This paper examines the regional dynamics emerging in Switzerland through Protected Designations of Origin (PDO) and Protected Geographical Indications (PGI) devices, in which a large number of typical agricultural products get involved. Extending R. Balme's works on neo‐regionalisms, we approach those dynamics as a new, globalization‐oriented way of regional mobilization. Our empirical research shows how professional bodies together with regional authorities ("cantons"), through a relevant use of the PDO‐PGI device, enact a clear, legitimate presence of rural territories in globalization. The PDO‐PGI device can thus be analyzed as a negotiated way of connecting local and global, especially favored by the successful adaptation of neo‐regionalism to federalism logics in the Swiss context.

"Der vorliegende Artikel befasst sich mit den regionalen Bestrebungen um die Einführung von geschützten Ursprungsbezeichnungen (GUB) und geographischen Angaben (GGA) für landwirtschaftliche Erzeugnisse. Den Arbeiten von R. Balme über den Neo-Regionalismus folgend betrachten wir diese Bestrebungen als neue Form von regionaler Mobilisierung, welche sich an der Globalisierung orientiert. Unsere Empirische Untersuchung zeigt, wie neue, professionell organisierte Gruppierungen gemeinsam mit gewissen Kantonen eine sichtbare und legitime Präsenz der ländlichen Gebiete im Kontext der Globalisierung begünstigen. Dazu nützen sie die Möglichkeiten des Systems der geschützten Ursprungsbezeichnungen und geographischen Angaben. Dieses System kann demnach als ausgehandeltes Bindeglied zwischen lokaler und globaler Ebene untersucht werden, welches eine besonders günstige Anpassung des Neo-Regionalismus an die Logik des schweizerischen Föderalismus erlaubt." A travers l'examen des structures institutionnelles locales et des pratiques des citoyens, le processus de métropolisation de l'arc lémanique révèle en particulier un décalage entre les espaces politiques et vécus. L'émergence d'un espace métropolitain où la mobilité se renforce, où les appartenances se modifient entraîne un changement des règles du jeu et des échelles des problèmes politiques que l'organisation institutionnelle n'a pas intégré. Le comportement individuel est également modifié par les transformations sociales induites par l'urbanisation.
Résumé La participation est (re)devenue un objet important dans le domaine des études urbaines, donnant lieu à des controverses autour de « promesses » de démocratisation de la vie politique locale. Bernard Jouve a traité cette thématique dans plusieurs de ses travaux en s'intéressant d'abord à la gouvernance urbaine puis en approfondissant la question de la démocratie métropolitaine. Sa perspective d'analyse critique s'est construite sur une articulation remarquable entre des investigations empiriques poussées et la mobilisation de cadres d'analyse à la fois meso et macro. En prenant deux cas bien différents (les conseils de développement en France et l' e-participation ), cet article souhaite souligner l'utilité, en particulier heuristique, de ces cadres d'analyse et revenir sur l'hypothèse exploratoire d'une « démocratie différentielle » en formation dans les démocraties occidentales. Cette entrée nous permet d'ouvrir une discussion sur ses conclusions lucides et pessimistes concernant l'instrumentalisation des dispositifs participatifs par les acteurs dominants du pouvoir urbain.
