrategias colectivas que orienten su desarrollo futuro. Para tratar este tema, este artículo se centrará en primer lugar en los principales obstáculos que les impiden alcanzar el nivel de actor político, que son comunes a la mayoría de los países europeos: la resistencia del Estado a otorgar a estos territorios las funciones y recursos adecuados en el proceso de descentralización y su preferencia por el reforzamiento de los niveles de gobierno existentes; la oposición de estos niveles de gobierno y la falta de apoyo de la sociedad civil (actores económicos y población). En un segundo apartado, este artículo presentará diferentes experiencias que han tenido lugar en la última década para superar estos obstáculos. Centrándose en la pacificación de las relaciones de poder a nivel metropolitano mediante conferencias, cartas y pactos metropolitanos y "políticas procedimentales" como la planificación estratégica, el autor considera que estas experiencias no parecen ofrecer potencialidades para la reducción del conflicto político entre actores y concluye con un tono pesimista sobre la gobernabilidad de las áreas metropolitanas. ; Metropolitan areas have become places where some of the major issues and stakes for the government of our societies are taking place (social and territorial inequalities, economic development, the question of ethnical and cultural diversity, environmental preservation, etc.). However, in spite of their relevance as spaces to address these issues, metropolitan areas have great difficulties to become political territories, that is to reach a sufficient political agency (act as collective actor) to produce adequate policies to deal with these issues and to produce collective strategies to orient their future development. To substantiate this statement, the article will first focus on the major obstacles which prevent metropolitan areas to reach agency and which are common to most of European countries: the resistance of the State to grant these territories with adequate competences and resources in the decentralization process and its preference towards the strengthening of existing governmental tiers; the opposition of these governmental tiers along with the lack of support from civil society (economic actors and the inhabitants). In a second section, the article will present the various experiences launched in the last decade to alleviate these obstacles. Focusing on the pacification of power relations at the metropolitan level through metropolitan conferences and metropolitan charters and pacts and on 'procedural policies' such as strategic planning, the author estimates that these experiences do not seem to offer the potentialities to reduce political conflicts between actors and concludes with a pessimist tone on the unlikely governability of metropolitan areas.
The failure of top‐down imposed institutional reform for metropolitan areas in the western world has called for new conceptions of institution‐building. A bottom up, governance type approach is now considered in various countries which focuses on flexible, voluntary and partnership elements of collective action through which institution is no longer considered as a ready‐made object but as a process. A large part of the literature insists upon the effectiveness of this approach through the search for consensus and highlights its internal elements as conditions of success. However, this conception forgets the political and ideological dimensions of institution‐building and, consequently, the likely conflicts and obstacles unresolved by governance. This article discusses the relationships between metropolitan government and governance taking a few western urban areas as examples and questions the apparent success of the ongoing metropolitan experiences.
International audience ; The article reviews the conditions for the creation of Métropoles, but also looks at what makes its originality. From the very beginning, the exclusively online review and access to its articles has been free. Métropoles made the metropolitan fact its central object at a time when the issue was not at the center of political or scientific concerns. It was conceived from the outset as a multidisciplinary journal. Ten years after its creation, Métropoles has somehow been caught up by history. "Metropolization" in all its forms is at the heart of many public debates, at both national and local level. The editorial landscape has also expanded, with many publications, of an academic nature or oriented towards a broader audience, tackling the metropolitan fact. In this changing landscape, Métropoles has nevertheless kept its originality. It is one of the few journals where the hypothesis according to which metropolises constitute environments that can secrete specific political operations, practices and mobilizations is taken seriously. ; L'article revient sur les conditions de création de la revue Métropoles, mais aussi sur ce qui fait son originalité. La revue est dès le départ uniquement en ligne et son accès est gratuit.
