For those championing an international institutional solution to climate change, the forest-climate linkage through reduced emissions from deforestation and forest degradation and forest enhancement (REDD+) may be one of the most promising strategic linkages to date. Following a series of forest-focused interventions that did not live up to their promise, global forest politics have now, through REDD+ deliberations, been institutionally subsumed into the climate regime. We argue that to realize its potential, REDD+ policy mechanisms must be careful to move away from the commodification of forest stewardship that reinforces short-term strategic positions of powerful producing and consuming interests whose current activities are the culprits of global forest decline. To achieve such an outcome, we argue that institutions must develop on the basis of a "logic of problem amelioration" in which the rationale for achieving clearly defined environmental and social goals is rendered transparent. This could be achieved through the formalization of a "dual effectiveness test" in which interventions are evaluated for their potential to simultaneously ameliorate both global climate change and forest degradation.

AbstractCOVID-19 has caused 100s of millions of infections and millions of deaths worldwide, overwhelming health and economic capacities in many countries and at multiple scales. The immediacy and magnitude of this crisis has resulted in government officials, practitioners and applied scholars turning to reflexive learning exercises to generate insights for managing the reverberating effects of this disease as well as the next inevitable pandemic. We contribute to both tasks by assessing COVID-19 as a "super wicked" problem denoted by four features we originally formulated to describe the climate crisis: time is running out, no central authority, those causing the problem also want to solve it, and policies irrationally discount the future (Levin et al. in Playing it forward: path dependency, progressive incrementalism, and the "super wicked" problem of global climate change, 2007; Levin et al. in Playing it forward: Path dependency, progressive incrementalism, and the "super wicked" problem of global climate change, 2009; Levin et al. in Policy Sci 45(2):123–152, 2012). Doing so leads us to identify three overarching imperatives critical for pandemic management. First, similar to requirements to address the climate crisis, policy makers must establish and maintaindurablepolicy objectives. Second, in contrast to climate, management responses must always allow for swiftchangesin policy settings and calibrations given rapid and evolving knowledge about a particular disease's epidemiology. Third, analogous to, but with swifter effects than climate, wide-ranging global efforts, if well designed, will dramatically reduce domestic costs and resource requirements by curbing the spread of the disease and/or fostering relevant knowledge for managing containment and eradication. Accomplishing these tasks requires building the analytic capacity for engaging in reflexive anticipatory policy design exercises aimed at maintaining, or building, life-saving thermostatic institutions at the global and domestic levels.

It is widely acknowledged that the greenhouse gas emissions reduction pledges made by national governments are insufficient to achieve what is required by science to avoid dangerous levels of global warming. In parallel to the formal climate negotiations, a multitude of international cooperative initiatives (ICIs) are now engaging in efforts to address the growing emissions gap. A database and web platform have been developed that presents the most current and comprehensive publically available collection of information on ICIs in operation. The web platform includes details of more than 180 mitigation-focused initiatives that have the potential for impact at the global scale. The project also makes recommendations for continuing support for the database and additional activities to support an increasing use of the database to inform negotiators and other stakeholders.

With the target date for the Millennium Development Goals (MDGs) behind us, this book asks did they work? And what happens next? Arguing that to effectively look forward, we must first look back, the editors of this insightful book gather leading scholars and practitioners from a range of backgrounds and regions to provide an in-depth exploration of the MDG project and its impact. Contributors use region-specific case studies to explore the effectiveness of the MDGs in addressing the root causes of poverty, including resource geographies, early childhood development and education, women's rights and disability rights as well as the impact of the global financial crisis and Arab Spring on MDG attainment.
