Health care report cards improve information and are a crucial part of health care reform of the federal government of the United States. I exploit a natural experiment in the home health sector to assess whether a higher rating under the star ratings program affects patient choice. Higher rated agencies increased their market share by 1.4% or 0.25 (95% confidence interval: [−0.63, 1.12]) percentage points, a practically and statistically insignificant amount. I find no evidence of heterogeneous effects across the rating distribution or over time. I also find precise null effects among consumers expected to be more responsive, including community-entry patients and patients in competitive markets with more options and star types. Agencies may have modestly impeded consumer choice by engaging in some patient selection behaviors, although the evidence is only weakly suggestive. The star ratings are unlikely to improve home health quality despite continued policymaker interest.

AbstractValue‐based payment programs, also known as pay‐for‐performance, use financial incentives to motivate providers to invest in quality and are a critical part of Medicare health care reform. This study examines the first year of the Home Health Value‐Based Purchasing program, a nationally representative cluster randomized experiment implemented by the Centers for Medicare & Medicaid Services in 2016. The goal of the program is to achieve better home health care quality. Home health agencies in treatment states were rewarded or penalized based on their performance on agency‐reported and non‐agency‐reported quality measures. The program improved agency‐reported measures by approximately one percentage point, and performance gains suggest a dose‐response relationship with respect to incentive size. However, the performance gains in agency‐reported measures did not reflect true quality improvement. I find evidence that agencies manipulated their coding of patients and inflated their performance. Coding manipulation explains the entirety of the program's impact on agency‐reported measures.

Abstract
Based on broad observations of the development of Confucius Institutes and Classrooms in Africa over a decade, this article focuses on educational partnerships between Chinese and African educational institutions and their implications for international development, as they relate to international development in the era of post-Covid-19. The author identifies the Confucian Zhong-Yong approach to educational partnerships through Confucius Institutes and Classrooms in Africa, a pragmatic model for educational development centered on Confucianism. Three core characteristics of Confucian educational partnerships – demand-driven, ethics-based and pragmatic – are seen as the key to the success of such partnerships. Reflecting on Ubuntu from a Confucian perspective, the author concludes that China's humanistic Zhong-Yong approach to partnerships has a unique potential to re-envision education for international development in ways that may be of interest to such international developmental agencies as the Asian Infrastructure Investment Bank, the World Bank, and the United Nations.

This article builds on the ambiguous concept of the autonomy of universities with three historical turns in two dominant types of universities in the world – the Anglo-Saxon and American models, represented by the British and American institutions, and the Continental models, including the recently emerging Chinese University 3.0. Based on empirical data from two comparative case studies with a documentary analysis approach, I investigate the structure of the zhong-yong model of self-mastery, demonstrating how it may differ from the Western models and offering cultural interpretations for these nuances. The article concludes that self-mastery in the Chinese context provides an additional form of autonomy which is rooted in the pragmatic Confucian concept of zhong-yong. It is also found that through the pragmatism of self-mastery, the zhong-yong model enables Chinese universities to directly serve the state and, at the same time, to legitimate the priority given to their development by state power, thus creating abundant space and resources for them to fully unfold their potentialities. With multilayered and multidirectional power relationships, this model of governance has enabled Chinese universities to radically transform themselves in a short period of time and will allow them to eventually become global leaders, although they may have to sacrifice autonomous freedom in some ways. The education of the two aspects is developed energetically by colleges and can effectively promote students' development, so it is inevitable to realize the organic integration of the two in order to attain the new objective of talent training in colleges. This paper briefly discusses the problems concerning the organic integration of the two. That colleges deepen reform in education, organically integrate ideological and political education with innovative and entrepreneurial education is the key to meet the all-dimensional development need of college students in the new situation and improve college students' comprehensive ability and quality, and is of practical significance for training high-quality excellent talents with the consciousness of responsibility for the society and improving college students' employment difficulties etc. At present, our country pays high attention to the two pieces of work so colleges' organic integration of the two is the necessary means to realize the smooth implementation of the two and strengthen the working effect.
