This paper examines how firms' technological capability development is affected by corporate governance, broadly understood: "how and by whom the firm is directed and controlled". Three state-owned companies are studied. Shanghai Auto Industry Corporation (SAIC) is a long-established "favoured" enterprise controlled on rather traditional lines. Chery is a small under-funded latecomer that receives exceptional "engagement" from its controlling local and provincial government. Guizhou Tyre (GTC) is long-established but also receives exceptional engagement. The firms' governance structures and their processes of technological capability building were tracked and compared. Data on SAIC and Chery was mainly from secondary sources; on GTC, from extensive interviewing of management and site observations. There were two main findings: first, it was the two with unusual engagement which were more successful in developing "endogenous" or "self-reliant" technological capability. Second, two alternative technological strategies could be distinguished: "bundled" or "unbundled" technology acquisition. Chery and GTC chose "unbundling". We show why it was more successful and why it followed from the corporate governance situation. © 2009 Taylor & Francis.

AbstractTraditional industrial enterprises are primarily high pollution enterprises and high energy consumption. The achievement of the "dual carbon" motive in Chinese economic activities and environmental protection plays a chief role incorporating the environmental, social, and governance (ESG) into the risk management system of industrial enterprises. However, the industrial enterprises participating in ESG rating account for 46.97% of the listed enterprises, and the industrial enterprises that pay attention to ESG information disclosure account for 35.77% of the listed enterprises. Is ESG rating essential for the enhancement of industrial enterprises? Based on the transformation and upgrading of industrial enterprises, this research investigates how the ESG rating and ESG information disclosure affect the financial risk of industrial enterprises in China. The findings suggest that: (1) In China for industrial enterprise ESG plays an essential role which results in decrease in financial problems of industrial enterprise. (2) ESG is influential on monetary risk of industrial enterprise, the quality of enterprise ESG information disclosure plays an important intermediary role. (3) The lagging of ESG rating by one period is significantly positive related to the financial risk of industrial enterprises, and the financial risk prediction of industrial enterprises can be effectively indicated by the ESG rating data, which exhibits a stronger correlation coefficient than the existing rating system.

AbstractThe construction of an ecologically livable rural environment requires treating rural domestic waste. Farmers, as key participants in rural domestic waste disposal, can improve the rural environment by disposing of domestic waste in an environmentally friendly manner. Few studies have examined the cadre–farmer relationship and its impact on rural waste pollution. Using a questionnaire survey of farmers in Shaanxi Province, China, this study estimates the effect of cadre–farmer relationship on their willingness to treat domestic waste. The findings indicate that a positive cadre–farmer relationship significantly increases farmers' willingness to treat domestic waste. This positive relationship can also strengthen the positive effects of institutional rules on waste treatment willingness. Further mechanism analysis shows that a good cadre–farmer relationship mobilizes farmers to protect the environment and to comply with national ecological laws and regulations, enhancing their willingness to treat domestic waste. These findings enrich research on rural domestic waste management.
