The paper focuses on strategic planning of non-profit organizations in changing environment. Particular attention is paid to analyzing the specifics of the situation of young NPOs and their attitude to strategic planning. It is concluded that for successful functioning of the non-profit sector it is especially important to consider the problem field of NPO development and adaptation of organizations' development strategies to changes. Volga Region NPOs today have sufficient experience and maturity to realize the need to develop new strategies for their activities in the changing environment. Moreover, the conclusion is made about the importance of interaction be- tween NGOs, authorities and business structures in the interests of successful development of the territory of pres- ence. The formation of a localizable social mechanism of intersectoral interaction for these purposes is proposed. The article is based on the results of a sociological research conducted by the Association of NGOs "Sluzhenie", a network of resource centers of SO NGOs of the Volga Federal District, and the Department of Sociology of Project Activities and Pro-Competitive Regulation of Lobachevsky State University of Nizhny Novgorod in the spring of 2023 in the Volga Federal District, Russia.

The author analyses changes in the position of the House of Commons Foreign Affairs Committee by comparing debates on Ukraine during two distinct periods: 2014–2017 and 2022– 2023. The article considers the most pressing issues raised during the parliamentary debates. Particular attention is paid to the methods used by the committee and the ways in which the committee members informed the British government about their position. The analysis is based on the materials of the House of Commons Foreign Affairs Committee: reports, oral and written evidence, sessional returns and the news about committee work found on the UK Parliament's website. The author concludes that the committee's views on Ukraine have changed significantly. It is highlighted that in the mid 2010s the committee condemned Russia's actions in Ukraine but sought to maintain cooperation with Moscow on the most vital issues, whereas during the second period of 2022–2023 the committee's position became more consolidated as it took a harsher stance on Ukraine.

The article considers the main directions of France's migration policy at the turn of 20th – 21st centuries and focuses on the measures taken by the French government to regulate migration policy. The author concludes that nowadays a lot of work has been done in the country to solve the problem of migration, which has slightly weakened migration flows.

The paper is devoted to the study of the symbolic field of modern public policy in the context of the rapid digitalization of society. The purpose of the article is to consider the content of the image of one of the modern political leaders and to identify the presence/absence of the networking effect in it, manifested in the polythematic and heterarchy of themes presented in the image, its situationality and variability. As an example, the image of the governor of the Nizhny Novgorod region G.S. Nikitin is considered in the study. With the help of qualitative and quantitative content-analysis, the author studies an information array of data, which includes news reports posted on the website of the Government of the Nizhny Novgorod Region, where there is a reference of the head of the region. The sample size was 710 news posted between November 27, 2021 and June 9, 2022. The semantic unit of analytical observation in the course of textual analysis has become an image-role construct, which is a relevant tool-concept for studying the political image. Based on the results of the analysis, it was concluded that the content of the image of a political leader is polythematic and that there is no one, absolutely dominant theme in it. Among the most frequent are the following image-role constructs - «business executive», «team player», «organizer, «leader looking to the future», «open leader who hears society», «leader who is aware of various details of current problems» and «crisis manager». In terms of content and meaning, the filling of the image of a political subject is also influenced by the situational factor, which determines not only the list of emerging image-role constructs, but also the frequency of their occurrence. Thus, the content of the modern political image can be represented as a logical and semantic configuration of interconnected image-role constructs subject to the influence of the effect of networking.

The book about the settlements of the south of the Pskov region in the Time of Troubles was written by a well-known specialist in the history of Russia of the XVII century Ya. N. Rabinovich. It will arouse great interest among researchers and a wide range of readers. The book recreates a complete system picture of the events of the Time of Troubles in the south of the Pskov land. This advantage of the book is determined by the involvement of new material from historical sources, new factography and its conceptual understanding. The study of Ya. N. Rabinovich allows us to supplement the history of the Pskov region. The review contains comments on the structuring of the material and wishes in connection with the need to write a generalizing work on the history of Pskov and the Pskov land in the Time of Troubles, as well as biographical texts.

