When President Siyad took power in 1969 'Tribalism', which was associated with nepotism and corruption, was officially banned. In practice, however, it continued in government as the president surrounded himself with ministers drawn from his own patrilineal clan, the Marehan. This has caused further tension threatening the stability of the country. (AFH)

In the lives of nations, as of men, reputations all too often achieve their widest currency when they are already out of date. The Somali Republic is no exception to this general rule. Although the real circumstances had already significantly altered before the military brusquely seized power in October 1969, Somalia was still generally known for democracy at home and trouble abroad. The first of these characterisations referred to the striking persistance of a vigorous and effective multi-party parliamentary system, and the second to the seemingly uniquely intractable nature of the 'Somali Dispute' which committed the Republic to supporting the secessionist claims of the contiguous Somali populations of Kenya, Ethiopia, and French Somaliland, at the price of severely strained relations with these neighbouring states. These and other attributes unusual amongst the new states of sub-Saharan Africa appeared to be closely connected with the Republic's exuberant sense of national identity, a quality all the more remarkable in being firmly grounded in a long-standing and entirely traditional cultural nationalism.

This seminar was held at the Institute of Ethiopian Studies, under the general chairmanship of Dr I. M. Lewis of University College, London. It was organised by Dr Richard Pankhurst and ProfessorJ. Comhaire, with financial assistance from the British Ministry of Overseas Development. The seminar was attended by anthropologists currently engaged in field-work and by members of the Haile Selassie I University's Faculties of Arts, Law, Medicine, Business Administration, and the Institute of Ethiopian Studies, as well as staff of the Ministry of Community Development and Public Health. A number of visiting scholars, including Professor V. L. Grottanelli, participated in the meeting. Reports were received on field-work in Somalia and the Sudan as well as in Ethiopia: and the following papers were given: Dr D.
