La montée des corporations multinationales pose de nouveaux et de sérieux problèmes au syndicalisme international. Cet article traite de la stratégie syndicale élaborée en particulier par Charles Levinson et par les Secrétariats professionnels internationaux à Genève. Leurs recommandations impliquent une réorganisation complète des centrales syndicales nationales et internationales afin de mettre sur pied des fédérations industrielles internationales vraiment capables de faire face aux corporations multinationales. Après un résumé de ces recommendations stratégiques, l'article passe à l'analyse et à la critique de cette stratégie et surtout de ses implications sur les rapports de force au sein du mouvement syndical mondial. On discute ensuite de l'impact de cette stratégie sur les objectifs, les structures et les tactiques du syndicalisme du Tiers-Monde.
