Nach dem Ende des Kalten Krieges kommt es auch im Afrika südlich der Sahara zu politischem Wandel. Tendenzen zu politischer Liberalisierung bedingen aber noch keine gesicherte Demokratisierung. Festzustellen ist eine Stärkung der Zivilgesellschaft ('civil society') etwa durch die Verbreitung autonomer Vereinigungen und sozialer Netzwerke. Die Entwicklung der Zivilgesellschaft, die als Voraussetzung für eine partizipatorische Regierungsweise gesehen werden muß, wird als Teil eines langwierigen Entwicklungsprozesses zur Herausbildung von auf Wettbewerb angelegten partizipatorischen Regimen in Afrika verfolgt.
