Die Entwicklung von Transparenzgeboten im bundesrepublikanischen Spendenwesen

Whoever donates money wants to be sure that the contribution reaches its target. Charitable organizations have not always disclosed the way the donations follow. Gabriele Lingelbach traces the last 60 years of the German donation market with special consideration of the transparency imperative. Until the l960ies transparency had been unusual -- organizations did not give detailed accounts of income and expenses, and donors trusted the organizations which were controlled by federal law. Radical change came with the allegedly embezzled donations meant for the victims of the Hamburg flood in 1962. Lingelbach accounts for strategies of achieving transparency which were developed in effect. She analyzes the emergence of the Deutsches Zentralinstitut fur Soziale Fragen (German Central Institute for Social Issues, DZI) and its seal of approval and also looks at the efforts of charitable organizations to be more transparent through public relations and the publication of yearly reports and thus win the trust of donors. Der Beitrag zum sozialen Problem der Armut in Deutschland befasst sich mit einem Instrument der Gegensteuerung - der gesellschaftlichen Solidarität in Form von Spendenbereitschaft. So präsentiert der erste Schritt zunächst auf Basis aktueller Umfrageergebnis von 2007/2008 die Dimensionen des heutigen Spendenwesens, deren mit Abstand größter Anteil die humanitäre Hilfe ausmacht (79%). Geprägt ist das Spendenverhalten durch ein schwieriges Entscheidungsverfahren aufgrund der zahlreichen Wahlmöglichkeiten und einem sehr differenzierten Spendenwesen. Auf dieser Grundlage betrachtet der Autor im zweiten Schritt durch eine historische Perspektive Spendensammlungen (1) in der ersten Hälfte des 20. Jahrhunderts, (2) in der frühen Nachkriegszeit und (3) seit den 1960er Jahren mit einem beobachtbaren Wandel, ausgelöst durch die Liberalisierung des Spendenrechts, die Erweiterung der Wahrnehmungshorizonte und dem Zuwachs an Wissen.
