Background: Air pollution by fine aerosol particles is among the leading causes of poor health and premature mortality worldwide. The growing awareness of this issue has led several countries to implement air pollution legislation. However, populations in large parts of the world are still exposed to high levels of ambient particulate pollution. The main aim of this work is to evaluate the potential impact of implementing current air quality standards for fine particulate matter (PM2.5) in the European Union (EU), United States (US) and other countries where PM2.5 levels are high.Methods: We use a high-resolution global atmospheric chemistry model combined with epidemiological concentration response functions to investigate premature mortality attributable to PM2.5 in adults ≥30 years and children <5 years. We perform sensitivity studies to estimate the reductions in mortality that could be achieved if the PM2.5 air quality standards of the EU and US and other national standards would be implemented worldwide.Results: We estimate the global premature mortality by PM2.5 at 3.15 million/year in 2010. China is the leading country with about 1.33 million, followed by India with 575 thousand and Pakistan with 105 thousand per year. For the 28 EU member states we estimate 173 thousand and for the United States 52 thousand premature deaths in 2010. Based on sensitivity analysis, applying worldwide the EU annual mean standard of 25 μg/m3 for PM2.5 could reduce global premature mortality due to PM2.5 exposure by 17 %; while within the EU the effect is negligible. With the 2012 revised US standard of 12 μg/m3 premature mortality by PM2.5 could drop by 46 % worldwide; 4 % in the US and 20 % in the EU, 69 % in China, 49 % in India and 36 % in Pakistan. Abstract
Background
In Europe, ammonia (NH3) emissions strongly contribute to fine particulate matter (PM2.5) pollution and associated premature human mortality. The National Emission Ceilings Directive 2016/2284/EU has set an obligation for all European Union countries to reduce the NH3 emissions by 6%, relative to 2005, by 2020. This study aims to assess the costs and benefits of four NH3 emission abatement options for the compliance of the agricultural sector with the commitments of the European air quality regulatory framework. A regional atmospheric model (WRF/Chem) was used to assess the effects of regulating NH3 emissions reductions on PM2.5 concentrations over Europe. Non-market valuation techniques (value of statistical life) were used to monetize the associated health outcomes.

Results
We calculated that 16 out of the 28 EU member states exceeded their 2020 NH3 emission ceilings in 2016. The highest exceedances from the 2020 emission commitment level occurred in Latvia (15%), Germany (12%) and the UK (12%). Simulation of the required NH3 emission reduction by WRF/Chem showed that relatively large reductions in PM2.5 concentrations occur over central-western Europe and the UK. The largest health benefits (> 5% reduction in premature mortality) were found for Scandinavia. The economic benefit from avoided premature deaths over Europe amounts to 14,837 M€/year. The costs of four NH3 emission abatement options, where each would fully achieve the required emission reduction, range from 80 M€/year for low nitrogen feed to 3738 M€/year for low-emission animal housing, with covered manure storage (236 M€/year) and urea fertilizer application (253 M€/year), in between.

Conclusion
Our analysis indicates that the costs of compliance by the agricultural sector with the commitments of the European air quality regulations are much lower than the economic benefit. Thus, much more ambitious reduction commitments for NH3 emissions could be applied by the EU-28. The monetization of the health benefits of NH3 emission abatement policies and the assessment of the implementation costs can help policy-makers devise effective air pollution control programmes.

AIMS: Ambient air pollution is a major health risk, leading to respiratory and cardiovascular mortality. A recent Global Exposure Mortality Model, based on an unmatched number of cohort studies in many countries, provides new hazard ratio functions, calling for re-evaluation of the disease burden. Accordingly, we estimated excess cardiovascular mortality attributed to air pollution in Europe. METHODS AND RESULTS: The new hazard ratio functions have been combined with ambient air pollution exposure data to estimate the impacts in Europe and the 28 countries of the European Union (EU-28). The annual excess mortality rate from ambient air pollution in Europe is 790 000 [95% confidence interval (95% CI) 645 000–934 000], and 659 000 (95% CI 537 000–775 000) in the EU-28. Between 40% and 80% are due to cardiovascular events, which dominate health outcomes. The upper limit includes events attributed to other non-communicable diseases, which are currently not specified. These estimates exceed recent analyses, such as the Global Burden of Disease for 2015, by more than a factor of two. We estimate that air pollution reduces the mean life expectancy in Europe by about 2.2 years with an annual, attributable per capita mortality rate in Europe of 133/100 000 per year. CONCLUSION: We provide new data based on novel hazard ratio functions suggesting that the health impacts attributable to ambient air pollution in Europe are substantially higher than previously assumed, though subject to considerable uncertainty. Our results imply that replacing fossil fuels by clean, renewable energy sources could substantially reduce the loss of life expectancy from air pollution.

AbstractAir pollution from fine particulate matter (PM2.5) has been associated with various health implications that can lead to increased morbidity and excess mortality. Epidemiological and toxicological studies have shown that carbonaceous particles (black carbon and organic aerosols) may be more hazardous to human health than inorganic ones. Health impact studies and emission reduction policies are based on total PM2.5 concentration without differentiating the more harmful components. In such assessments, PM2.5 and their sub-component concentrations are usually modeled with air quality models. Organic aerosols have been shown to be consistently underestimated, which may affect excess mortality estimates. Here, we use the WRF-Chem model to simulate PM2.5 (including carbonaceous particles) over the wider European domain and assess some of the main factors that contribute to uncertainty. In particular, we explore the impact of anthropogenic emissions and meteorological modeling on carbonaceous aerosol concentrations. We further assess their effects on excess mortality estimates by using the Global Exposure Mortality Model (GEMM). We find that meteorological grid nudging is essential for accurately representing both PM2.5 and carbonaceous aerosols and that, for this application, results improve more significantly compared to spectral nudging. Our results indicate that the explicit account of organic precursors (semi-volatile and intermediate-volatile organic carbons—SVOCs/IVOCs) in emission inventories would improve the accuracy of organic aerosols modeling. We conclude that uncertainties related to PM2.5 modeling in Europe lead to a ∼15% deviation in excess mortality, which is comparable to the risk model uncertainty. This estimate is relevant when all PM2.5 sub-components are assumed to be equally toxic but can be higher by considering their specific toxicity.
