Informatization, a policy of integrated telecommunications development, is regarded as one of the driving forces behind the Chinese government's new socialist countryside program. Various national and provincial programs have been initiated to connect the agricultural communities to the information highway. Most of the existing studies are conducted at the national level, which largely neglects the fact that China's unique central-provincial-local institutional arrangement makes the provincial/local government not only the implementers of center-initiated projects but also the initiators of informatization programs specific to their territory. This paper studies Sichuan province because its geographic and economic features make it an ideal site. Moreover, Sichuan probably has the widest variety of agricultural informatization programs among all the provinces in China because of the relief efforts after the 2008 Wenchuan earthquake by various entities. It is now imperative to critically revisit those programs to find out their status and identify the factors for both their successes and failures. This paper aims to complement the existing rural informatization research in China with a comprehensive provincial/local-level analysis, using an analytical framework that evaluates the performance and sustainability of major ongoing agricultural informatization programs. This paper will identify the best practices for rural development in other countries.

This thesis provides a macro-regional reading of the urbanization process in Taiwan since its origins, over a period or four centuries. The characteristics or city growth arc captured in relation to the development strategies of the various regimes on the island. The method intersects a historical approach with geographic information techniques (QGIS software) to spatialize historical processes. The Taiwanese territory has been essentially dominated by exogenous or colonial powers, while al the same time being the support of intense ethnic mixing, notably by the influx of migrants from the Chinese mainland. Taiwan's economic and urban development has thus found itself at the interface of Western and Eastern spatial strategies of domination. The Western powers developed port cities as part of a colonial strategy embedded in world trade, while the Eastern countries pursued a more continental strategy. The country's capital, Taipei, experienced a less pronounced process or urban primacy than its East Asian counterparts. This betrays a more balanced urban growth, concentrated however in the western part of the island, along a north-south continental transport axis linking two major port hubs. The thesis shows that Taiwan met the criteria or a "developmental state" (Johnson, 1982) productivist strategy during the authoritarian period of the KMT, but that this is no longer the case in the democratic era due to the weakening of the economic pilot agency and the relocation of a large part of the Taiwanese industrial apparatus to China. ; Cette thèse livre une lecture macro-régionale du processus d'urbanisation à Taïwan depuis ses origines, soit sur une durée de quatre siècles Les caractéristiques de la croissance des villes sont saisies en lien avec les stratégies de développement des divers régimes qui se sont succédés sur l'île. Cela trahit une croissance urbaine plus équilibrée, concentrée cependant dans la partie occidentale de l'île, le long d'un axe de transport continental nord-sud reliant deux grands pôles portuaires. La thèse démontre que Taïwan répond aux critères d'une stratégie productiviste «d'État développeur» (Johnson, 1982) au cours de la période autoritaire du KMT, mais que ce n'est plus le cas à l'ère démocratique en raison de l'affaiblissement de l'agence de pilotage économique et de la délocalisation d'une grande partie de l'appareil industriel taïwanais en Chine.

Les années 1930 à 1950, la période avant et après la Seconde Guerre mondiale, ont été une période remarquable pour les pays coloniaux de la région Asie-Pacifique, y compris Taïwan. Ces pays étaient caractérisés par la fin de la colonisation, la croissance démographique rapide et l'urbanisation, qui ont tous conduit à la primauté urbaine dans leurs capitales. En particulier dans de nombreux pays d'Asie du Sud-Est, les capitales affichaient une domination écrasante, à la fois en termes démographiques et d'influence nationale effective. C'est aussi, d'une certaine manière, le cas – bien qu'à un degré moindre que dans l'Asie du Sud-Est – des capitales de Taïwan (Taipei) et de la Corée du Sud (Séoul) considérées comme des « villes capitales » depuis la période coloniale. Taipei est qualifié de « ville capitale » (de niveau faible mais stable en termes de primauté urbaine) des années 1920 aux années 1970, à l'exception des années 1940 où Kaohsiung devint une base importante pour l'extension de l'Empire japonais aux pays de l'Asie du Sud-Est. Cet article vise à illustrer comment différentes stratégies coloniales, du point de vue de l'aménagement du territoire, ont affecté le degré de primauté urbaine, en accordant une attention particulière à Taipei. D'une part, la forte primauté urbaine dans les pays d'Asie du Sud-Est peut s'expliquer par la centralisation urbaine des villes portuaires qui sont ensuite devenues des capitales coloniales sous la domination des puissances occidentales. D'autre part, la faible primauté urbaine à Taipei et à Séoul peut s'expliquer par la stratégie continentale des Japonais, qui non seulement se concentraient sur l'amélioration des capitales, mais prenaient également des mesures pour renforcer le réseau ferroviaire continental et améliorer d'autres villes coloniales par le biais de projets de planification urbaine.
