Peace and Conflict Impact Assessment (PCIA) and other conflict-sensitive analytical tools are currently high on the agenda of development and humanitarian organisations. This article asks how far these tools can actually contribute to better development and humanitarian assistance in the context of conflict. For this, it attempts to match agency expectations with the existing tools for conflict analysis and impact assessment. It discusses key methodological challenges to developing conflict-sensitive tools and looks at the lessons learned from using them within aid administrations. The paper concludes on a cautious note, calling for more realistic expectations regarding the analysis that can be provided and reminding aid agencies that tools are just one element in the complex process of mainstreaming conflict-sensitivity.

Die Autorin stellt neue Erklärungsansätze für die geringe Nachhaltigkeit von Entwicklungsprojekten anhand von Projektbeispielen vor. Das Verhältnis zwischen Projekt und lokaler Bevölkerung ist in der Regel durch eine unvollkommene Kenntnis der jeweiligen Handlungsbedingungen und eine sich daraus ergebene Handlungsunsicherheit charakterisiert, die seitens des Projekts eine kaum realisierbare Flexibilität erfordert. Nicht nur die Planung, sondern auch das Management von Entwicklungsprojekten in Auseinandersetzung mit den Interessen der betroffenen Bevölkerung ist ein politischer Prozeß, der langfristig zu einer grundlegenden Veränderung der ursprünglichen Projektstruktur führen kann. Gegenüber der Forderung nach Nachhaltigkeit isolierter Projekte formuliert die Autorin den Vorbehalt, daß Entwicklung als ein endogener und gesamtgesellschaftlicher Prozeß zu verstehen ist, für den von außen günstige Rahmenbedingungen geschaffen werden müssen. Nur so kann sich die Differenz zwischen dem hohen Handlungsdruck, dem sich Entwicklungsprojekte ausgesetzt sehen, und den geringen tatsächlichen Handlungsmöglichkeiten verringern. (prc)
