The video game industry has expanded rapidly in recent years by implementing a microtransaction business model and expanding to a new market of mobile gaming. However, the introduction of loot boxes has been controversial; similar to gambling, gamers pay real money for a randomized microtransaction for a chance to win a random virtual prize of perceived value. Additionally, the items won from these loot boxes, such as cosmetic skins, can potentially be used to bet on other games of chance or even on the outcomes of competitive esports games. With the ease of online payments, the use of manipulative operant conditioning, and exploitive advertisements, young gamers are subject to gambling tendencies. However, there is a global split between whether loot boxes fit under the definition of gambling. Countries around the world have responded in four different ways: (1) outright banning loot boxes; (2) regulating loot boxes in various ways; (3) investigating loot boxes further; and (4) not recognizing loot boxes as gambling and taking no further action. This Comment seeks to challenge the global question of whether loot boxes are gambling and instead ask whether loot boxes are inducing the same effects of gambling on young children. Whether loot boxes fit under pre-existing gambling constructs, the effects on children are prevalent. Treading a fine line between its government paternalistic approach and respecting economic freedom, the United States should take steps to regulate loot boxes in a manner that will protect minors from the effects of gambling without crippling the video game industry.

AbstractThis article explores a tax reform in eighteenth‐century China that formalized county‐level informal surtaxes and centralized control over them in the hands of provincial governors, in an effort to strengthen provincial fiscal capacity. The findings show that this reform increased the frequency of famine relief in cases of exceptional disaster relative to other weather conditions. The study shows that the effects were driven by the new fiscal revenues—public funds—at the governors' discretion, not by the central government's relief actions, bureaucratic control over lower officials, or other concurrent fiscal reforms. Moreover, the reform facilitated intertemporal smoothing and inter‐regional risk sharing. However, the effects declined as soon as the central government broke its promise and began to appropriate provincial fiscal revenues. These findings not only provide evidence that fiscal centralization could enhance the provision of public goods in a premodern context, but also highlight that it was the lack of a credible commitment by the central government to the provincial governments that accounted for the short‐lived effects of the reform.

AbstractAssisted dying legislation is available to support adult deaths in multiple international jurisdictions. In Canada, a parliamentary committee has recommended extending Medical Assistance in Dying (MAID) legislation to include 'competent mature minors'. Even though such a policy change would affect young people, to date formal discussions about MAID for minors have excluded them. No empirical studies have elicited youth perspectives on including them in future legislation. This qualitative descriptive study uses focus groups to explore young people's perspectives on MAID and its potential extension to include minors using methodological and theoretical commitments to participatory research and children's agency. Our participants explored philosophical and medical dimensions of MAID, including pain and suffering, the choice to die, and how MAID enables a peaceful, controlled death. They unpacked the concept of maturity vis‐à‐vis age and a child/adult binary, using these reflections to posit safeguards for ensuring minors' MAID requests would be fairly evaluated. Finally, they explored relational dimensions of dying, paying particular attention to the impact of MAID on grievers. Our results illustrate that young people are capable and keen to contribute toward discussions and decisions about MAID. Our study supports the participation of young people in any extension of MAID, as well as in other high‐stakes matters that may affect them, challenging dominant assumptions that underestimate their capacities to do so.
