Research conducted over the past decade examining the impact of social movements on urban politics and housing policy has significantly enhanced our understanding of how these movements resist housing financialisation through direct action, social protest, and advocacy. However, further investigation is still required to comprehend the influence of housing movements on policy design and implementation, in order to understand the paths taken and how social movements shape housing and urban policies. This paper focuses on the self-management branch of the My House, My Life – Entities (Minha Casa, Minha Vida - Entidades), a mass housing programme in Brazil. The paper has two objectives. Firstly, it identifies the strategies that nationally organised urban and housing movements employ to advocate for the inclusion of housing self-management in federal mass housing programmes. Secondly, it examines the policy implications of implementing a participatory governance model (co-management) in national housing programmes, with an emphasis on policy lessons learned. To accomplish this, policy documents, housing movement reports, and news media items were utilised to systematically trace the trajectory to success and examine the policy lessons for participatory governance. This paper makes two contributions: it enriches the literature on social movements against housing financialisation by analysing citizen participation in housing policy design and implementation and it contributes to the field of research on the consequences of social movements by examining the influence of social movements in shaping and housing policies.

While previous research has established why and how coalitions emerge and dissolve, how they are maintained and the outcomes they generate have been less explored, especially in housing studies. This research contributes to the study of movement coalitions through an empirical examination of the dynamics of how coalitions interact, cooperate, and sustain alliances, in addition to exploring the outcomes that are produced as a result of these coalitions. It draws upon a comparative approach of housing coalitions in Dublin and Lisbon, where local housing groups have played a critical role in protesting against housing injustices and in articulating alternative policy solutions to the housing crisis. In mapping the diversity of coalition members, this research finds that tolerance for difference and negotiation capacity impacts how long coalitions last as well as the outcomes that they lead to. This study contributes to the study of coalitions by analyzing the relationship between outcomes and the mechanisms which sustain coalitions using a comparative framework.

This article discusses aspects of the emerging evidence around the impact of COVID‐19 on violence against women as well as local government interventions relating to the prevention of domestic violence in Latin American countries. I show how, during the coronavirus outbreak, local governments are vital in the prevention of violence against women and girls, and I present examples of some local actions that seek to guarantee access to the appropriate support and services during the pandemic.
Over the past 30 years, urban policy in Brazil has undergone a major transformation, both in terms of regulatory frameworks and the involvement of citizens in the process of policy-making. As an intense process of institutional innovation and mobilisation for decent public services took place, academics started to consider the impact of institutionalisation on the autonomy of social movements. Using empirical evidence from a city in the northeast of Brazil, this article addresses the wider literature on citizen participation and social movements to examine specifically the problem with co-optation. I examine the risks linked to co-optation, risks that can undermine the credibility of social movements as agents of change, and explore the tensions that go beyond the 'co-optation versus autonomy' divide, an issue frequently found in the practices of social movements, in their dealings with those in power. In particular, this article explores the learning processes and contentious relationships between mainly institutionally oriented urban movements and local government. This study found that the learning of deliberative skills not only led to changes in the objectives and repertoires of housing movements, but also to the inclusion of new components in their objectives that provide room for creative agency and which, in some cases, might allow them to maintain their autonomy from the state.
