Wie wir mit den Landschaften umgehen, in denen wir leben, hängt entscheidend davon ab, wie darüber kommuniziert wird und welche Bilder und Vorstellungen davon zirkulieren. In diesem Band werden alltagsweltliche Landschaftskonstruktionen ebenso beleuchtet wie planerische Landschaftsverständnisse, Landschaftskonzepte in Windenergiediskursen und kulturlandschaftliche Handlungsräume. Die Beiträge verknüpfen soziologische und politikwissenschaftliche Zugänge mit reichhaltigen empirischen Befunden, wodurch der Band für Sozialgeographen, Planungswissenschaftler und Praktiker gleichermaßen interessant

Wenn man räumliche Planung verstehen möchte, ist es wichtig, die Selbstverständnisse und beruflichen Identitäten der handelnden Akteure zu kennen. Bislang ist dazu in Deutschland kaum geforscht worden. Der Beitrag basiert auf einem Forschungsansatz, der berufliche Identitäten als Ergebnis des Zusammenwirkens gesellschaftlicher Anforderungen und eigener Handlungen in den Fokus rückt. Es wird gezeigt, welche Rollen Regionalplanern von außen zugewiesen werden und wie Regionalplaner selber ihre beruflichen Identitäten wahrnehmen und daran arbeiten. Anhand von Dokumentenanalysen und autobiographisch-narrativen Interviews wird untersucht, welche Subjektpositionen in schriftlichen Diskursfragmenten, die sich auf Regionalplanung und Windenergie beziehen, zu finden sind, welchen äußeren Anforderungen sich Regionalplaner ausgesetzt sehen, welche Ansprüche sie selber an ihr berufliches Handeln stellen, welche Techniken des Selbst sie praktizieren und welche diesbezüglichen Spannungen sie wahrnehmen. Die Ergebnisse knüpfen an internationale Untersuchungen über planerische Identitäten an und können als Angebot an die Praxis gelesen werden, individuelle Praktiken und Spielräume der Identitätsarbeit zu reflektieren.

As planning systems in many countries have faced growing pressure over recent years, this has turned the spotlight on ethical aspects of planning, in particular the roles and identities of planners. Here the notions of ideology and subjection have served as important theoretical resources. However, these lines of thought have rarely been integrated, meaning that most studies on ideology have remained at a macro level of analysis. In response to this lacuna, the present paper uses Althusser's concept of ideology and Butler's concept of recognition to examine how planners perceive the scope and limits of their actions. From an ideology- and subjection-theoretical perspective, we analyse excerpts from narrative interviews conducted as part of a research project on the subjection of regional planners in Germany. Specifically, we focus on calls for public participation, using these as a basis to discuss planners' scope of action and to identify three forms of "insisting on not being addressed in that way" (Judith Butler) at the micro level. They illustrate that interpellation and subjection are not linear, straightforward phenomena, but offer many possibilities for misrecognition or subtle forms of counter-action that could be explored more fully in future empirical research.

National audience ; Recent years have seen a proliferation of conceptual studies for ecological networks in Germany as well as related implementation projects. The notion of ecological networks is enshrined both in German planning legislation and in nature conservation laws. The objective of this contribution is to highlight the interfaces of ecological networks and spatial planning in Germany with regard to legal stipulations, conceptual approaches and practical examples. While this requires an overview of some basic features of Germany's federal structure and its elaborate system of spatial planning, our main focus is on federal regulations and policies. Where possible, examples are taken from the subnational level, specifically from Bavaria, as Germany's share of the alpine arc is almost entirely covered by this state. We begin by introducing legal requirements for ecological networks and related technical criteria, concepts and strategies. Then we turn to spatial planning, describing how ecological networks are dealt with in statutory spatial planning. A further section looks at how ecological networks are considered in informal, non-statutory programmes and plans. We conclude with a discussion of achievements and challenges regarding ecological networks and spatial planning in Germany. ; Le concept de réseau écologique est inscrit à la fois dans la législation allemande en matière de planification spatiale et dans les lois sur la conservation de la nature. L'objectif de cette contribution est de mettre en évidence les interfaces entre les réseaux écologiques et la planification spatiale en Allemagne en termes de dispositions légales et d'approches conceptuelles. Le document est illustré par des études de cas de la Bavière, le plus important Land allemand au sein de la région alpine.

Das Erstarken populistischer Kräfte stellt die räumliche Planung vor neue Herausforderungen, weil daraus sowohl inhaltliche als auch verfahrensbezogene Konflikte entstehen können. Ziel des Beitrags ist es, drei demokratie- und planungstheoretisch begründete Perspektiven auf Populismus und Planung zu entwickeln und Schlussfolgerungen für Planungspraxis und Planungsforschung zu ziehen. Dabei handelt es sich um elitenorientierte, rational-technokratische Theorien, um deliberative, beteiligungsorientierte Theorien sowie um radikaldemokratisch-agonistische Theorien. Übersetzt man diese theoretischen Perspektiven in planerische Grundorientierungen, dann ergibt sich ein differenzierter Blick auf fünf mögliche Optionen zum Umgang mit populistischen Akteuren und Tendenzen in der Planungspraxis: "ignorieren", "argumentieren", "integrieren", "exkludieren" und "profitieren". So könnten Planer und Populisten unter bestimmten Annahmen zu Verbündeten werden, die beispielsweise das Interesse an der Re-Politisierung bestehender Zustände teilen. Und schließlich werden aus den verschiedenen theoretischen Blickwinkeln heraus Themen und Fragen für weitergehende Untersuchungen vorgeschlagen. ; The rise of populist forces presents a new challenge to spatial planning because of its potential for conflict in substantial and procedural terms. The aim of the article is to develop three perspectives on populism and planning based on democracy and planning theory and to draw conclusions for planning practice and planning research. The theories consulted are elitist, rational-technocratic theories, deliberative, participatory theories as well as radical democratic-agonistic theories. If we are to translate theses perspectives into planners' hypothetical courses of actions, a nuanced picture of possible strategies of action in dealing with populist actors and tendencies comes about. Planning practitioners may choose strategies like "ignoring", "arguing", "integrating", "excluding" and "profiting from" populists. As such, planners and populists might become allies sharing a common interest in re-politicizing current conditions. Concluding, with said theoretical perspectives in mind, the contribution offers topics and questions for further research.
