While stigma has often been implicated in the low take-up of benefits, its aetiology is not well understood. Drawing distinctions from earlier research, notably differentiating personal, social and institutional stigma, the article explores how each is related to each other and how each alone, and in concert, is framed by political and local culture. As case-studies, two of the world's largest social assistance schemes, Dibao and Wubao, are compared in a village in south central China based on ethnographic work with recipients, village cadre charged with implementing both schemes, and non-recipients. In explaining the reasons for the very different level of stigma attaching to each scheme, the article unearths processes of salience to academics and policymakers.

While the reasons for low take‐up of social assistance benefits are complex, stigma is understood to be an important factor. In this study, the proposition that financial need and social rights moderate the deterrent effect of stigma was examined with respect to China as a deviant case. Dibao, the world's largest social assistance scheme, is characterised by high take‐up but poor targeting, stigma and informal discretion in the context of rapidly declining poverty. Qualitative fieldwork reveals how the contrasting stigmas of poverty and abuse are negotiated to claim benefits and illustrates the dangers of implementing social assistance without supportive political, legal and cultural infrastructures.

Abstract. This paper is related to the study of the ion density recorded by the low altitude satellite DEMETER. In a first time there is an automatic search for ionospheric perturbations in the complete satellite data set of ion densities. Then perturbations due to known ionospheric phenomena (for example, solar activity) are eliminated as well as perturbations not above a seismic zone. In a second time, there is a search to know if each selected perturbation corresponds to a future earthquake. The earthquakes have been classified depending on their magnitude and depth. This attempt to predict earthquakes of course generates false alarms and wrong detections. The results of this statistical analysis are presented as function of various parameters. It is shown that the number of false alarms is very important, because the ionosphere has variations not only linked to the seismic activity. The number of wrong detections is also important and can be explained by the fact that the satellite is above a seismic area only a few minutes per day and we do not expect continuous perturbations from a given earthquake. The more important results of this study is that the ratio between detected earthquakes and earthquakes to be detected increases with the magnitude of the earthquakes which intuitively makes sense.

This study investigates the re-entry acculturative experiences and challenges facing foreign-educated returnees working at Chinese universities. Fifteen returnees from five universities in a southwestern province of China participated in semi-structured interviews. The study, using the ABC theoretical framework, highlights the acculturative process of returned academics in terms of role expectations, transformed identities, and cultural learning. The process involves challenges and unmet expectations, including low salaries, heavy workloads, unsupportive administrative bureaucracy, political control, and lack of a healthy academic community culture. There is building consensus that nonstate actors have the potential to drive more ambitious action toward climate targets than governments, thus driving the necessary transition to ensure that humanity remains within a safe operating space. These bottom-up mitigation activities, however, require individual targets on both direct and indirect (upstream) greenhouse gas (GHG) emissions in order to reconcile trade-offs between global and local sustainability goals. Here we use a scenario-driven approach based on a global multiregional input-output (GMRIO) model to develop scope 3 emission reduction targets for individual economic sectors, comparable across countries and geographies. Under an ambitious carbon mitigation scenario for 2035 (that follows a trajectory of 1.75 °C total warming by 2100), global upstream scope 3 emission intensities need to be reduced by an additional 54% compared to a baseline scenario with reference technology. On a sectoral basis, this is equivalent to a 58-67% reduction in energy, transport, and materials, a 50-52% reduction in manufacturing, services, and buildings, and a 39% reduction in agriculture, forestry, and other land use. By aligning indirect supply chain targets with ambitious carbon mitigation scenarios, our approach can be used by nonstate actors to set actionable scope 3 targets and to build climate-compatible business models.

In this paper, the hydrodynamic performance of a single-, dual- and triple-chamber OWC-breakwater are investigated experimentally. In the first instance, quantitative comparisons are implemented to understand the hydrodynamic performance of multi-chamber OWC-breakwaters. Specific attention has been dedicated to the hydrodynamic performance of capture width ratio (CWR), reflection coefficient, transmission coefficient, dissipation coefficient and effective frequency bandwidth. The investigation identified various findings that can be summarized as follows: i) hydrodynamic interactions between chambers in the multi-chamber OWC device has improved wave power extraction characteristics; ii) comparing with the conventional pontoon breakwater, the multi-chamber OWC-breakwater showed better wave attenuation performance in longer waves; iii) wave steepness is important for evaluating the performance of the multiple-chamber OWC-breakwater device; and iv) the implementation of the multi-chamber scheme broadens the effective frequency bandwidth (satisfied the condition of KT 0.2) of OWC-breakwater. ; Key Program for International Scientific and Technological Innovation Cooperation between Governments ; National Natural Science Foundation of China ; China Postdoctoral Science Foundation

We study the problem of locating a single facility on a real line based on the reports of self-interested agents, when agents have double-peaked preferences, with the peaks being on opposite sides of their locations. We observe that double-peaked preferences capture real-life scenarios and thus complement the well-studied notion of single-peaked preferences. As a motivating example, assume that the government plans to build a primary school along a street; an agent with single-peaked preferences would prefer having the school built exactly next to her house. However, while that would make it very easy for her children to go to school, it would also introduce several problems, such as noise or parking congestion in the morning. A 5-min walking distance would be sufficiently far for such problems to no longer be much of a factor and at the same time sufficiently close for the school to be easily accessible by the children on foot. There are two positions (symmetrically) in each direction and those would be the agent's two peaks of her double-peaked preference. Motivated by natural scenarios like the one described above, we mainly focus on the case where peaks are equidistant from the agents' locations and discuss how our results extend to more general settings. We show that most of the results for single-peaked preferences do not directly apply to this setting, which makes the problem more challenging. As our main contribution, we present a simple truthful-in-expectation mechanism that achieves an approximation ratio of (Formula presented.) for both the social and the maximum cost, where b is the distance of the agent from the peak and c is the minimum cost of an agent. For the latter case, we provide a 3 / 2 lower bound on the approximation ratio of any truthful-in-expectation mechanism.
