Digital technologies are becoming increasingly important to environmental defenders,both in terms of tools that facilitate speaking out and/or taking action, and in termsof (digital) risks they face as a result of their involvement. A growing concern has beenexpressed about the use of various forms of online and technology-facilitated intimidationor "digital intimidation" against environmental defenders. While the existing research oncyberbullying, digital violence and online intimidation can provide some insight, few studiesand data exist on the use of such tactics against environmental defenders in particular.By leaving this issue unexamined, there remains a lack of awareness about the risks andchallenges environmental defenders may face in terms of online safety and digital intimidation,which may ultimately curtail public debate on environmental issues. Fortunately, theprotections under Article 3(8) of the Aarhus Convention and the recently introduced SpecialRapporteur for Environmental Defenders can be useful in providing protection againstdigital intimidation. This paper, therefore, looks at the application of Article 3(8) to digitalintimidation, through the decisions of the Aarhus Convention Compliance Committee, andalso considers the mandate given to the Special Rapporteur at the 2020 Meeting of theParties. The analysis shows that there is certainly potential for protection against digital intimidationunder Article 3(8) AC, but more explicit attention and awareness may be needed.

In this article, I aim to contribute to existing literature on counterpublics by analysing the extent to which competing counterpublics regarding Islam appear in mainstream news outlets' comment sections on Facebook. By utilising, and slightly modifying, Toepfl and Piwoni's pioneering theoretical framework for analysing (counter)publics, I identify an Islam-hostile counterpublic and an Islam-sympathetic counterpublic that operate in the examined comment sections. I conducted a quantitative content analysis of Facebook posts (and associated articles) published by 15 established Scandinavian news outlets in 2018 ( N = 599) and the comments written by ordinary Facebook users in response ( N = 6797). I found the majority of the comments mirrored the views presented in the established media posts, but a substantial minority of the comments engaged in counterpublic discourses, contesting the bounds of established discourse around Islam in the Scandinavian public spheres.

Abstract
This paper argues that human capital depreciation during unemployment generates an externality in job creation: firms ignore how their hiring decisions affect the skill composition of the future unemployment pool, and hence the output produced by new hires. As a consequence, job creation is too low from a social point of view. But the extent to which it is too low varies over the cycle. The reason is that the increase in the expected productivity of a new hire from next period's unemployment pool caused by hiring an additional worker today, depends on the pool's composition, which varies over the cycle.
This article discusses how Prince Dmitrii Golitsyn's diplomatic mission in the Dutch Republic (1770-1782) led him to develop liberal views on different levels: in his intellectual work and correspondence, in his diplomatic service, and in his scientific and academic views. The article starts out from the contrasting contexts he found himself in: his position as a thoroughly Europeanised (and partially Europeanraised) diplomat working to defend the interests of the Russian Empire. Next, the article then examines how constrained Golitsyn actually was by state service, and how the Dutch environment he lived and worked in gradually liberated him from these restrictions. Yet did this contrast of contexts truly liberate him, or compel him to shift his focus from diplomacy to science over the years? In the article, I explore the different domains in which Golitsyn worked by looking at two cases in which Golitsyn made his mark and which resonated in European politics and science: his Dutch-oriented take on negotiating the League of Armed Neutrality and his later scientific work and defense of the physiocrats. In both cases, it appeared that Golitsyn's diplomatic service in The Hague and his position in Dutch society, where he chose to remain even after he had left Russian service, time and again turned out to be decisive factors for the development of his ideas and actions. Dit artikel onderzoekt hoe prins Dmitrii Golitsyn tijdens zijn diplomatieke missie in de Nederlandse Republiek (1770-1782) liberale standpunten ontwikkelde in zijn intellectuele activiteiten en correspondentie, zijn diplomatieke praktijk, zijn wetenschappelijk en academisch werk. Een belangrijk vertrekpunt van dit artikel is het grote contrast tussen de verschillende contexten waarin Golitsyn moest werken. Enerzijds was hij een sterk verwesterde diplomaat, deels opgegroeid in West-Europa. Anderzijds moest hij zonder uitzondering de belangen van het Russische keizerrijk verdedigen, ook in de Nederlandse Republiek. Het artikel onderzoekt in welke mate dit officieel kader Golitsyn begrensde en hoe hij zich tijdens zijn verblijf in Den Haag geleidelijk aan losmaakte van het officiële keurslijf,waarna hij zich uitsluitend nog op de wetenschap toelegde. De verschillende domeinen waarin Golitsyn actief was, worden verkend aan de hand van twee casestudy's die weerklank vonden in de Europese politiek en wetenschap: zijn pro-Nederlandse houding bij het onderhandelen van het Verbond van Gewapende Neutraliteit (1780-1783), en zijn latere wetenschappelijk werk en apologie van de fysiocraten. In beide gevallen bleken zijn diplomatieke werk in Den Haag en zijn positie in de Nederlandse maatschappij, waar hij bleef wonen nadat hij de diplomatieke dienst had verlaten, een bepalende factor in de ontwikkeling van zijn standpunten. Het veelzijdige liberalisme van Golitsyn, dat zich manifesteerde op politiek, wetenschappelijk en cultureel niveau, toont tot slot aan hoe belangrijk de bijdrage van buitenlandse diplomaten aan de Nederlandse politiek en maatschappij kon zijn, zeker tijdens de turbulente jaren tachtig van de achttiende eeuw.

Since 2013, Russia has put forward a socially conservative norms and values paradigm that challenges the European Union's (EU's) normative pull in Eastern Partnership countries like Ukraine – especially when it comes to Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) policies. The adoption of legislation on 'propaganda of non-traditional sexual relations to minors' that same year and the homophobic discourse relating to the situation reinforced the link between state violence and homosexuality as a tool for geopolitical othering in Russia. Notwithstanding Ukraine's normative isomorphism towards the EU, the difficulties surrounding LGBTI activism since the signing of the Association Agreement illustrate that also in Ukraine the risk of extra-judicial violence and geopolitical othering remains. Yet at the same time, Ukraine's normative isomorphism towards the EU prevents policymakers from state violence towards and geopolitical othering, thereby effectively setting their state policies apart in an ever divergent path from their Russian neighbour.
