States have interests, not friends – this appears to be common knowledge amongst both practitioners and researchers of international relations. Against this view, this dissertation argues that there is indeed room for the concept of friendship in international relations, and that a refined understanding the associated dynamics not only helps us to better analyze a changing global order, but also China-Africa relations. Building on the constructivist literature on state identity as well as findings from psychology, sociology, and anthropology, in a first step a new model of international friendship is developed. It denotes a dependable relationship between states which recognize each other according to their own self-images, and which due to mutual identification as well as frequent exchanges and close cooperation have developed a relationship that can be called intimate. Importantly, while these friendships do not mean that unequal power and competing interests become irrelevant, they nevertheless allow the involved states to manage de-facto inequality and differing interests in a constructive manner, and thus form a central pillar in the construction of legitimate international orders. This model of international friendship is subsequently used to analyze Sino-Ethiopian and Sino-South African relations. Focusing on the views of the involved elite actors, the complex interplay of interests and identity in contemporary China-Africa relations is highlighted, and how the two bilateral relationships gradually acquired their current qualities through a series of conscious decisions by the ruling elites. Today, notions of historically grown ties of solidarity, shared strategic interests and a commitment to a common project of alternative modernization and global transformation form the basis of two relations that China frequently lauds as harbingers of a "new type of international relations." As such, Sino-Ethiopan and Sino-South African relations also provide important inshigts into what a Chine-centered international order might look like – at least for those states that accept this order and its Beijing-defined rules and roles as legitimate. ; Staaten haben keine Freunde, sondern Interessen – das scheint sowohl unter Praktikern als auch unter Forschern der internationalen Politik allgemein bekannt zu sein. Entgegen diese weit verbreiteten Ansicht argumentiert diese Dissertation, dass es in der Tat Raum für das Konzept von Freundschaft in den internationalen Beziehungen gibt, und dass ein besseres Verständnis der hiermit verbundenen Dynamiken nicht nur dazu beiträgt, eine sich verändernde globale Ordnung besser zu verstehen, sondern auch die Beziehungen zwischen China und Afrika. Aufbauend auf der konstruktivistischen Literatur zu staatlicher Identität sowie Erkenntnissen aus Psychologie, Soziologie und Anthropologie wird in einem ersten Schritt ein neues Modell internationaler Freundschaft entwickelt. Es bezieht sich auf eine verlässliche Beziehung zwischen Staaten, die sich gegenseitig entsprechend ihres eigenen Selbstverständnisses anerkennen, und die durch gegenseitige Identifikation sowie häufigen Austausch und enge Zusammenarbeit eine als intim zu bezeichnende Beziehung entwickelt haben. Dies bedeutet zwar nicht, dass ungleiche Macht und konkurrierende Interessen irrelevant werden; aber sie ermöglichen es den beteiligten Staaten, konstruktiv mit potenziell konfliktreichen Fragen von Macht und Interesse umzugehen, und bilden so eine zentrale Säule legitimer internationaler Ordnungen. In einem zweiten Schritt wird dieses Modell der internationalen Freundschaft zur Analyse der chinesisch-äthiopischen und chinesisch-südafrikanischen Beziehungen herangezogen. Ausgehend von den Sichtweisen der jeweiligen Staatseliten wird das komplexe Zusammenspiel von Interessen und Identitäten in den gegenwärtigen Beziehungen zwischen China und Afrika beleuchtet, und wie die beiden bilateralen Beziehungen durch eine Reihe bewusster Entscheidungen schrittweise ihre aktuellen Qualitäten erworben haben. Heute bilden geteilte Ideen von historisch gewachsener Solidarität, überschneidendend strategischen Interessen und dem gemeinsamen Engagement für ein Projekt alternativer Modernisierung und globaler Transformation die Grundlage für zwei Beziehungen, die von China als beispielhafte "internationale Beziehungen neuen Typs" gepriesen werden. Somit liefern die chinesisch-äthiopischen und chinesisch-südafrikanischen Beziehungen auch wichtige Einblicke, wie eine chinazentrierte internationale Ordnung aussehen könnte - zumindest für diejenigen Staaten, die diese Ordnung und ihre von Peking definierten Regeln und Rollen als legitim akzeptieren.

While it helps to put the overemphasis on Chinese agency in the literature into perspective, the recent debate on the role played by African agency in Sino-African relations generally adopts the same rationalist perspective on international politics, and thus stands to miss important aspects of the relations studied. This paper takes the example of Ethiopia, which is often used to highlight African elites' strategic use of the new options presented by China's rise, and analyses it from a constructivist perspective. Such a perspective proposes that we need to take the role played by ideas, discourses and emotions seriously, and that Ethiopian policy makers do not exist outside a dense web of personal relations, common knowledge, and shared practices that inadvertently structure their relations with China. More specifically, it is argued here that the ruling parties of China and Ethiopia are linked together in an international community of practice, that exchanges within this community have strengthened the perception of like-mindedness, and that Sino-Ethiopian relations therefore rest on a different basis than is acknowledged by purely rationalist accounts.

The discrepancy between de jure and de facto protection of intellectual property rights in China remains a heatedly debated topic. Unfortunately, political motivations have distorted the debate from its very beginning, which has not only resulted in a tendency for the different explanations to be played off against each other, but has also reinforced their specific flaws and biases. This study addresses these problems by advancing and integrating the three main explanatory frameworks for explaining the situation. The resulting integrated framework finds that structural factors such as bureaucratic fragmentation and political decentralization matter most in practical terms, but their durability cannot be understood without putting them into context. The findings also suggest that, contrary to most predictions, the future development of intellectual property protection in China might not follow the path laid down by other countries that have modernized in the past.