The creation of The Temple of Saint Sava in Belgrade (from the presentation of the idea to the completion of the work) took about one and a half centuries. The decision to choose Constantinople's Hagia Sophia as the architectural model was the result of the dominant tendencies in the invention of the national tradition and the interweaving of a number of socio-political circumstances of the interwar period. Along with the constants of mythological structures that determined the design of the Temple, significant gaps in the way of maturation and implementation of the project significantly changed the vector of its memorial message.

The article delves into the modern Russian legislation on territorial development in relation to its human-centeredness at the levels of goal-setting and implementation. It states the existence of a problem in the man-agement of territorial development, which consists in its lack of effectiveness in overcoming the demographic compression of peripheral and semi-peripheral territories. To describe the problematic situation, the author's concepts of action landscape and action landscaping of territorial development are proposed. Apart from this, the author presents the results of the retrospective analysis of the semantic content of the terms development and management in specialized normative-legal documents, scientific and reference sources. Legislative acts on the management of territorial development are considered in terms of their involvement of the population in the relevant processes on the ground. It is concluded that the current specialized legislation on territorial devel-opment takes into account social factors of territorial development, including the residents' own vision of the future, grassroots practices and initiatives for its realization, the potential of direct participation of social actors and local communities in the development of territories is insufficient. The prospects for solving the problem are associated with the actualization of the National Projects of Russia.

The ontological correlate of Nothing is the con­cept of the Cosmos as a designation of any spheres where there is no life, the Universe and the Metauniverse. I. Kant is the first fundamental philosopher, he can be considered a speculative harbinger of the computer science, virtualism and cosmism as: 1) care orientation (fly away) into the galactic lifeless reality, 2) creating a bit-atomic, entirely artificial reality on Earth, in the limit, its trans­formation into a dead planet. And postmodernism, as a humanitarian and specu­lative reflection of the beginning digital transformation of life into technos, hu­manism into transhumanism, transition of human consciousness into posthuman intelligence. The humanitarian significance of Kant's philosophy in its culture and antropological inconsistency as live Genus homo. The ideology of human survival can be the philosophy of telluric realism in the modality of phenomeno­logical substantialism, geocentrism and the value anthropic principle.

The review is devoted to a new study of the events of the Time of Troubles in the history of the Russian state at the beginning of the 17th century. The study was carried out within the framework of the historical and anthropological approach. The authors of the book focus on the biographies of historical figures that have not previously been thesubject ofspecialstudy. The book contains 13 biographical essays on 15 direct participants in the events of the Time of Troubles.

The article examines the features of the image of the Roman Empire created by the outstanding historian M. I. Rostovtzeff, primarily in his "Social and Economic History of the Roman Empire". This image is contradictory and ambiguous. It involves a lot of genuine innovative ideas, bright colours, but there are also a number of obvious exaggerations and aberrations, a certain "contemporization" of economic and social realities. Paradoxically, Rostovtzeff 's Roman Empire turns out to be an empire without imperialism. Its very "empireness", i. e., specific ties between the center and provincial and "barbaric" periphery; the organization of space; the modes of relations between the "imperial nation" and the subordinate peoples; the unity of diversity as well as geographical (geopolitical) and economic determination of Roman imperial expansion, remains outside the historian's scope. At the same time, Rostovtzeff perspicaciously grasps the deep drama of Roman history, irreducible either to the tyranny and extravagance of individual rulers or to the merciless struggle of social classes. A significant role in creating such a comprehensive image of the Roman Empire was ensured not only by Rostovtzeff 's political preferences and life experience, but also by his personality and style of scholarship. This gives the "Social and Economic History of the Roman Empire" a special dimension, making it not only a fact of historiography per se but the substantial evidence of the indissoluble relationship between the personality of the historian, his ideas and the time in which he happened to live and work.
