Can Public Management Reform Be Allied With Staff Participation?: The Case of Public Bus Transport in the Netherlands

Plans for management reform are subject to mandatory consultation with staff representatives. Indirect staff participation is generally viewed as a complement of direct forms of participation. The case of one public bus company offers an opportunity to examine the effects of teamwork on service performance and quality of work and the contribution of staff participation to the reform process. The effects of teamwork are positive, and teams are interested in enhancing public service. However, the contribution of indirect staff participation to the reform process is faced with suspicion of infringement of employment rights and employee solidarity.
Multimedia Industry Networks and Regional Economic Development Policies: The Case of the Netherlands
Die aufkommende Informationswirtschaft ist mit Prozessen verbunden, die auch die Informations- und Kommunikationsindustrie grundsätzlich ändern. Einer dieser Prozesse - Konvergenz - bringt die Multimediaindustrie als dynamischer Kern dieser Informations- und Kommunikationsindustrie hervor. Die Organisation der Multimediaproduktion ist ein exemplarisches Beispiel des zu der Informationswirtschaft gehörenden neuen Paradigmas der Organisationskonfiguration, d.h. der Networkorganisation. Obwohl angenommen wird, dass Informations- und Kommunikationstechnologien den Standort der Firmenaktivitäten weniger wichtig, wenn nicht irrelevant machen, sind Multimediafirmen in der Regel regional konzentriert, und versuchen viele regionale Behörden, die Multimediaindustrie zur treibenden Kraft ihrer regionalen wirtschaftlichen Entwicklung zu machen. In diesem Artikel wird dieses Paradox sowohl aus theoretischer als auch aus empirischer Sicht behandelt.

One element of the future of the trade unions is the recognition of the differentiation of the labour force and the need for differentiated bargaining agendas. However, putting new items on the agenda is not enough to attract categories of workers which are now generally underrepresented such as young workers, women and workers in the private service sectors. In addition, the form of collective agreements should facilitate a differentiated implementation through democratic participation and individual autonomy.for the workers involved. The article illustrates the need for this type of flexible unionism on the basis of empirical studies of white-collar workers and workers in the commercial service sectors. Since differentiation may be felt to call into question traditional union understandings of solidarity, this topic will be reflected on in the concluding section of this article.

Künftig müssen die Gewerkschaften anerkennen, daß die modernen Arbeitnehmerinnen und Arbeitnehmer sich von denen früherer Zeiten unterscheiden und daß auch die Struktur dieser Gruppe differenzierter geworden ist. Dieser Entwicklung müssen auch Tarifverhandlungen Rechnung tragen. Allerdings reicht es nicht aus, einfach neue Themen auf die Tagesordnung zu setzen, um so Arbeitnehmergruppen anzuziehen, die in den Gewerkschaften unterrepräsentiert sind: junge Leute, Frauen und Beschäftigte im privaten Dienstleistungsgewerbe. Vielmehr sollten, um dieses Ziel zu erreichen, Tarifverhandlungen Elemente von demokratischer Teilhabe und Autonomie für die davon betroffenen Arbeitnehmerinnen und Arbeitnehmer enthalten. In diesem Artikel, der sich auf Studien über Angestellte und Beschäftigte im privaten Dienstleistungssektor stützt, geht es um solch einen flexiblen Ansatz: Da ein differenzierterer Ansatz auch als eine Gefahr für das traditionelle Verständnis von gewerkschaftlicher Solidarität verstanden werden könnte, wird dieser Punkt im Schlußabschnitt behandelt. Bildungspolitik, Spaltung des Arbeitsmarktes und Emanzipation

Der Autor skizziert zunächst die Entwicklungen auf dem niederländischen Arbeitsmarkt in den achtziger Jahren. Hieran anschließend folgt eine Übersicht über die wichtigsten Veränderungen in der Bildungspolitik. "Kennzeichnend für die niederländische Bildungspolitik in den achtziger Jahren war der Versuch, den Anschluß des Bildungswesens an einen sich verändernden Arbeitsmarkt herzustellen." Im weiteren wird der Frage nachgegangen, ob die Bildungspolitik der Regierung nur die bestehenden gesellschaftlichen Unterschiede sozialer Ungleichheit reproduziert oder emanzipatorische Möglichkeiten schafft. Was bei der Beurteilung der niederländischen Bildungspolitik auffällt, so das Fazit, ist, "daß die Theoriebildung und die Forschungsergebnisse über Bildung und gesellschaftliche Unterschiede aus den siebziger und achtziger Jahren noch immer aktuell sind." Abschließend werden einige zukünftige Forschungsaufgaben skizziert (Veränderungen im Bildungswesen im Verhältnis zu Veränderungen innerhalb der Lohnarbeit; der emanzipatorischen Aspekt von Bildung). This article examines the impact of austerity policies in seven EU Member States on municipal employment and the ways in which social dialogue can influence consequences for employees. It provides a comparative institutional framework, looking at municipal tasks and powers, and the social dialogue institutions available in the respective countries. In addition, the outcomes of austerity policies are compared with regard to wages, employment levels and the public service provision, as well as the influence of social dialogue institutions on these outcomes. Trade unions and workplace employee representatives face a dilemma, having to choose between concession bargaining and opposition to employer plans in order to preserve public sector employment. Between and within countries there seem to be significant differences in their success. Generally speaking, however, these are tough times for municipal workers, their representatives and citizens dependent on the services municipalities offer.

Leadership Behavior in Public Organizations: A Study of Supervisory Support by Police and Medical Center Middle Managers

Leadership behavior is recognized as an important variable in the Human Resource Management (HRM)-Performance chain. However, in most studies, leadership behavior is viewed as an independent variable, and one that influences employees' attitudes and behavior. Because of this premise, claims that public managers' discretionary room for supervisory support is constrained, and that personal motivation is the most important reason for a manager engaging in supervisory support, have not been systematically examined. This article fills this gap by examining the antecedents of supervisory support by middle managers in the police force and in an academic medical center in the Netherlands. The results show that the extent of the discretionary room that middle managers experience has an effect on supervisory support and that this relationship is mediated by their willingness to support employees. Furthermore, a manager's supportive ability is an important additional antecedent.
